HomeMy Public PortalAbout04-07-22 AgendaAPRIL 7, 2022 The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING Carteret, preceding the Regular Meeting April 21, 2022, was held Thursday, April 7, 2022, at approximately 6:00 p.m. remotely, via telephone call -in. The following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino " Dennis DiMascio Ajmar Johal " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted absent was Counciltuember Jorge Diaz. The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE Pledge of Allegiance led by Councilmember Bellino. OF ALLEGIANCE Mayor Reiman asked everyone to pray for the victims of Russian aggression in the Ukraine and all those Ukrainian Freedom Fighters who continue to fight for their sovereignty each and every day. The 2022 Annual Notice was emailed to The Home News Tribune, STATEMENT OF The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE the Memorial Municipal Building on January 11, 2022. Notice was published in The Home News Tribune and The Star Ledger on January 14, 2022. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS &C, by Councilmembers Bellino and Naples and APPROVAL unanimous affirmative vote of the four (4) Councilmembers present, OF MINUTES the minutes of March 24, 2022 were approved as transcribed and engrossed by the Clerk. APRIL 7, 2022 (continued) ORDINANCE #22 -9 ORDINANCE #22 -9 was introduced and adopted on First Reading FULLY FUNDED and the Clerk authorized and directed to advertise same for Public ORDINANCE CAPITAL Hearing, upon MMS &C, by Councilmembers Bellino and Johal. IMPROVEMENTS Upon individual roll call vote, Councilmembers Bellino, DiMascio, Johal and Naples voted in the affirmative. Councilmember Diaz was noted absent. ORDINANCE #22 -9 "ORDINANCE APPROPRIATING $5,500,000 PROCEEDS FROM THE SALE OF A BOROUGH PARKING GARAGE TO PROVIDE FOR VARIOUS CAPITAL IMPROVEMENTS IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY" Mayor Reiman said this is appropriating money from the sale of Borough assets to fund various capital projects around town. ORDINANCE #22 -10 ORDINANCE #22 -10 was introduced and adopted on First Reading FULLY FUNDED and the Clerk authorized and directed to advertise same for Public ORDINANCE, Hearing, upon MMS &C, by Councilmembers Bellino and Naples. IMPROVEMENT'S TO Upon individual roll call vote, Councilmembers Bellino, DiMascio, BISHOP ANDREWS Johal and Naples voted in the affirmative. Councilmember Diaz was PARK noted absent. ORDINANCE #22 -10 "ORDINANCE APPROPRIATING $2,500,000 FOR VARIOUS IMPROVEMENTS TO DR. BISHOP WILLARD K. ANDREWS PARK IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY" Mayor Reiman explained that money for these improvements was from county Open Space funds and Green Acres funding. 2 ORDINANCE #22 -11 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing, upon MMS &C, by Councilmembers Bellino and Naples. Upon individual roll call vote, Councilmembers Bellino, DiMascio, Johal and Naples voted in the affirmative. Councilmember Diaz was noted absent. ORDINANCE #22 -11 "ORDINANCE APPROPRIATING $3,000,000 FOR VARIOUS ROAD IMPROVEMENTS AND IMPROVEMENTS TO DR. BISHOP WILLARD K. ANDREWS PARK IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY" Mayor Reiman said was regarding money for Borough capital improvements, the balance of Bishop Andrews Park, stormwater sanitary sewer and other improvements throughout town. APRIL 7, 2022 (continued) ORDINANCE #22 -11 FULLY FUNDED ORDINANCE VARIOUS CAPITAL IMPROVEMENTS ORDINANCE #22 -12 ORDINANCE 422 -12 AMENDING SALARY "AMENDING ORDINANCE #71 -9" ORDINANCE #71 -9 Mayor Reiman said this amends the original salary ordinance; pending negotiations this will allow us to move ahead when we have signed contracts. The Municipal Clerk stated that Ordinance #22 -6 was introduced and adopted on First Reading on March 24, 2022. It was duly published in the Home