HomeMy Public PortalAbout19420602CCMeeting1 1 245 Hornstein an offer to pay for the strips of, land hereinafter described the sum of $500.00, .and the Mayor and Councilmen of the Town of Sav- annah J3eaciz, Tybee Island, being satisfied that said amount is a fair and proper sum, - IT IS THEREUPON RESOLVED that said Municipal Corporation abandon, sell, convey, deed, transfer and quit -claim to Samuel Hornstein at and for the sum of $500.00 in cash all of the area originally desig- nated for the opening of Second Avenue between 17th Street -and its junction with Inlet Avenue and Chatham Avenue, and also the triangular area owned by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island (all of said land being located in said Municipality) as located on the present map of the Town of Savannah Beach, Tybee Island, bounded North by 17th Street; South and West by Inlet Avenue, and also on the West by the area first above described, the whole being shown upon a map prepared by S. P. Kehoe, Jr., Town Surveyor, dated the 29th day of December, 1941,. and covering the area originally intended for street purposes, as well as the triangular lot and de- lineated on said map in red ink, a copy of which shall be filed in the proceedings of Council. BE IT FURTHER RESOLVED that the said Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, hereby authorize the Mayor of said Municipality to execute on behalf of said Municipality a deed which shall be attested by the Clerk of Council in behalf of said Municipal Corporation, and with the seal of the Municipality affixed thereto, and the same to be delivered upon the payment of said sum of $500..00 in cash. The regular meeting of Council was held to -day at 8:00 p.,.m., in the Council Room and was attended by' Mayot° ;Pones, who pre- sided, and Councilmen W.13h,Lynch,Slotin, Leopold Mr. G.R.Vinson, Town Engineer, Chief Stewart, Supt of Public Works MacGregor. The Mayor informed the several department heads of the failing off*in revenue and stated that it was very necessary that they conserve in every way possible with a view toward holding down expenses to the minimum during the ensueing year, he also in- formed Council that thi§ ditches were well kept - the drainage sewer at alley # 2 was to be installed - Councilman Slotin stated that license collections were way behind and that the Police Dept should get after them, if any'places are open they should pay up. Mr. Vinson stated the cost of operation of the Sewerage System should be low, that after the original survey had been made by his company the plans had been changed - a connection with Fort Screven is desired which will enable Town to get prciorities 216 an effort was being made to get a contract with the Fortauthor- ities with the view of having them use our system - he expected that the Semwer System will completed by January,1943, - below is an estimated cost of operation of worked up by him; Cost of Operation Sewage Disposal Plant Savannah Beach, Ga. He also stated that within the next few months connections from private homes, ect., would be started and asked if the Town was going to permit it to be done free of charge - Codncil informed him that it would not - Councilman Slotin stated that the costs to the property owners should be just as reasonable as possible - Mr. Vinson stated that sufficient amounts should be collected to create a reserve fund for emergencies - that a survey should be made of each house. The minutes of te 'meetir.rn of April 27th, May 5th and 25th were read and approved. A petition was read from J.C.Osborne and the Tybee Garage regest- ing a, reduction in 1942 licenses, Council decided that the license would not be reduced but that they could pay half the amount due and the balance would be held in abeyance. Councilman Slotin moved that one of the toll collectors at the Parking Spaces be-cut off due. to the present financial condition of the Town, Oouncilman Walsh seconded and the.motion passed. • A petiotion from E.J.Haar, attorney for James Adams,':was read requesting that.license be issued to him to reopen' his ,place he having a oase,pending in Court against at this time, Coun- cilman Slotin. moved that license be issued to him but pending outcome of the case in Court - Councilman Walsh seconded and the motion passed. Councilman Slotin informed Council that auditors report for the past, year h ^d been submitted to him and called attention to a balance of ?291.16 left over from the old sea -wall account #2- and moved that this account be closed and the funds transferred to the General Fund - Counebima.n Walsh seconded and the motion passed. Councilma Slotin moved that the auditors report and.several recommendations made (1) that when an original tax notice is changed due to transfer of property or otherwise that the ori- ginal he cancelled and new notices issed in its place (2) that the duplicate bond receipts given by police officers, which are numbered, be turned over periodically to the Clerk and not carried carried around by the police dept. Councilman Walsh seconded and the motion passed. Councilman Biotin moved that bills covering materials puror_aaed for the Geheral Fund for May, amounting to 4933.4 also bills ° +_ _ bills for the sewerage system for May, amounting to $ 694.57be paid - Councilman Walsh seconded and the motion passed. Checks were presented by the Estate of J.R.Daniels to pay for 1942 taxes but as there are also.past due taxes against the prop - atty the check was he10,3ep - their attorney H. Sol. Clark claims that under the Georgia Stautes, Acts of 1939, sections 113 -f002, the Town is required to accept the payment for the first half of 1942 taxes as all prior taxes have been divested by-reason of Mrs. Daniels having been awarded this property as a ,years support by order of the Court of Ordinary of Chatham County, Ga., on February 7, 1942.
