July 7th, ,19.2, The regular meeting of Town Council was held to -day at € :00 p.m., in the Council Room, and was attended by Mayor Jones, who presided, and Councilmen Walsh, Henry, Leopold,Lovell, lIch Slotin and Town Attorney Dutton. The Mayor informed Council that the Surgeon General in Wash ington had recommended that work on the sewerage system be discontinued under the present emergency unless it could be shown that beaches were being used 4€oreationsl purposes by military personel -- that a chlorinating plant would have to be installed , the Public Health Service had taken samples of water from the surf and had found it was polluted by raw sewage -- Mr. Vinson had redesigned part of the dipposal pZstem to install a chlorinating plant, which.will call an . additional expenditure of about $1000.00 plus $15.00 monthly maintenance, this has been approved by Mr. D.G.Nichols, the various command- ing offtoers of bases adjacent to the beach have Written letters stating that their men use the beach everyday and requesting tit the system be completed as quickly as possible -- Mr. Murphy would be at Fort Sareven tomorrow to sign contract with Town in connection with the reservation tieing onto the sewerage: system ---the Mayor stated that Army Hdqrs. had expended their A -1 *A rating to the Town to assist in getting the plant eom pleted just as quickly as possible, if_Washington objeets to this then the'matter will turned over to General Marshall for action by him: Councilman Slotin stated that . waaequite -an accumulation of trash laying around some of the places located in the business section that should be cleaned up, the Mayor referred the matter to Councilman Leopold The Mayorinformed Council that it would probably be neceessary to put on another truck to handle the heavy garbage requirements and employ Convict Guard Cowart on extra time. He also stated that all seacoast roads leading to seacoast towns and resort areas had been closed to public where they were being used for pleasure purposes and those that were permitted to use roads after dark had to drive not over 15 MPH and keep their lights dimmed. Savannah Beach was an exception. The Mayor asked the Town Attorney the status of the proceedings to be insti- tuted against the Tybrisa Company for in connection with their encroachment on the Strad at 15th street, the T.A.informed him that it was ready to lreseated at the next term of Court. The Mayor asked what the pleasure of Council was with reference to the sale of a lot for the erection of a negro church, Councilman Slotin moved that the matter be referred to the Mayor with power to act, Counoilman Walsh seconded and tie motion passed. Councilman Slotin moved that under Section 113- 1002,acts of 1939, Georgta Code, that the last half of 1941 taxes due by Mate of Joseph R.Daniels be charged off, the amount being. $112.87. Councilman Walsh seconded and the motion passed. As some of the business places had not paid their 1942 licenses Councilman Walsh issued instructions to t_ie Chief twat if they were not paid by Wednesday they be placed on the docket. 219 Willie Young from whom tie Town purchased eorne?oySter shells protested against the amount paid $56.40 which covered 1410 bushels, he contending that there was considerably more shells in the pile from which,the shells were hauled than he was paid for. Councilman Biotin moved that he be paid an additional $15.00 to satisfy him, Councilman Walsh seconded and the motion passed. Councilman Slotin moved that bills covering June purchases for General Govt amounting to $764.34 and also bills for June pur- chases for the Sewerage Account amounting to$M91.52 be paid, Councilman Henry seconded and the motion passed. Councilman Lovell reported that he had inspected the groynes at 8th st, also 43113bn r8ctre'etind couldnt find anything wrong, exoppt that on some of the older groynes some of tine sheet piling had rotted out near the low water mark. The Mayor referred the matter to Councilmen Lynch and Lovell to handle. Councilman Lovell stated that the Jail and Fire Station needs to be painted also some of tie trim on the Town Hall needs to be gone over. Councilman Leopold stated that the ditches need attention as the rains were here and the mosquitos were getting bad. Councilman Slotin moved that the following resolution auth- orizing the Mayor to execute a contract with tae U.S.Government be adopted. Councilman Leopold seconded and the motion passsed. RESOLUTI ©N BE IT RESOLVED by:thae Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in council assembled, that the Mayor of the Town of Sava nah Beach, Tybee Island, be and he is hereby authorized to enter into a contract with the United States !'overnment covering the cost of treating sewerage from Fort Soreven, Georgia, a military reservation, thra/ugh the disposal plant to be owned and operated by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island; the Clerk of Council attesting said contract on behalf of the Mayor and Councilmen, and affixing the seal of the municipal gov- ernment to said contract. This authority is hereby given to the Mayor to enter into a 'contract most beneficial to the Town of Savannah Beach, Tybee Island, Georgia. - o- o- o- o -o -o- Savannah Beach, Tybee Island,Ga. August 4th, 1942. The regular meeting of Council was held to -day at 8:OO p.m., in-the Council room, and was attended by the Mayor, who pre - sided, and Councilmen Walsh, Henry, Lynch, Slotin, Lovell, Leopold and Town Attorney Dutton. Theminutes of the meetings of May 5th, 25th, June 2nd and July 7th were read and adopted. Councilman Slotin discussed the Town's finances and stated that due to a considerable falling off in the income for��the fiscal year that it was at first anticipated defaulting in the 220 payment of the princt al= :and_.interest due on the several issues of outstanding bonds, that when the 1942 budget was made up, tire and gasoline rationing and other war restrictions were not expected, which were instrumental