National Water Main Cleaning Company $ 185.525.00 2, Vortex Services, LLC $ 429,171.00 WHEREAS, National Water Main Cleaning Company, has submitted the lowest bid for said contract as evidenced by the response on file with the Borough's Purchasing Department and with the Borough Engineer; and WHEREAS, the Borough Engineer has reviewed the above bid proposals and has recommended the award of a contract to National Water Main Cleaning Company, in a total amount not to exceed $185,525.00, per attached award letter; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Carteret as follows: 1. That the appropriate Borough Officials are hereby authorized to enter into a contract with National Water Main Cleaning Company, 1806 Newark Turnpike, Kearney, N.J. for the contract as described above for the sum of $185,525.00 in accordance in all respects with the request for proposals and bid on sane. 2. The apparent second lowest bidder was Vortex Services LLC, 210 Bennett Road, Freehold, NJ 07728 with a Total Bid price of $429,171.00. The bid documents of each of the two lowest bidders were reviewed for mathematical errors as well as inconsistencies with regard to bid form endorsements and supplemental documents. As the Borough is aware, the base scope of work under this contract includes the cleaning, inspection, and repair of sanitary sewers in different areas of the Borough of Carteret. Additionally, this contract includes periodic cleanings of Borough pump station wet wells. The work consists of the cleaning of approximately 9,700 - linear feet and internal inspection of approximately 15,000 - linear feet of sanitary sewers, along with the sealing of sanitary sewer pipe joints and defects. The work is located along various roadways within the Borough of Carteret. In addition, the work will consist of the cleaning of wet wells at various pump stations within the Borough. Four (4) contractors and suppliers purchased the bid documents for this contract of which, two (2) contractors submitted proposals. We recommend additional review by the Borough's Law MOTT Department. MACDONALD Based upon the bid cost difference between the apparent low bidder and second lowest bidder as well as the difference between the apparent low bidder and Engineer's Estimate, it appears that the Borough has received competitive and favorable pricing for the proposed work. Mott MacDonald has contacted the apparent low bidder and received confirmation that National Water Main is satisfied with its bid. National Water Main offered reassurance that its price is reflective of the full scope of the work and incorporates the use of named equipment. National Water Main has demonstrated their ability to complete projects of similar or greater complexity with successful results. Mott MacDonald and the Borough of Carteret have had positive experience working with National Water Main on previously completed utility projects. Accordingly with respect to our review of the bid documents submitted and the prices received and favorable review of National Water Main's past work history, it is our recommendation that Contract No. 2022 -78, Cleaning and Internal CCTV Inspection of Sanitary Sewers, be awarded to National Water Main Cleaning Company in the amount of $185,525.00 contingent upon favorable review and concurrence by the Borough's Director of Law.
