HomeMy Public PortalAbout10-28-2013 COW Minutes Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on October 28 , 2013 In the Boardroom Mayor Collins called the meeting to order at 7:0 7 p.m. Present were: Trustee Fay, Trustee Lamb, Trustee Peck, Trustee Racich, Trustee Rippy , and Trustee Bonuchi . Others present: Traci Pleckham, Management Services Director; Michelle Gibas, Village Clerk; Allen Persons, Public Works D irector; Dean Marquez, Building Supervisor; Rick Kaczanko, IT Director; Amy De Boni, Com munity Relations Director; Joan Zelinski, Human Resources Director; and John Konopek, Chief of Police. There were 20 person s in the audience. Trustee Fay moved to approve the Minutes of the Special Meeting and Committee of the Whole Workshop held on O ctober 14 , 2013. Seconded by Trustee Racich . Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS None. TRUSTEES COMMENTS Trustee Fay: • Welcomed Trustee Racich back. • Complimented the municipal parking lot project. • Expressed concern regarding the infill at Ridge/Oswego Road project. Allen Persons stated that he would contact Will County. Trustee Rippy welcomed Trustee Racich back. Trustee Racich expressed concern regarding the CN trains carrying hazardous stopping and sitting for long periods of time in neighborhoods. Trustee Racich stated that he will contact CN and ask them to come to a future meeting and explain. Trustee Lamb requested also finding out where and what the trains are transporting on the spur line. Chief Konopek stated that he would look into it. PUBLIC COMMENTS Vicky Polito commented on the Spooktacular event and thanked everyone that participated. WORKSHOP #1 WAR MEMORIAL Mr. John Argoudelis updated the Board on the progress of moving the war memorial to Settlers’ Park and inquired as to whether or not the Board was still in favor of moving the war memorial. It was the consensus of the Village Board to proceed with the planning and to bring back specific data that the Board can take action on. #2 2013 MIDWEST BREWERS FEST RECAP Kevin Herbst, Vice President, gave an overview of the 2013 Midwest Brewers Fest. The fest was very successful and was able to donate $25,000 to the Plainfield Riverfront Foundation; $5,000 to Village of Plainfield Meeting Minutes – October 28, 2013 Page 2 Pints for Prostate; and $250 to other local organizations. Mr. Herbst presented the Mr. Rob Epley, Plainfield Riverfront Foundation, with a check for $25,000.00. #3 PLAINFIELD RIVERFRONT FOUNDATI ON Mr. Rob Epley and Mr. Jeff Dement gave an update of the Riverfront Foundation, accomplishments, and upcoming projects. The Village Board thanked Mr. Epley, Mr. Dement, and all of the volunteers for the Plainfield Riverfront Foundation for all of their hard work. #4 2013 TAX LEVY Mrs. Traci Pleckham stated that the 2013 levy rate is estimated at .4794 and the overall levy request dollar amount remains unchanged at $5,367,321. Based on the 2013 levy request, Village residents on average will not see an increase in the Village portion of their property taxes when compared to 2012. However, some residents individually could see modest decreases or increases. Mrs. Pleckham reviewed the 2013 tax levy timeline and pointed out that at the next Village Board Meeting staff will be seeking Board consideration to acknowledge the preliminary estimate of the 2013 tax levy. #5 ADMINISTRATION, BUILDING, AND PLANNING PRESENTATION The Village Staff gave a presentation regarding the 2014 -2015 Budget. Staff reviewed Ad ministration/Management Services, Human Resources, Information Technology, Community Relations, Building Department, and Planning Department . Trustee Lamb suggested putting the presentation on the website. Trustee Lamb also complimented the New World Sof tware. Trustee Fay stated that he likes the idea and would support hiring an Economic Development Director. Mayor Collins thanked the staff for the presentation and read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Lamb . Voice Vote. All in favor, 0 Opposed. The meeting adjourned at 8:57 p.m. Michelle Gibas, Village Clerk