News "Tribune on March 29, 2022, with notice that it will be considered for final passage after Public Hearing to be held on April 7, 2022 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. ORDINANCE #22 -6 AMENDING CHAPTER 43, PORI AUTHORITY ALTERNATE APRIL 7, 2022 (continued) PUBLIC HEARING Upon MMS &C, by Councilmember Bellino and Johal and unanimous affirmative vote of the four (4) Councilmembers present, Mayor Reiman declared the Public Hearing to be open. MAYOR REllVIAN Mayor Reiman said this is with regard to the Port Authority alternate, it will allow the alternate to vote in place of any missing member, not just in the mayor's absence. HEARING CLOSED There being no further comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Bellino and Naples and unanimous affirmative vote of the four (4) Councilmembers present. Upon MMS &C, by Councilmembers Bellino and Naples ORDINANCE #22 -6 "AMENDING AND SUPPLEMENTING 543 -3 OF CHAPTER 43, ENTITLED `MUNICIPAL PORT AUTHORITY' OF THE CODE OF THE BOROUGH OF CARTERET" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, DiMascio, Johal and Naples voted in the affirmative. Councilmember Diaz was noted absent. APPROVED AND ADOPTED: APRIL 7, 2022 INTRODUCED: MARCH 24 2022 Advertised as Adopted on First Reading with notice of Public Hearing: MARCH 29, 2022_ Hearing Held: APRIL 7 2022 Approved By: MAYOR DANIEL J. It was duly published in ACQUISITION the Home News Tribune on March 29, 2022, with notice that it will be ORDINANCE, considered for final passage after Public Hearing to be held on April 7, BLK. 6703, LT. 3 2022 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Bellino and Naples and PUBLIC HEARING unanimous affirmative vote of the four (4) Councilmembers present, Mayor Reiman declared the Public Hearing to be open. Mayor Reiman said this is with regard to parking within the downtown MAYOR REIMAN arts district. There being no further continents or objections to the Ordinance, HEARING CLOSED Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Bellino and Naples and unanimous affirmative vote of the four (4) Councilmembers present. Upon MMS &C, by Councilmembers Bellino and Naples ORDINANCE #22 -7 "AUTHORIZING THE ACQUISITIONOF PROPERTY COMMONLY KNOWN AS 55 -57 WASHINGTON AVENUE AND IDENTIFIED ON THE BOROUGH'S TAX MAP AS BLOCK 6703, LOT 5" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, DiMascio, Johal and Naples voted in the affirmative. Councilmember Diaz was noted absent. Upon MMS &C, by Councilmembers Bellino and Naples and & NEW BUSINESS unanimous affirmative vote of the four (4) Councilmembers present, the meeting was opened for public input on all Resolutions /Agenda items and new business. There being no comments or objections to the Resolutions /Agenda HEARING CLOSED items or new business, upon MMS &C by Councilmembers Bellino and Naples and unanimous affirmative vote of the four (4) Councilmembers present, the meeting was closed. RESOLUTIONS RESOLUTIONS: 1. #22 -93 Budget Insertion, Re: $20,000 from NJ Public Library Grant Funds. 2. #22 -94 Award of Contract, Re: Weed Control. 3. #22 -95 Professional Services — Holman Frenia Allison, P.C., Re: Auditing Services. 4. #22 -96 Authorizing Application and Municipal Match for FTA RAISE Grant, Re: Intermodal Transportation Terminal Building, Mayor Reiman said we have funding in place for waterside and upland improvements and the ferry boats; this is applying for additional funding for the ferry terminal building. CONSENT AGENDA Mayor Reiman asked for a motion on the Consent Agenda. Resolutions #22 -93 through #22 -96 were introduced by Mayor Reiman and referred the Council for action. PAYMENT OF BILLS Upon MMS &C, by Councilmembers Bellino and Naples, all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, DiMascio, Johal and Naples voted in the affirmative. Councilmember Diaz was noted absent. Reports: REPORTS 1.
