A RESOLUTION OF THE CITY OF RICHLAND HILLS, TEXAS OPPOSING THE ESTABLISHMENT OF RAILROAD CROSSING QUIET ZONE AT THE HANDLEY EDERVILLE ROAD GRADE CROSSING; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, a railroad crossing quiet zone has been proposed for the grade crossing located at Handley Ederville Road; and WHEREAS, the City Council finds that this grade crossing is located near a busy intersection, and near the Richland Hills THE rail station, which generates a high volume of traffic; and WHEREAS, the City Council finds that the proximity of the intersection, the rail station, and Airport Freeway generates numerous distractions for persons approaching the grade crossing, increasing the possibility of strain-automobile collision; and WHEREAS, the City Council finds that the sounding of a horn by an approaching train creates minimal inconvenience given the character of the surrounding neighborhood, and would reduce the the possibility of strain-automobile collision; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RICHLAND HILLS, TEXAS: SECTION 1. DECLARATION OF INTENT The City Council hereby expresses its opposition to the establishment of a railroad crossing quiet zone that has been proposed for the grade crossing located at Handley Ederville Road based upon the findings stated above, and incorporates such findings into this declaration and resolution. SECTION 2. AUTHORIZATION OF NECESSARY ACTIONS The Mayor and the City Secretary, in consultation with the City Attorney, are authorized and directed to take all actions necessary to effectuate this resolution.
