Meco, ]no. $1,452,046.05 WHEREAS, P &A Construction, of Colonia, NJ has submitted the lowest bid for said contract as evidenced by the response on file with the Borough's Purchasing Department and with the Borough Engineer; and WHEREAS, the Borough Engineer has reviewed the above bid proposals and has recommended the award of a contract to P &A Construction, in a total amount not to exceed $1,193,662.94, per attached award letter; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. Acct. N NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Carteret as follows: 1. That the appropriate Borough Officials are hereby authorized to enter into a contract with P &A Construction, of Colonia, NJ for the Project for the sum of $1,193,662.94 in accordance in all respects with the request for proposals and bid on same. 2. That a copy of this Resolution shall be forwarded to the Borough's Purchasing Department, the Borough's Consulting Engineers CME Associates and the Borough's Director of Engineering. 3. That the aforementioned award of bid is contingent upon formal approval from the New Jersey Department of Labor, Division of Wage and Hour Compliance, 4. That the aforementioned award of bid is contingent upon the Borough Law Director and NJDOT Local Aid, District 3 approval. A total of six (6) bids were submitted, ranging from an apparent low base bid of $1,193,662.94 by P & A Construction, Inc. to a high base bid of $1,452,046.05 by Meco, Inc. However, it is our opinion that these irregularities are minor in nature and not a mandatory cause for rejection; therefore, the outcome of the bid is unaffected. As a matter of procedure, our office has contacted P & A Construction, Inc. to discuss their bid. The representative we spoke to indicated they are comfortable with the bid as submitted and there is no objection to completing the project based on the bid prices submitted and the contract time.
