HomeMy Public PortalAbout05-26-22 CouncilThe Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, May 26, 2022, remotely, via telephone call -in. Upon individual roll call, the following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Bellino. Mayor Reiman asked everyone to remember the shooting victims in Texas and in Buffalo, NY and to continue to pray for peace in Ukrainian and for those Ukrainians fighting for their sovereignty and existence. The 2022 Annual Notice was emailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and on the doors of the Memorial Municipal Building on January 11, 2022. Notice was published in The Home News Tribune and The Star Ledger on January 14, 2022. All items being voted on tonight were posted on the Borough's website, �n r rtc r ct.nei prior to tonight's meeting. Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, the minutes of May 5, 2022 were approved as transcribed and engrossed by the Clerk. MAY 26, 2022 COUNCIL MEETING ROLL CALL PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE APPROVAL OF MINUTES MAY 26, 2022 (Continued) ORDINANCE #22 -14 ADOPTING AMENDMENTS TO 217 -223 & 237 ROOSEVELT AVE. REDEVELOPMENT PLAN ORDINANCE #22 -14 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing, upon MMS &C, by Councilmembers Diaz and Naples. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal and Naples voted in the affirmative. ORDINANCE #22 -14 "ADOPTING AMENDMENTS TO THE 217 -223 ROOSEVELT AVENUE & 237 ROOSEVELT AVENUE REDEVELOPMENT PLAN" ORDINANCE #22 -13 The Municipal Clerk stated that Ordinance #22 -13 was introduced and AMENDING adopted on First Reading on May 5, 2022. It was duly published in the ORDINANCE #71 -9 Home News Tribune on May 13, 2022, with notice that it will be WHITE COLLAR considered for final passage after Public Hearing to be held on May 26, 2022 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS &C, by Councilmember Diaz and Bellino and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #22 -13 "ORDINANCE TO AMEND ORDINANCE #71 -9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MANNER OF PAYMENT OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" MAY 26, 2022 (continued) was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal and Naples voted in the affirmative. REIMAN Advertised as Finally Adopted: JUNE 2, 2022 A copy of each Resolution was posted on the Borough's website for PUBLIC PORTION public review prior to the meeting in accordance with the Rules of RESOLUTIONS/ Council. Upon MMS &C, by Councilmembers Diaz and Bellino and AGENDA ITEMS unanimous affirmative vote of the full membership present, the & NEW BUSINESS meeting was opened for public input on all Resolutions /Agenda items and new business. There being no comments or objections to the Resolutions /Agenda HEARING CLOSED items or new business, upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, the meeting was closed. Board of Health —April 2022 Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file. Mayor Reiman said we received a proclamation from the police department for Click -It or Ticket and reminded everyone it will be in effect from May 23`d through June 5, 2022. "I noticed a minor discrepancy in the contract amount that stemmed from a typo in our bid report. It's listed as $918,888.95, but should be $918,666.95."
