RESOLUTION N0.275-06
A RESOLUTION OF THE CITY OF RICHLAND HILLS, TEXAS,
DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR
ACTING FOR, OR ON BEHALF OF THE CITY IN DEALING WITH THE
TEXAS PARKS & WILDLIFE DEPARTMENT FOR THE PURPOSE OF
PARTICIPATING IN THE TEXAS RECREATION & PARKS ACCOUNT'
INDOOR RECREATION GRANTS PROGRAM; CERTIFYING THAT
THE CITY IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE;
CERTIFYING THAT THE CITY MATCHING SHARE IS READILY
AVAILABLE; AFFIRMING THAT THE PROPOSED SITE HAS
PREVIOUSLY BEEN DEDICATED AS A PERMANENT PUBLIC PARK
TO BE USED FOR RECREATIONAL USES; AND CERTIFYING THAT
THE APPLICATION HAS BEEN SUBMITTED TO THE APPROPRIATE
REGIONAL COUNCIL OF GOVERNMENTS FOR TEXAS REVIEW
AND COMMENTS SYSTEM ("TRACE") CONSIDERATION AND
CREATION REVIEW.
WHEREAS, the City of Richland Hills, hereinafter referred to as "Applicant," is fully
eligible to receive assistance under the Program; and
WHEREAS, the Applicant is desirous of authorizing an official to represent and act for
the Applicant in dealing with the Texas Parks & Wildlife Department, hereinafter referred to as
"the Department," concerning the Texas Recreation & Parks Account Indoor Recreation Grants
Program, hereinafter referred to as "the Program;"
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS:
SECTION 1.
CERTIFICATION OF ELIGIBILITY AND PROPER POSTING
The City Council, on behalf of the Applicant, hereby certifies that the Applicant is
eligible to receive assistance under the Program, and that notice of the application has been
posted according to all applicable state and local public hearing requirements.
SECTION 2.
CERTIFICATION OF AVAILABILITY OF MATCHING FUNDS
The City Council, on behalf of the Applicant, hereby certifies that the matching share for
Applicant's application is readily available at this time.

SECTION 3.
AUTHORiZ,ATION TO ACT
The City Council, on behalf of the Applicant, hereby authorizes and directs its City
Manager, James Quin, to act for the Applicant in dealing with the Department for the purposes of
the Program, and that Jarnes Quin is hereby officially desi ;Hated as the representative of the
Applicant in this regard.
SECTION
AUTHORIZATION TO MAKE APPLICATION
The City Council, on behalf of the Applicant, hereby specifically authorizes its City
Manager, James Quin, to make application to the Department concerning the site to be know as
Kate Baker Park, in the City of Rich'tand Ililis, of Tarrant County, for use as an indoor recreation
site and affirms that such site has previously been dedicated for public park and recreation
purposes in perpetuity.
SECTION 5.
CERTIFICATION OF APPLICATION
The City Council, on hehalf of the Applicant, hereby certifies that a copy of the
application has been submitted to the appropriate regional council of governments for Texas
Review and Comments System consideration.

AU'T'HORIZATION t)F NECESSARY ACTIONS
The City Manager; Mayor ar~d the City Secretary, in consultation with the City Attorney,
are authorized and directed to take all actions necessary to effectuate this resolution.
