BOARD ABSENT: J.RACICH AND M.BONUCHI . OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; S.LARSON, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; AND A.NOVAK, POLICE COMMANDER. CALL T O ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, Trustee Racich and Trustee Bonuchi were absent, all Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 13 perso ns in the audience. PRESIDENTIAL COMMENTS Mayor Collins gave Special Recognition to Raymond Shields and Andy Doyle for the completion of the 2013 Illinois Public Service Institute Leadership Program. TRUSTEES COMMENTS Trustee Fay: • Thanked Senator Pat McG uire and Tom Cross for their efforts in obtaining grant money for the Village. • Stated that he attended the IML Conference and would like to have the topics of Administrative Adjudication and Education as Economic Development at a future workshop. Trustee Lamb congratulated Ray Shields and Andy Doyle. Trustee Peck: • T hanked Senator McG uire for helping the Village of Plainfield and pointed out that the Village is not in his district. • Thanked Mr. Michael Bortel and the Historic Preservation Commission for the ir efforts in getting Plainfield’s Downtown Historic District named to the National Register of Historic Places. Trustee Rippy: • Congratulated Ray Shields and Andy Doyle • Encouraged everyone to visit the Village of Screamfield • Thanked the Police Department for opening up their building to host the Village of Screamfield. Village of Plainfield Meeting Minutes – October 21, 2013 Page 2 PUBLIC COMMENTS on items not on the Agenda (3 -5 minutes per topic) Mr. Michael Bortel stated that Plainfield’s Downtown Historic District has been named to the National Register of Historic Places. Plainfield’s National Register District runs along Lockport Street between Route 59 and James Street and includes 53 properties. Ms. Vicky Polito encouraged residents to report street light outages to the Publi c Works Department. Eric, Meadow Lane resident, expressed concern regarding traffic on Meadow Lane. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Fay moved to approve the Agenda. Second by Trustee Lamb . Vote by roll call. Fay, yes; Lamb, yes; Peck, yes ; Racich, absent ; Rippy, yes ; Bonuchi, absent . 4 yes, 0 no, 2 absent. Motion carried. 2) CONSENT AGENDA Trustee Fay moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting and Executive Session held on October 7, 2013. b) Bills Paid and Bills Payable Reports for October 21, 2013. c) Cash & Investments, Revenues, and Expenditure Reports for September, 2013. d) Release of Letter of Credit #01 -72805 -124 and to require the applicant to submit a 10% maintenance bond for Kings Br idge Estates. Second by Trustee Peck . Vote by roll call. Fay, yes; Lamb, yes; Peck, yes ; Racich, absent ; Rippy, yes ; Bonuchi, absent . 4 yes, 0 no, 2 absent. Motion carried. 3) PLAINFIELD FLORIST REZONING (PC CASE# 1632 -081913.REZ) Trustee Fay moved to adopt Ordinance No. 3127 , approving the map amendment (rezoning) from R -1 Low Density Single Family Residence to BT Business Transition for the property commonly known as 15205 S. Route 59. Second by Trustee Lamb . Vote by roll call. Fay, yes; Lamb, yes; Peck, yes ; Racich, absent ; Rippy, yes ; Bonuchi, absent . 4 yes, 0 no, 2 absent. Motion carried. 4) INGERSOLL HOUSE (LANDMARK DESIGNATION) Trustee Fay moved to adopt Ordinance No. 3128, designating 24010 Commercial Street as a historic landma rk. Second by Trustee Peck . Vote by roll call. Fay, yes; Lamb, yes; Peck, yes ; Racich, absent ; Rippy, yes ; Bonuchi, absent . 4 yes, 0 no, 2 absent. Motion carried. ADMINISTRATOR'S REPORT No Report. PUBLIC WORKS REPORT Trustee Fay moved to authorize Shreve Services, George’s Landscaping, and Antrex, Inc., to complete emergency snow plowing/salting and or snow removal as required and as per the Schedule of Prices provided by each for the Winter Season 2013 -2014. Second by Trustee Peck . Vote by roll call. Fay, yes; Lamb, yes; Peck, yes ; Racich, absent ; Rippy, yes ; Bonuchi, absent . 4 yes, 0 no, 2 absent. Motion carried. POLICE CHIEF’S REPORT Trustee Fay moved to adopt Ordinance No. 3129 , authorizing the sale of personal property for auction on October 29, 2013. Second by Trustee Peck . Vote by roll call. Fay, yes; Lamb, yes; Peck, yes ; Racich, absent ; Rippy, yes ; Bonuchi, absent . 4 yes, 0 no, 2 absent. Motion carried. Trustee Fay moved to adopt Ordinance No. 3130 , authorizing the sale of personal property for auction on November 5, 2013 , removing the 97 Chevy from the ordinance . Second by Trustee Lamb . Vote by roll call. Fay, yes; Lamb, yes; Peck, yes ; Racich, absent ; Rippy, yes ; Bonuchi, absent . 4 yes, 0 no, 2 absent. Motion carried. Commander Novak presented the Operations Report for September , 2013. ATTORNEY’S REPORT No Report. Mayor C ollins read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Peck .
