Brixey-LIASON PLAINFIELD BOARD OF POLICE COMMISSIONERS MINUTES OCTOBER 17,2013 Commissioner Michael N ott called the October 17, 2013, meeting of the Board of Police Commissioners to order at 6:00 p.m. In addition to Commissioner Nott, in attendance were Commissioner Greg Chapman, Commissioner Raymond Brixey, Chief Konopek, and Yvonne· Zambrano. Also present was a student from Plainfield North High School and Courtney Baker from 1/0 Solutions. Public Forum-Citizen's Comments-None: Commissioner Nott took a few minutes to introduce the Board of Police Commissioners and its functions to the student in attendance. The minutes of September 19, 2013, meetings were read. There being no corrections or clarifications, Commissioner Nott moved the minutes be approved as read. Commissioner Chapman seconded the motion. All in favor, the minutes were approved. Correspondence-The invoice received from 110 Solutions was tendered to the Commissioners for the 2013 Sergeant Promotional Testing. Commissioner Nott did not approve the invoice for payment as he wanted to double check the statement of work that was signed by both parties, to ensure that the bill was accurate. It will be revisited at our next meeting. However, Commissioner Nott will view and compare the documents, and if it is okay then the invoice will be approved for payment and would not be revisited at our next meeting. The motion was approved by Commissioner Chapman and second by Commissioner Brixey. All in favor. The renewal notice from the IL Fire & Commissioners Association was approved in the amount of $3 7 5; along with the receipt provided for petty cash for the breakfast items, in the amount of$21.01, for the Sergeant testing was also approved by Commissioner Chapman and second by Commissioner Brixey. All in favor. Review of the upcoming seminar provided by the IL Fire & Police Commission was also discussed and was also motioned to allow Yvonne Zambrano to attend Module 7, on Nov. 1, Page 1 Minutes: October 17, 2013 Plainfield Police Commissioners 14300 S. Chapman-SECRETARY • Raymond P. Brixey-LIASON 2013, if she wanted to attend and if her schedule allowed her to attend. The cost of the seminar is $200 and approved by the Board. The motion was approved by both Commissioner Chapman and second by Commissioner Brixey. All in favor. Old Business-The Commissioners agreed that they would have to go into executive session to discuss the results of the written, Assessment center and evaluation performances with regards the Sergeant testing. Chief Konopek asked Courtney Baker from VO Solutions if the assessors were advised what the passing grade for the Assessment center was? If assessors are aware what the passing score is-would it affect the score, as 60% was passing? Commissioner Nott described it as, if he was an assessor and was not aware of the passing score that he might react differently, from knowing what the passing score was. Chief Konopek stated that both he and Commander Novak left before the orientation, therefore were not aware. The VO Solutions representative stated that she was not sure, but typically the information is not shared with the assessors as might be considered favoring a candidate. Discussed the passing scores for both the written Sergeant test was 70% and was also stated in the informational booklet and also that the passing score for the Assessment Center was 60% and it was also communicated to the candidates. Both scores are listed on page 9, of the informational booklet. A candidate must pass both tests, and with the lost of one candidate from the written test, there were only nine (9) candidates who took the Assessment Center. The results of the Assessment Center testing resulted with only four (4) passing candidates. The entry level Police Officer testing oral interviews are set for Nov. 16, 2013, and not Nov. 9, 2013, as previously discussed. Communication to the candidates with regards to the date was announced at the written testing and also communicated to the candidates via writing, to the passing candidates. The discussion of the oral interview questions will be discussed at the executive session. New Business-Motion for the next year's meeting was approved by Commissioner Nott and second by Commissioner Chapman. All in favor. Special meetings can be scheduled thru out the year with a 48 hour notice as per the guidelines. Executive Session-At 6:25 p.m. Commissioner Nott moved that the meeting be adjourned to executive session for proposes of discussing the Sergeant list and also the Plainfield Police Officer Oral Interviews.