in outting down very oonsidesably current income, he had handled the matter with the several banks at interest, and had promised that when next years budget was made up it would provide for at least 50% payment on the Town's obligations to them, the banks were willing to cooperate. If everyone would conserve things will work out alright. A petition was read from J.A.Brown, of the Hotel Tybee request ing permission to let the plumbing in the servants quarters remain as is, and for which docket charges were placed against him, until after the season closed, for if he were forced to do the wotk now it would work a great hardship on him and his help, after some discussion Councilman Leopold moved that he be given until October 1st to correct the condition exist- ing and that a bond of at least $200.00 be posted by Mr. Brown to insure that the work will be completed by that time , Councilman Walsh seconded and the motion passed. Councilman Leopold informed Council thot he had inspected the sanitary conditions at the Negro fishing Camp, on com- plaint of resbdents to the neighborhood, and found a very unsanitary and unsatisfactory condition existing there, as there is not adquate toilet facilities to take care of the number of persons occupying the premises. It was decided that the Mayor would see Mr. J.P.Houlihan who represents the owner of the Property with a view to having the matter corrected. Councilman Siotin called attention to garbage cans in front of the Fleishaoker cottage on 17th street overflowing with garbage and also that dogs were running loose all over the beach, and knocking over garbage cans in search of good. Councilman.Lynch reporting on the Tilton street groyne stated that though it needed repair he did not know '8rffet materials to repair it, and to repair it was going to be expensive. Mr. Dutton stated that the budget al}owed $400.00 fo the Life guards, but that so far, very little has been,`t he has bills amounting to about $33.00 and requested that he be allowed $25.00 or 350.00 now - it was decided to wait until the season is over and close the whole thingkout at that time. Mayor Jones suggested the thought that the Councilmen should be entitled to gasoline for thei;r use in connection with duties of the Town. Received as information. The Mayor informed Council that Work on the Inlet Avenue sewer should be finished in about two weeks. Councilman Siotin moved that bills for purohaes made for the General Govt account amounting to $ 771.5g for the month of July and also bills for purchases made for the Sewerage account amounting to $ 539.96 for the month of July be paid. Councilman Henry seconded and the motion passed Councilman Biotin moved that following resolution be adopted Councilman Walsh seconded and the motion passed. RESOLUTION. BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in Council assem- bled that the Town buybone (1) Cadillac Sedan,- motor No. 5343486, model 62, from Roland R.Jones of Savannah Beach, Tybee Island, Georgia, for the sum of $1000.00. X- X- X -X -X- Councilman Siotin moved tat the following ordinance be adopted, Councilman Walsh seconded and the motion passed. ORDINANCE. AN ORDINANCE TO AMEND that certain ordinance entti$.ed "An ordinance to provide for the rate of licenses for doing bus- iness in the Town of Savannah Beach, Tybee Island, Georgia, for the fiscal year ending April 30th, 1943, fixing the penalties for the violation: and for dither purposean, passed by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in oouncil assembled on the 6th day of April, 1942, by striking the following license:Each and every owner or keeper of a re- creational game known as Bingo, that contains 50 seats or less, $100.00, all over 50 seats $2.00 per seat: and'by adding the following licenses at the ned of section 1: Eachand every owner or keeper.of a recreational game knwom as nBingon, $100.00: Each and every prier or keeper of a recreational game kiowm as "Boleto ", or!=titilar game, $100.00: Any person, firm or corporation operating a night club which stays open all night, $125.00, and for other purposes. SECTION 1. The regular meeting of Council was held today at 8 :00 p.m., in the Council room, and was attended by Mayor Jones, who presided, and Councilmen Walsh, Lynch, Slotin, Lovell,Leo- pold and Town Attorney Dutton. The minutes of the meeting of August 4th were read and approved. The Mayor informed Council that he had written Mr. J.P.Houli- han relative to the bad u saftitary condition existing at the fishermans camp on the Inlet, Mr.';Houitbau etated that he had been advised that sitivation was alright, had sent Mr. J.A. Rossiter to investigate the matter. An invoice ofthe Tybee Waterworks for $55.50 and one of J.R. Waldron for $34.50, covering repa.ird to the watermain broken by the workmen on the Sewerage project, were presented and on motion of Counai]tm.n Biotin that they paid from the Sewerage *iiount, seconded'by Councilman Lovell, the motion passed. Councilman Lovell informed Council of the bad condition exist - ing at First Street and First Avenue, where sand is washing out from under the asphalt caused by work left unfinished bit the Sewerage project. He was informed that this work was:yheld up until neoesaasy parts fro some of the equipment could be procured. The Mayor Informed Council that he had endeavored to get bids on anew car for the Police Dept, but so far had been unsuccess ful, the Pontiac is worn out. In the matter of the Tybrisa Company taxes, the Clerk was in- struuted to notify them that if the taxes are not paid within thirty days the property will be advertised for sale, interest at seven per cent is being charged, and that no discounts will allowdd on past due taxes. Councilman Slotin moved bills covering purchases for General Govt for the month of August amounting to *401.97 and bills for purchases made during the month of August for the Sewer- age Account amounting to $ 615.16 be paid, Councilman Lovell seconded and the motion passed.
