AAC Members absent: Mark Thorien Staff present: Anette Spickard, City Manager and Interim Airport Manager Consultants present: Kevin Bissell, TO Engineers Others present: Karyn Janiak - Sawtooth Flying Services, Laura Nichols - McCall Aviation, Craig Shoemaker - public Remote participants: Wayne Reiter, TO Engineers Chairman Jones called the meeting to Order at 12:02p.m. Public Comment: 1. Craig Shoemaker introduced himself as interested in building a hangar and proposed the idea of smaller spaces within one of the large hangars proposed for the new infield development. He has been in contact with Kevin Bissell and is now on the hangar waiting list. Approval of Minutes from October 7, 2021 and November 4, 2021 regular meetings: The October 7 minutes were amended to add Laura Nichols as present. Mike Weiss moved approval of both meeting minutes as amended, Shawn Walters seconded. Approved unanimously. Airport Manager Recruitment Update: Rick Fereday and Mike Weiss will represent the AAC on the interview panel along with Kevin Bissell and the City's HR Manager Traci Malvich. Interviews via TEAMS will occur December 8th, 9th and/or 10th. AAC expressed interest in meeting the finalists prior to a decision being made. Anette is on vacation 12/13-12/28. The second round of interviews/AAC interaction with the finalists will occur when she is back, either the last week of December or first week of January. AIP 028 — Airport Master Plan Update: Wayne Reiter, TO Engineers, reported that all chapters of the Master Plan are complete and available on the project portal via the Airport web page. The draft Airport Layout Plan (ALP) is also on the portal. The key pieces to look at are Chapter 8 and the ALP to see the main deliverables developed by the planning process. A Technical Advisory Committee meeting is scheduled for December 7 to review. The next step will be to schedule a public meeting and add any additional input. Then the plan goes to FAA for their comments then to the City Council. The AAC members expressed a preference for the new Airport Manager to be on board before the public meeting so that person can participate. Mr. Reiter pointed out that the Capital Improvement Plan (CIP) included in the Master Plan includes items for Obstruction Removal projects. USFS Maintenance Agreement update: Shawn Walters of USFS reported that the current agreement expires at the end of this month. Shawn recommends to the AAC and the City that the existing agreement be extended for one more year to give staff time to work through any needed changes to the agreement for the future. The USFS contracts office has concurred with this approach. Mike Weiss moved approval of recommending a one-year extension to the city council, Charles Jones seconded. Approved unanimously. Items for Future AAC agenda: The committee asked that Obstruction Mitigation Planning remain on the future agenda list as it will be an ongoing process. Mr. Reiter stated there is an FAA spreadsheet that identifies each of the approach obstructions. He will locate it and send out to the committee.
