HomeMy Public PortalAbout04-21-22 CouncilThe Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, April 21, 2022, remotely, via telephone call -in. Upon individual roll call, the following were noted present: Mayor Daniel J. Reiman Councilmember Jorge Diaz " Dennis DiMascio " Ajmar Johal " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted Absent was Councilmember Vincent Bellino. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance. Mayor Reiman asked everyone to think about the Ukrainian Freedom Fighters and those Ukrainians fighting for sovereignty as the Russian invasion continues. The 2022 Annual Notice was emailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and on the doors of the Memorial Municipal Building on January 11, 2022. Notice was published in The Home News Tribune and The Star Ledger on January 14, 2022. All items being voted on tonight were posted on the Borough's website, Awl ,cartegei.n_et prior to tonight's meeting. Upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the four (4) Councilmembers present, the minutes of April 7, 2022 were approved as transcribed and engrossed by the Clerk. APRIL 21, 2022 COUNCIL MEETING ROLL CALL NOTED ABSENT PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE APPROVAL OF MINUTES APRIL 21, 2022 (continued) ORDINANCE #22 -8 The Municipal Clerk stated that Ordinance #22 -8 was introduced and AMENDING adopted on First Reading on March 24, 2022. It was duly published in THE CODE, RE: the Home News Tribune on April 12, 2022, with notice that it will be CANNABIS FEES considered for final passage after Public Hearing to be held on April 21, 2022 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS &C, by Councilmember Diaz and Naples and unanimous affirmative vote of the four (4) Councilmembers present, Mayor Reiman declared the Public Hearing to be open. HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Naples and Diaz and unanimous affirmative vote of the four (4) Councilmembers present. Upon MMS &C, by Councilmembers Diaz and DiMascio ORDINANCE #22 -8 "AMENDING AND SUPPLEMENTING THE CODE OF THE BOROUGH OF CARTERET REGARDING CANNABIS FEES" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Diaz, DiMascio, Johal and Naples voted in the affirmative. Councilmember Bellino was noted absent. There being no comments or objections to the Ordinance, Mayor HEARING CLOSED Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the four (4) Councilmembers present, Upon MMS &C, by Councilmembers Diaz and Naples ORDINANCE #22 -9 "ORDINANCE APPROPRIATING $5,500,000 PROCEEDS FROM THE SALE OF A BOROUGH PARKING GARAGE TO PROVIDE FOR VARIOUS CAPITAL IMPROVEMENTS IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Diaz, DiMascio, Johal and Naples voted in the affirmative. Councilmember Bellino was noted absent. Upon MMS &C, by Councilmembers Diaz and DiMascio ORDINANCE #22 -11 "ORDINANCE APPROPRIATING $3,000,000 FOR VARIOUS ROAD IMPROVEMENTS AND IMPROVEMENTS TO DR. BISHOP WILLARD K. ANDREWS PARK IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY" was finally adopted. Upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the four (4) Councilmembers present, the Agenda was amended to include Resolution #22 -107. PUBLIC PORTION A copy of each Resolution was posted on the Borough's website for RESOLUTIONS/ public review prior to the meeting in accordance with the Rules of AGENDA ITEMS Council. Upon MMS &C, by Councilmembers Diaz and Naples and & NEW BUSINESS unanimous affirmative vote of the four (4) Councilmember present, the meeting was opened for public input on all Resolutions /Agenda items and new business. Upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the four (4) Councilmembers present, all reports were ordered to be received and placed on file. Mayor Reiman said it was his pleasure to reappoint Police Chief MAYOR REIMAN Dennis McFadden. He said State Statute changed last week and the governor signed the legislation that allows chiefs turning 65 to continue to serve until the end of the calendar year they turn 67 and be reappointed by the Appointing Authority which is the mayor with affirmation by the governing body, then asked for a Motion on the appointment. Upon MMS &C, by Councilmembers Naples and Diaz and REAPPOINTMENT OF unanimous affirmative vote of the four (4) Councilmembers present, CHIEF MCFADDEN Dennis McFadden was reappointed Police Chief. M APRIL 21, 2022 (continued) PLANNING BOARD Mayor Reiman said he was appointing Jaswinder Singh as a Planning ALTERNATE #1 Board Alternate #1 member and filed this appointment with the Clerk's Office.
