The regular meeting of Town Council was held at g :00 P.M. in the
Council.Charhber of the Town Hell, and was attended by Mayor Jones,
who presided, and Councilmen Walsh, Henry, Lynch, Leopold, Lovell,
Slotin, and Town Attorney Dutton, also by Judge B. B. Heery.
Judge Heery administered the following oath to Mayor Jones:

I, Roland R.Jones , do solemnly swear that I will faith-
fully and honestly perform the duties of Mayor of the Town of Savannah
Beach, Tybee Island, Georgia, to the best of my Skill and ability
without favor or affection, SO HELP ME GOD.
Judge Heery also administered the oath of office to the Council -
men as follows:

honestly perform the duties of Councilmen of the Town of Savannah
Beach, Tybee Island, Georgia, to the best of our skill and ability
without favor or affection, SO HELP US GOD,
The Mayor thanked Judge Heery for Coming down to administer the
• oath and assurred him that it was greatly appreciated by the whole
board. Judge Heery responded that he felt honored to be asked to
administer the oath of office to the Mayor and Councilmen and wanted
to congratulate the Board on having such a business -like administra-
tion and wished them all success. Tie Mayor also congratulated each
Councilman on their election to office and thanked them for their
support given him in the past. He stated that he expected whole-
hearted support of the Board in his future efforts and particularly
so during the present war emergency and asked that no one spend

unless it was absolutely necessary to do so since he expected less
income this year from all of the departments from which revenue is
derrived.
The minutes of the meeting of April 6 were read and approved.
Councilman Leopold moved that Councilman Slotin be elected
Chairman of Council, Councilman Henry seconded and the motion passed.
Councilman Leopold moved that Councilman Walsh be elected Vice -
Chairman of Council. Councilman Henry seconded and the motion passed.
Councilman Walsh moved that Henry M. Buckley be elected Clerk
of Council and Ex- officio Treasurer at a salary of 32,400.00 per annum
payable monthly. Councilman Leopold seconded and the motion passed.
Councilman Henry moved that R. A. Stewart be elected Chief of
Police and Ex- officio Tax Collector at a salary of $1,800 per annum
payable monthly. Councilman Slotin seconded, and the motion passed.
Councilman Slotin moved that E. A. Dutton be elected Town Attorney
at a salary of 3300 per annum payable monthly and also will he be
elected Recorder at a salary of 3400 per annum payable monthly.
Councilman Walsh seconded and the motion passed.
Councilman Walsh nominated M. A. Goette for Superintendent of
Public Works and there being no seconds, the Mayor called for other
nomination and which Councilman Slotin moved that W. A. I4a.cGregor
be appointed Superinteideit of Public Works and Building and Sanitary
Inspector at a salary of `1;.500 per annum payable by the month,
affective May 1, 1942. Councilman Lovell seconded and in the voting
those voting Yes: Slotin, Lovell, Leopold and Henry; No: Walsh
and Lynch.
Councilman Slotin moved that the assessments on an acreage basis
on property owned by the Globe Dredging Company, Tybee Beach Company,
and Logan & Paulsen interest be extended on the same basis until .1943.
Councilman Slotin moved that affective May 16th the parking

spaces be opened on a full -time schedule. Councilman Henry seconded
and the motion passed.
Mayor Jones informed Council that he had noticed some places
werelkikrig gambling rooms and he was not in favor of allowing any
gambling aside from that permitted by the merchandise vending machines.
Council agreed with the Mayor on this.
Mr. Dutton brought up the matter of life- saving and after some
discussion, Councilman Walsh moved that the matter be left to Mr.
Dutton to work out at an expenditure of not over *1100.00 for the year.
Councilman Slotin informed Council that he had been approached
by W. H. Haar with the view of renting Tybrisa Pavilion to the Town
to be used as a municipal pier. It was decided that the matter be
referred to the Mayor for handling.
The Mayor informed Council that he had gotten a communication
from the American Legion in connection with their convention to be
held in Savannah June 23 to 2l, that they were giving a show dinner
at the Beach on the twenty -third and had requested the Town wave
the parking charge for those attending the dinner. It was decided
that this be done provided that the member attending the dinner
would present to the toll collector the ticket that would admit him
to the dinner.
The Mayor informed Council that he was of the impression that
he could acquire some more oyster shells and stated that he was
making a survey at the present time.
Councilman Slotin stated that in connection with the Superin-
tendent of Public Works, as now constituted, he act as Sanitary
Inspector and also the Plumbing Inspector. He thought that the

Superintendent of Public Works should handle all garbage and the
Health and Sanitary Department handle mosquito control and all rolling
equipment be' in charge of the Public Works Department.
Councilman Slotin moved that the salary of Pat Mock, truck driver
for the Sanitary Department, be $75.00 per month. Councilman Henry
seconded and the motion passed.
Councilman Leopold stated that he had inspected the several rest
rooms and had noticed that some of the screen doors were in bad shape,
some of the screen in the windows were also out, suggested that 9.11
screens be taken out entirely. It was decided to employ Lizzie Winn
as an attendent in the rest rooms at a salary of 7,c,00 per month.
Councilman Lovell stated that the budget for the Fire Department
allowed $300.00. He had a list made of some of the materials nec-
essary for the Fire Department that he recommended be purchased if
available and also that 1430.00 be allowed of this for Fire-Chief
Young to attend the Fire College in Atlanta. He also stated that in
purchasing materials that Savannah merchants be given the preference
all things being considered equal.
It was decided that the Ford automobile, formerly used by the
Police Department be.turned over to the Superintendent of Public
Works for use by him in connection with his work.
In connection with the encroachment on the Strand in front of
Lot 91, 92, 93, Ward 4 by the Tybrisa Company and in which effort
had been made to repossess this land as public property. Council-
man Walsh informed Council that the Tybrisa Company had employed
Shelby Myrick as attorney to handle the case for them. Town Attorney
Dutton asked what Council was willing to do about it. Councilman
Walsh moved that Mr. Dutton be authorized to handle the case for the
Town. Councilman Leopold seconded and the motion passed.
The matter of the encroachment on Eleventh Street by C. J. Purdy

was brought up and Town Attorney Dutton stated that he was
the matter.
