HomeMy Public PortalAboutPolice Department Budget Presentation 2014-15As the Department moves forward, it is critical that we look at personnel : 1. In 2014, two Officers and one civilian will celebrate 25 years with the Department; 2 . Five Officers will celebrate 20 years ; and 3 . Six Officers will celebrate 15 years .  Within the next 10 -15 years, our Department has the potential to lose 75 % of the total staff to retirement .  Addressing this critical transition now is key . It takes time to test/hire Officers ; send a candidate through the academy [when necessary], and complete FTO training . It also takes time to build experience ~ experience we will need when senior personnel leave . It is our goal to have more Officers in place who will receive that training, expertise and experience only senior personnel can provide, and be prepared when the time comes . New part -time Code Enforcement Officer (hired by October 2013 ) * 20 hours per week * Annual salary : $22 ,080 b . Replacement of Sergeant due to 2014 retirement * Appoint and train Sgt . to position * Promote and train new Sgt . to Patrol * New Officer replacement will need to attend the Police Academy and complete FTO training 1 . MANPOWER ALLOCATION : The Patrol division would suggest four (4 ) new Officers, all of which would be assigned as cover during the times when our on -call volume is higher . * This would increase response during peak times, as well as the ability to limit overtime from staffing requirements . * The Department would be able to reassign these Officers from their normal duties to a problem specific task, such as an increase in Residential Burglaries, Burglaries from Motor Vehicles, low level narcotics complaints or other worthwhile tasks . 2 . A Problem Orientated Team would also be a recommended suggestion, however it is not proposed without a direct supervisor (Sergeant) assigned to the Team . Since that time, the Investigations Detective Sergeant has supervised both positions, which equates to eleven (11 ) subordinates . Some of the benefits in having a full -time SRO Sergeant include : A greater involvement in ALL schools in our jurisdiction and not just the ones that have an SRO . A “go -to -person” for the school district, whose sole job responsibilities include supervising officers working or teaching in the school district Someone that can oversee the juvenile records to ensure they are up to date and adequately meet the ever changing laws Always have coverage for SRO’s when off or in training A supervisor that can cover or assist Investigations when needed Flexibility during school breaks to be used in a variety of different ways Juvenile Detective – Juvenile Investigations Investigates all crimes in which a juvenile is the offender or believed to be the offender (Excludes Forcible Felonies) Primary cover for SRO’s at school Monitors juvenile file Brief Job Description : Newly created position to handle all Juvenile related investigations (excluding forcible felonies) in which a juvenile is the offender or suspected offender . This person will work hand in hand with the SRO to help or lead investigations involving juveniles, including at the schools . He/she will also be the main fill in when and SRO is off . The Juvenile Investigator will also be main point of contact for all other schools (excluding high schools) for any police related matters . The Juvenile Detective will also maintain and monitor the juvenile file and be liaison with Juvenile SA, Detention and Probation . He will make sure the Station Adjustments are being completed and following up if they are not . * Juvenile Cases 2010 -2012 (estimate ) Average of 400 case reports a year Approximately 25% to 30% of those cases require follow -up investigation Brief Job Descriptions and History Administrative Assistant/Property Assistant (part -time position) Administrative tasks for all of the Investigation Units in the Administrative Division Opening and closing case letters Monthly reports Entering cases into Case Management Additional duties Property Assistant Downloading of booking videos Maintaining of Impound Lot Junk titles Additional duties Records Staffing : Records will potentially lose two employees in the next six to twelve months These vacancies will come with growing pains, but are a great opportunity for employees and Department growth in personnel . Proposed Replacements : An OIC equivalent position Provides an opportunity for career development, succession planning, and back up abilities related to the Records Supervisor position Possible Records Technician Vacancy : Replace one full -time position with two part -time positions Benefits : Achieve additional work hours for the same cost of one full -time employee through maximized part -time hours Train new part -time employees who can apply for future full - time vacancies ; thus perpetuating an experienced applicant pool Part -Time Positions : Records Technician/CALEA Assists in CALEA file and General Order maintenance Learns records processes as time allows Records Technician Works a later shift ending with the window closing at 1800 hours ; allowing more senior Records Technicians some flexibility in their scheduling More access for the public Learns data entry and other records processes to be a backup to more senior Technicians ��Community Service Division : ��A Community Service Sergeant is needed to replaced due to a 2014 retirement . * This will have a trickle down affect as we fill other positions . ��Patrol Division ��The Patrol Division is asking for four new Officers . With the possibility of two new Sgt . s in 2014 (Community Service and Juvenile), Patrol would be short two Officers and two additional Officers would keep staffing at it s current level . ��A Problem Orientated Team is also recommended, but cannot be managed without a direct Supervisor, i .e ., a Sergeant assigned to the Team . ��Administrative Division ��The Administration Division is growing and as such, is in need of additional personnel to manage understaffed areas . It would be beneficial for this Division to add an additional part -time Property Technician, an SRO Sergeant and a Juvenile Detective . ��Administrative Division ��The Records Department is asking for one new full -time employee as a replacement for an employee who will be retiring .
