We understand that the Borough desires to bid and implement a quantity -based road program contract to address various road and streetscape improvements throughout the Borough. We understand the Borough has budgeted approximately $1,000,000 for this project. Accordingly, our office has prepared a preliminary construction cost estimate aligned with this budget in mind. The slope includes a variety of typical construction items given our experience on previous roadway and drainage projects. Our estimates indicate that the scope of work would allow for approximately 1.5 miles of 30 -foot wide roadway resurfacing, Including limited concrete and drainage improvements. We anticipate that the improvements will include the following: • A combination of mill & overlay, pothole repairs, or full reconstruction of existing roadways; • Reconfiguration of the 5 -point intersection of Coolidge Avenue, Terminal Avenue, Longfellow Street, South Whittier Street, and East Laurel Street at Fireman's Park, including curb and drainage improvements; • Drainage Improvements at Louis Street and the intersection of High Street and Romanowski Street; • Concrete curb and gutter removal and replacement where required; • Driveway apron, sidewalk, and handicap ramp reconstruction where required; and, • Miscellaneous drainage repairs including installation of bicycle safe grates, 'ECO' castings, and roof leader extensions in accordance with NJDEP Stormwater Regulations. 59Caderet%Propose1s12022 059 2022 Road Program 02 -28 -22 doc CONSULTING AND MUNICIPAL ENGINEERS 1460 ROUTE 9 SOUTH • HOWELL, NEW JERSEY 07731 • (732) 462 -7400 • FAX: (732) 409 -0766 ASSOCIATES Borough of Carteret, Middlesex County, New Jersey April 20, 2022 Re: Proposal for Professional Engineering and Surveying Services Proposal No. 2022 -059 2022 Road Improvement Program Page 2 With this being said, we anticipate that the following tasks will be required: A) Design Phase Services — Work in this phase will include preparation of base mapping for use in the design of the construction plans for these roadways. Our survey field work will include cross sections along 50' stations where necessary, as well as within the intersections to ensure positive gutter flow and for the design of the ADA curb ramps. Approximate property lines will be established utilizing located property markers and tax map information. The scope of this phase will include the five -point intersection at Fireman's Park. B) Design Phase Services — This work will also consist of the preparation of construction plans and quantities. This will include a detailed circulation design (drainage, curbing, paving, signage, striping, and lighting) for the above - mentioned five -point Intersection along Coolidge Avenue As the project would include a substantial scope of work to be determined following the bidding of the project, we anticipate that a portion of this phase would extend into the construction phase of the project to develop plans for roadways as determined by the Borough and to address specific areas of improvements or drainage issues. The services have been divided into tasks as detailed below: 1. Perform site visits and collection existing site information and assess conditions; 2. Coordinate with utility companies for possible upgrades; 3. Preparation of Construction Plans, including: i. Construction Plans il. Striping and Signage Plans ill. Traffic Control Plans iv. Construction Details 4. Preparation of Specifications; and 5. Prepare Construction Cost Estimate C) Bid Phase Services — Work in this phase will provide the following services to publicly bid the project in accordance with the Local Public Contracts Law: 1. Provide bid documents to prospective bidders as needed; 2. Answer prospective bidder's requests for Information; 3. Provide addenda for clarification of project specifications; 4. Attend bid opening; and, 5. Analyze responsible bids and recommend contract award. Provide construction observation services and prepare contractor punch lists; and, 6. Review and approve monthly progress pay estimates We will provide the necessary engineering services as described above based upon the cost breakdown as noted below: A.
