Carteret was called to order by Mayor Daniel J. Reiman at
approximately 6:00 p.m. on Thursday, April 21, 2022, remotely, via
telephone call -in.
Upon individual roll call, the following were noted present:
Mayor Daniel J. Reiman
Councilmember Jorge Diaz
" Dennis DiMascio
" Ajmar Johal
" Susan Naples
Also noted present were Carmela Pogorzelski, Municipal Clerk and
Robert J. Bergen, Esq., Law Director.
Noted Absent was Councilmember Vincent Bellino.
The meeting was opened with a moment of silent prayer and the
Pledge of Allegiance.
Mayor Reiman asked everyone to think about the Ukrainian Freedom
Fighters and those Ukrainians fighting for sovereignty as the Russian
invasion continues.
The 2022 Annual Notice was emailed to The Home News Tribune,
The Star Ledger and posted on the bulletin board and on the doors of
the Memorial Municipal Building on January 11, 2022. Notice was
published in The Home News Tribune and The Star Ledger on January
14, 2022. All items being voted on tonight were posted on the
Borough's website, Awl ,cartegei.n_et prior to tonight's meeting.
Upon MMS &C, by Councilmembers Diaz and Naples and unanimous
affirmative vote of the four (4) Councilmembers present, the minutes
of April 7, 2022 were approved as transcribed and engrossed by the
Clerk.

ORDINANCE #22 -8 The Municipal Clerk stated that Ordinance #22 -8 was introduced and
AMENDING adopted on First Reading on March 24, 2022. It was duly published in

affirmative vote of the four (4) Councilmembers present, Mayor

HEARING CLOSED There being no comments or objections to the Ordinance, Mayor
Reiman declared the Public Hearing to be closed, upon MMS &C, by
Councilmembers Naples and Diaz and unanimous affirmative vote of
the four (4) Councilmembers present.

AGENDA AMENDED Mayor Reiman said we will be adding a Resolution with regard to a
Municipal Alliance $5,000.00 grant which would be Resolution #22-
107 and asked for a Motion to Amend the Agenda.
Upon MMS &C, by Councilmembers Diaz and Naples and unanimous
affirmative vote of the four (4) Councilmembers present, the Agenda
was amended to include Resolution #22 -107.
PUBLIC PORTION A copy of each Resolution was posted on the Borough's website for
RESOLUTIONS/ public review prior to the meeting in accordance with the Rules of
AGENDA ITEMS Council. Upon MMS &C, by Councilmembers Diaz and Naples and
& NEW BUSINESS unanimous affirmative vote of the four (4) Councilmember present, the
meeting was opened for public input on all Resolutions /Agenda items
and new business.

Reports: REPORTS
1. Board of Health — March 2022.
Upon MMS &C, by Councilmembers Diaz and Naples and unanimous
affirmative vote of the four (4) Councilmembers present, all reports
were ordered to be received and placed on file.
Mayor Reiman said it was his pleasure to reappoint Police Chief MAYOR REIMAN
Dennis McFadden. He said State Statute changed last week and the
governor signed the legislation that allows chiefs turning 65 to
continue to serve until the end of the calendar year they turn 67 and be
reappointed by the Appointing Authority which is the mayor with
affirmation by the governing body, then asked for a Motion on the
appointment.
Upon MMS &C, by Councilmembers Naples and Diaz and REAPPOINTMENT OF
unanimous affirmative vote of the four (4) Councilmembers present, CHIEF MCFADDEN
Dennis McFadden was reappointed Police Chief.

PLANNING BOARD Mayor Reiman said he was appointing Jaswinder Singh as a Planning
ALTERNATE #1 Board Alternate #1 member and filed this appointment with the
Clerk's Office.
ADJOURNED There being no further comments or discussion, upon MMS &C, by
Councilmembers Diaz and Naples and unanimous affirmative vote of
the four (4) Councilmembers present, the meeting was adjourned at
approximately 6:07 p.m.
