The regular meeting of Council was held today at 8 :00 P.M. at
the Town Hall, and was attended by Mayor Jones, who presided, and
Councilmen Walsh, Henry, Slotin, and Leopold.- The minutes of Feb-
ruary 1 were read and approved.
Mr. Thomas F. Lynch, the newly-elected member of the Board,
was present and accepted the following oath:
I, S do solemnly swear that I will
faithfully and honestly perform the duties of Councilman of the
Town of Savannah Beach, Tybee Island, Georgia, to the best of my
skill and ability without favor or affection, S0 HELP ME GOD.
The Mayor informed Council that he had checked up and found
that approximately sixteen of the convicts were not being properly
worked and that there were numerous jobs that required attention
but had not been touched. He also stated that he had sold the
old G.M.C. trailer for $200, that he had also been requested to
locate a first aid station site and that he had contacted Mr. D. D.
Hankins with the view of getting the old.j .il and that this could
be gotten for a rental of $15 per month; that he had also offered
the Town Hall as a first aid station in the event an emergency

should occur.
Councilman Lynch requested to be informed what his duties would
be. He was told that he was chairman of the Public Works Committee.
The Mayor informed Council that Mrs. Louise B. Opper had recently
sold her property on Second and Chatham Avenues but that it developed
that when the sale was to be consummated it was discovered that they
had also included a portion of Second Avenue west of Seventeenth Street,
which is unopened, and as they were unable to make delivery of their
property without this portion of Second Avenue, it was requested
that the Town sell that portion of the street. Councilman Slotin
moved that the Town ask $750 for this and that they take no less than
8500. Councilman Lynch seconded and the motion passed. The finance
committee was to handle the matter.
Councilman Henry moved that the following resolution be passed.

RESOLUTION
WHEREAS, in accordance with the Act of the Assembly of the State
of Georgia creating the municipal corporation of the Town of Tybee
Island, Georgia, passed by the General Assembly of Georgia and apT-
proved on August 19, 1922, by His Excellency, Thomas W. Hardwick,
Governor of Georgia, it is provided that an election shall be held
for the office of Mayor and six (6) Councilmen on the first Monday 1'
in April, 1942; and,
WHEREAS, Section 5 of the aforementioned Act provides that said
election shall be supervised and managed by three (3) freeholders,
all of whom must be duly qualified voters of said Town, and shall
be named by the Mayor and Councilmen at least ten (10) days prior
to the date of the election.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, in Council assembled, that

W. J. Fitzpatrick, W. J. Moore, and Joel T. Farrell, and one (1)
alternate Mrs. Sarah L. Curry, be and they are hereby named as mana-
gers to supervise ana manage the election for Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, to be held at Savannah
Beach, Tybee Island, on the first Monday in April, to wit: April 6,
1942, between the legal hours of voting from seven (7) a.m. to six (6)

RESOLVED FURTHER that said election shall be held in the Town
Hall of the Town of Savannah Beach,. Tybee Island.
Councilman Slotin moved that the next meeting° of Council be
held at 400 P.M.daftsAalletm instead of 8 :00 P.M. Councilman Walsh
seconded and the motion passed.
Councilman Slotin informed Council that to finish the year 1941
°'ao with which to carry on the operations
the Town had borrowed X75,. y p
of the Town government for the remainder of the year, and also to
build a Jail and fire station and that in preparing the new budget
for 1942 extreme care be used in not requesting any more than is
absolutely necessary and that all committees make an effort to stay
within the budget.
Councilman Slotin requested to be informed if it was necessary
for the secretary of the Publicity Bureau to be retained for the
forth- coming year. The Mayor stated that she had served well and
had helped considerably in getting Army peoply located in homes on
the island
Councilman Walsh informed Council that on a recent inspection
of the jail he found that rain had been leaking in one of the windows.
Councilman Slotin moved.that bills be:paid for the following accounts:

Councilman Henry moved that the Town buy oyster shells,, from .
Mrs. Tommie Figg at 6 cents per bushel at the pile located on the
island. Councilman Siotin seconded and the motion passed.
As the agreements with the Globe Dredging Company, Tybee Beach
Company, and the Logan and Paulsen interest covering the assessments

in Venetian Terrace are about to expire, the matter be referred to
the Finance Committee for handling. Councilman Walsh moved that.the
following resolution be adopted. Councilman Siotin seconded and the
motion passed.
RESOLUTTION
BE IT RESOLVED by the Town Executive Committee of Savannah Beach,
Tybee Island, Georgia,
That the following named candidates of the Democratic Party for
the offices of Mayor and Councilmen of the Town of Savannah Beach,
Tybee Island, and as members of the Town Executive Committee of Sa-
vannah Beach, Tybee Island, who received the highest number of votes
in the Town Primary, held in Savannah Beach, Tybee Island, Georgia,
on the 2m5. day of March, 1942, be ant9 they are hereby declared to
be the nominees (candidates) of the Democratic Party for the offices
named, to wit:

cation hereof to the Clerk of Council of the Town of Savannah Beach,
Tybee Island, forthwith.
BE IT FURTHER RESOLVED that the above named ten candidates, as
members of the Town Executive Committee, be and they are hereby de-
clared duly elected.

A special meeting of Council was held today at 7 :00 P.M. in
the Council chamber of the Town Hall for the purpose of consolidating
and certi*ng the returns of the election and to handle any and /or
all of the matters brought up, and was attended by.Mayor Jones, who
presided, Councilmen Biotin, Lovell, Walsh, Henry, and Lynch.
Councilman Slotin moved that bills for the following accounts
be paid when in funds. Councilman Walsh seconded and the motion

Councilman Walsh moved that the following
resolution be adopted, Councilman Lynch seconded and the motion
passed.
RESOLUTION
WHEREAS, the managers duly named by Resolution passed by the
Mayor and Councilmen of the Town of Savannah Beach, Tybee Island,
in Council assembled, on the 3rd day of March, 1942, to conduct the
election just concluded and held on this the 6th day of April, 1942,
at Savannah Beach, Tybee Island, for the purpose of electing a Mayor
