Receipt of your letter of September 12, 2014 is acknowledged. A copy of that letter is
appended to this letter for convenience.
Would you be kind enough to provide me with the specific complaints that you speak of?
After all, I have been coming into the Town Hall for almost two years and there has never
been an incident until the one where you struck me during my last trip and where you put
your nose (including your nose hairs) on the lens of the camera I was holding, just an
inch or so from my face. I view the first action as assault and battery and the second
action as assault and battery.
Back to your letter, in no way would I want anyone to be uncomfortable which is why I
have asked for specific information, which I assume I could expect via return E -Mail.
In your Paragraph #1, you are telling me that if I offer a handshake and the other party
acquiesces and the handshake is accomplished that I will be asked to leave the premises.
That statement is the high point of nonsense and quite frankly, in 62 years I have never
been confronted with such a statement.
In your Paragraph #2 it is clear that Gulf Stream is once again embarking on a course to
chill (and stymie) my First Amendment Right of Free Speech. I will speak to my

I have received complaints that on several occasions, whether intentionally or
otherwise, you have caused disruption of employees' work activities and have engaged
in conduct with female employees which they deem to be inappropriate causing them to
be uncomfortable. Therefore, please be advised as follows:
1. Please do not touch any of the female employees in any manner. This includes
handshakes, hugs, arms around the shoulders, kissing or any other similar
uninvited activity. At any time you do not follow these directions, you will be
asked to leave the premises.
2. Please keep your conversation focused on the business for which you have
appeared. The Town employees are not interested in personal stories, off color
jokes or any conversation unrelated to Town business.
As you may appreciate, it is important to provide you efficient and reliable service. By
cooperating with the Town in these matters, such goals are better and more easily
achieved.

In the beginning of June, 2014 1 was introduced to Mr. O'Boyle as I was performing my job duties for the
Town of Gulf Stream. Mr. O'Boyle asked my name, which I gave my first name Rebecca. He asked
several times for my last name, which I reluctantly provided. Mr. O'Boyle in a very flirtatious manner
stated that if I was older he would ask me to email him at an email address that referenced "slow
hands ". I felt very uncomfortable and refused to continue the conversation.

• Early 2014, after an ARPB (Architectural Review and Planning Board) meeting, I went into the
Commission chambers to bring an item to someone attending the meeting. Mr. O'Boyle said my
name as I was leaving the chambers. I stopped and he went to put his arm around me. I moved
in a way that he wasn't able to completely get his arm around my shoulders.
• Shortly before Election Day, 2014, Mr. O'Boyle was out in the Lobby of Town Hall and he
stopped me. He started speaking to me asking if I would wear his campaign pin. When I refused
to wear the pin in the conversation, he made it a point to tell me that he knew where I lived.
• On August 27, 2014, Mr. O'Boyle came to the office and gave me verbal records requests. When
I told him I was going to have to get the items together, he told me that was fine. He said that if
it was going to take too long to come and tell him. He stated that he was going to leave and
when he did he was going to give me a hug and kiss before he left. I brushed it off. I came back
and told him it would take a little while to gather the requested documents. He stated to leave
and went to hug me. I did not reciprocate and he could tell I wasn't going to return the hug. So,
he decide to stop the hug. As he began to leave, he proceeded to kiss the top of my head.
• On September 5, 2014, Mr. O'Boyle again came to the office to make verbal records requests.
At some point during the conversation, he placed his arm around me. I quickly shrugged out of
the embrace. Later, Rita came out of her office and he placed his arm around her as well.

This is intended/document some of the behavior of Martin O'Boyle.
On several occassions he has placed his arm around me when in the
Town Hall. The most recent incident was on September 5, 2014. Mr.
O'Boyle appeared in the outer lobby with his employee Doug. Kelly went
out to see what he wanted. He wanted in the library and was let in.
I was in my office with my door shut. I could hear him engaging Kelly
in conversation so I went into the lobby where they were. O'Boyle walked
over to Kelly, put his arm around her and said to me "You are lucky to
have her ". I said, "I know that ". He then put his arm around me and
said, "but she is a little testy today ". I then asked if this was
being filmed (Doug had the camera pointed in our direction). Doug said
it is being filmed. I said, "Some may consider this an assault ". O'Boyle
said "what ?" Kelly repeated Assault. I then said, ASS -ault.
