May 25, 1942
A special meeting of Council was held today at 6 :30 P.M. in
the Council Chamber and was attended by Mayor Jones, who presided,
and Councilmen Leopold, Lynch, Henry and Town Attorney Dutton. The
meeting was called for the purpose of:
1. Enacting an ordinance regulating the control of shore light-
ing.
2. To authorize the Mayor and Councilmen to deed that part of
Second Avenue between Seventeenth Street and Chatham Avenue and on
the east by Inlet Avenue to the purchasers of the Opper property.
3. Transact any and all business that might be brought before
the meeting.

Councilman Leopold moved that the following ordinance be adopted:
Councilman Henry Seconded and the motion passed.
AN ORDINANCE
AN ORDINANCE TO BE ENTITLED, "AN ORDINANCE TO PROVIDE FOR THE
CONTROL OF SHORE LIGHTING; TO PROHIBIT CERTAIN TYPES OF LIGHTS; TO
RESTRICT CERTAIN TYPES OF LIGHTS WITHIN THE CORPORATE LIMITS OF THE
TOWN OF SAVANNAH BEACH, TYBEE ISLAND; TO PROVIDE A PENALTY FOR THE
VIOLATION THEREOF; AND FOR OTHER PURPOSES."
SECTION 1. Be it ordained by the Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, in Council assembled, and it
is hereby ordained by the authority of the same, that from and after
the passage of this ordinance and until such time as the state of
war in the United States of America no longer exists, within the
corporate limits of the Town of Savannah Beach, Tybee Island, the
following types of lighting shall be prohibited:
(1) All neon signs, neon tubing and other illuminated signs.
(2) Flood lights of all types, including those on top of build-
ings and those illuminating buildings and /or signs or other objects
of like character.
(3) Bright illumination of such places as outside dance halls,
lawn parties, baseball games, football games, race tracks, public
tennis courts, bowling alleys and any and all other such places of
amusement.
(4+) All exterior lights within five hundred (500) yards of the
coast line.
(5) All types of fire works, bonfires and any and all other
forms of lighting on. the beach of the Atlantic Ocean.
SECTION 2. Be it further ordained by the authority aforesaid
that the following type of lighting shall be restricted:
(1) Street lights shall be shaded and where visible from the
ocean will be blacked out on the seaward side.
(2) Where street lights shine upon reflecting surfaces, such
lights shall be further shaded or surfaces shall be neutralized by
painting or other methods.
(3) Illumination of show windows, concessions, soda fountains,
dining rooms, hotels, store fronts, theater fronts, filling stations
and any and all other types of businesses which are more than five
hundred (500) yards from the coast line shall be reduced to an abso-
lute minimum.

SECTION 3. Be it further ordained by-the authority aforesaid
that interior lighting shall be restricted as
(1) All ocean front houses and /or buildings within a distance
of five hundred (500) yards from the coast line shall be blacked out
on all sides except that side away from the shore line.
SECTION 4. Be it further ordained by the authority aforesaid
that all motor vehicle lights shall be restricted as follows:
(1) Any and all forms of motor vehicles are prohibited from
being on the beach at night.
(2) All motor vehicles shall not be permitted to use bright
headlights and /or spotlights on highways or streets within five
hundred (500) yards of and parallel to the coast line. Dimmed lights
only are permitted.
(3) All motor vehicles shall use their parking lights only
within a distance of five hundred (500) yards of the coast line
when a vehicle is facing seaward.
SECTION 5. Any person, persons, firms or corporations violat-
ing any of the provisions of this ordinance shall, upon conviction
in the Recorderls Court of the Town of Savannah Beach Tybee Island,
be fined in a sum not to exceed One Hundred Dollars (100.00) or
improsoned for a period of time not to exceed thirty (30) days,
either or both or any portion of either or both, in the discretion
of the court;
SECTION 6. All ordinances or parts of ordinances conflicting
with the provisions of this ordinance be and the same are hereby
repealed.
Councilman Henry moved the Town purchase whatever: - materials
are necessary so that the buildings of the Town can be' properly
blacked out for the war duration. Councilman Leopold seconded and
the motion passed.

RESOLUTION
BE IT RESOLVED by the Mayor and Councilmen of the Town of Sav-
annah Beach, Tybee Island, in Council assembled, that the said
Municipality hereby decides to abandon under the terms of Section 3
of an Act of the Legislature approved March 24, 1941, that area
designated on the present map of the Town of Savannah Beach, Tybee
Island, as a portion of Second Avenue between 17th Street and its
junction with Inlet Avenue and Chatham Avenue as hereinafter more .
particularly described, and deeming it advisable to dispose of the
same as well as a triangular area adjacent thereto owned by the
Municipality, and also hereinafter more specifically described,
which areas are not considered necessary or convenient for public
use and which have never been opened to the public by the Munici-
pality or used by the public, mid. having received from Samuel

Hornstein an offer to pay for the strips of, land hereinafter described
the sum of $500.00, .and the Mayor and Councilmen of the Town of Sav-
annah J3eaciz, Tybee Island, being satisfied that said amount is a fair
and proper sum, -
IT IS THEREUPON RESOLVED that said Municipal Corporation abandon,
sell, convey, deed, transfer and quit -claim to Samuel Hornstein at
and for the sum of $500.00 in cash all of the area originally desig-
nated for the opening of Second Avenue between 17th Street -and its
junction with Inlet Avenue and Chatham Avenue, and also the triangular
area owned by the Mayor and Councilmen of the Town of Savannah Beach,
Tybee Island (all of said land being located in said Municipality)
as located on the present map of the Town of Savannah Beach, Tybee
Island, bounded North by 17th Street; South and West by Inlet Avenue,
and also on the West by the area first above described, the whole
being shown upon a map prepared by S. P. Kehoe, Jr., Town Surveyor,
dated the 29th day of December, 1941,. and covering the area originally
intended for street purposes, as well as the triangular lot and de-
lineated on said map in red ink, a copy of which shall be filed in
the proceedings of Council.
BE IT FURTHER RESOLVED that the said Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, hereby authorize the Mayor
of said Municipality to execute on behalf of said Municipality a
deed which shall be attested by the Clerk of Council in behalf of
said Municipal Corporation, and with the seal of the Municipality
affixed thereto, and the same to be delivered upon the payment of
said sum of $500..00 in cash.
There being no further business Council was adjourned subject

The regular meeting of Council was held to -day at 8:00 p.,.m.,
in the Council Room and was attended by' Mayot° ;Pones, who pre-
sided, and Councilmen W.13h,Lynch,Slotin, Leopold
Mr. G.R.Vinson, Town Engineer, Chief Stewart, Supt of Public
Works MacGregor.
The Mayor informed the several department heads of the failing
off*in revenue and stated that it was very necessary that they
conserve in every way possible with a view toward holding down
expenses to the minimum during the ensueing year, he also in-
formed Council that thi§ ditches were well kept - the drainage
sewer at alley # 2 was to be installed - Councilman Slotin
stated that license collections were way behind and that the
Police Dept should get after them, if any'places are open they
should pay up.
Mr. Vinson stated the cost of operation of the Sewerage System
should be low, that after the original survey had been made by
his company the plans had been changed - a connection with Fort
Screven is desired which will enable Town to get prciorities
