CITY OF RICHLAND HILLS RESOLUTION NO.
A RESOLUTION OF THE CITY OF RICHLAND HILLS, TEXAS
EXPRESSING OPPOSITION TO LOCATION OF SEXUALLY ORIENTED
BUSINESS NEAR CITY AND REQUESTING CITY OF FORT WORTH TO
CHANGE ZONING IN THE AREA TO PROHIBIT SUCH BUSINESSES IN
THE FUTURE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, asexually-oriented business has indicated a desire to locate near the City at the
intersection of Interstate Loop 820 and Trinity Boulevard; and
WHEREAS, the City Council of the City of Richland Hills is greatly concerned about the
likely adverse effects of such a business locating a short distance from the City, its citizens and their
homes, and especially our children, schools, day care centers, and houses of worship; and
WHEREAS, these adverse effects will likely include increased criminal activity, including
sexual assault, public intoxication, and other crimes that would seriously diminish the quality of life
and the safety of the citizens of the City; and
WHEREAS, the proposed location is near one of the major entrance points of the City, and
also near the THE rail station, which is a prominent center for likely future development, including
mixed-use commercial and residential development, which future development potential would be
adversely affected by the location of this proposed business so near to that site; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
RICHLAND HILLS, TEXAS:
SECTION 1.
DECLARATION OF INTENT
The City Council hereby expresses its opposition to the location of any sexually-oriented
businesses at or in close proximity to the intersection of Trinity Boulevard and Interstate Loop 820,
including the currently proposed business.
SECTION 2.
REQUEST FOR FORT WORTH ZONING CHANGE
The City Council hereby requests that the City Council of the City of Fort Worth revise its
zoning map or zoning code so as to prohibit the location of any sexually-oriented businesses at or
in close proximity to the intersection of Trinity Boulevard and Interstate Loop 820, and at other
locations within one-half mile of the City of Richland Hills.

SECTION 3.
AUTHORIZATION OF NECESSARY ACTIONS
The Mayor and the City Secretary, in consultation with the City Attorney, are authorized and
directed to take all actions necessary to effectuate this resolution.
SECTION 4.
EFFECTIVE DATE
This Resolution shall be effective upon its adoption.
