AUTHORIZING AN EXTRAORDINARY, UNSPECIFIABLE SERVICES
CONTRACT WITH MARTIN OTTAWAY —
FERRYPROJECT
WHEREAS, the Borough of Carteret, ( "Borough "), requires extraordinary, unspecifiable
expert consulting services with regard to the planning and evaluation for a commuter
ferry service operation and specifications for a passenger ferry vessel to operate from the
ferry terminal to be constructed at the Carteret Waterfront facility; and
WHEREAS, Martin Ottaway, located at 620 Shrewsbury Avenue, Tinton Falls, New
Jersey 07701, is uniquely qualified to provide the required expert marine consulting and
naval architectural services associated with said planned commuter ferry operation,
facilities and vessel(s); and
WHEREAS, the Borough has received a proposal from Martin Ottaway to provide said
services at a cost of two hundred dollars ($200.00) an hour (not to exceed $35,000.00);
and
WHEREAS, the Mayor and Council have reviewed said proposal and recommendation
of the Borough's lead consultant on this project; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for the same.
NOW, THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret as follows:
1. The proposal from Martin Ottaway, to provide extraordinary,
unspecifiable services in connection with the planned connnuter
ferry service operation, terminal facilities and vessel at an hourly
rate of two hundred dollars ($200.00) a hour, not to exceed
$35,000 is hereby approved.
2. This action is approved without competitive bids as an award of an
extraordinary, unspecifiable services contract.
3. A copy of this resolution shall be forwarded to the Borough's
Purchasing Department and Martin Ottaway.

and certified as a true copy of the
original on May 6, 2022.
