Acting Mayor Slot$n informed Council that a vacancy existed on the Board caused by the resignation of Councilman Lynch, and asked for nominations, Councilman Walsh moved that Mitchell R.Young be.eboted to fill the unexpired term of Councilman Lynch, there being no other nominations, Councilman Leopold seeodded and the motion passed. The Regular meeting of Council was held to -day at 4 :00 p.m., in the Council Room in the Town Hall, and was attended by Mayor Jones, who presided, and Councilmen Walsh, Henry, Biotin, Lovell,Leopold, Town Attorney Dutton and Councilman -elect Young. The folloting oath of office was administered to Mitchell R. Young, by Town Attorney Dutton: OATH. The minutes of the meeting of December 22nd, were read and aproved. The Mayor informed Council that the he had been advised by the Tybee Waterworks that they did not want to sell and that they also denied the allegations that they had refused to furnish water to the Treatment Plant, made by affidavits of G.R.Vinson, C.E.Eason, and H.D.Breen,r.,A.P.Solomon,jr., claimed that the Waterworks could not do it, the Pawn id now using a temporary "line furnished by Fort Sereven. The Mayor informed Council that he had a letter from H. Sol . Clark, attorney for the Tybrisa Company, offering to pay $1000.00 for the encroachments in front of lots 91- 92 -93, ward 4, and which they are claiming as their property, the opinion of Council was t_iat the offer is rediculous. Attorney Dutton stated that 228 the property is not subject to title by squatters rights. Councilman Leopild moved that the property in question be sold to the Tybrisa Company for $5000.00, Councilman Lovell seconded and the motion passed. The Committee appointed to handle the matter to continue. The Mayor inquired as to how long the uncbolleeted accounts due on on the sea -wall project could remain unpaid and the Town Attorney advised that they should be paid now. The Town Attorney was in- structed to issue liens against these who are delinquent. Councilman Slotin moved that the obligations to the Citizens Bank and Trust Company and the Savannah Bank and Trust Company be re -' duced by $1500.00 each to both banks. Councilman Henry seconded and the motion passed. Councilman Slotin moved that since the Town employed Bernie Slotin & Co., as auditors for the year 1942 and as he was in the armed forces, the firm was being operated by Mr. George Miller, and he would like to continue the connection. Councilman Walsh seconded, and the motion passed. Councilman Slotin moved that bills for materials purchased during the month of December for the Genebal Govt., amounting to $672.40 and also bills for materials purchased during the month of Dec- ember for the Sewer Project, amounting to $358.06be paid. Coun- cilman Young seconded and the motion passed. The Mayor informed Council that Supt of Public Works W.A.MacGregor died on Christmas Day, this caused a vacancy to exist and in the employing of anew man one should be employed who has a knowledge of mechanics,who can, among his other duties, take care of the automotive equipment of the Town. Applications were had from Capt John Daniels, W.J.Moore, Alexander Diseker and R.A.Wall. After consideration of all the applicants by Council, Councilman Young moved that R.A.Wall be appointed Supt of Public Works,Building Inspector and Sanitary Inspector and also that the salary of this position be made $150.00 per month, effective upon starting of work with the Town. Councilman Slotin seconded end the motion passed. Councilman Lovell moved that the future meetings of Council be held on the first Thursday of the month at 5 :00 p.m., Councilman Walsh seconded and the motion passed. No action was. taken. Councilman '1otin moved that the balamoeof $100.00 owed by the '229 Freash Air Home to the Sea -wall project be charged o.ff. Councilman Walsh seconded and the motion passed. The Mayor informed Council that he had all the ltns along the roadway coming into the Town limits removed and that they had been stored in the lot for those owners who wished to repossess them. That the Library need some rep&&rs and some shelving, he did not know $ren the WPA would discontinue its support, he hoped there bme fund available to keep it open. In the matter of the unsanitary plumbing condition existing at Hotel Tybee, he was informed t lat the ttbthlets had been taken out but not the pipe. The Plumbing Inspector says that the pipe has to come out too. Fire Chief Young submitted his annual report on the operations of the Fire Department for the year ending Ddecember 31, 1942, showing a fire loss of only $1490.00, Council receivedrtheree- port and thanked Chbe Young and the members of the department for the fineWndered by them during the past year. The Mayor informed Council that as the WPA was being liquidated it was afftcting the Sewer Project, Mr. Vinson was ill and confined to his home, and that Mr. T.H.Little was in charge of the WPA office in Savannah, succeeding Mr, Bacon who had resigned, As the Town could qualify for Lanham Act funds he stated that action should be stated at once toward getting these funds for the e? mpletion of the Projeot._Councilman Slotin moved that the Vayor and the Public Works Committee be authorized and em- powered to obtain funds under provisions of the Lanham Act to complete the Sewer Project, andnthatatheafollowingardsoldtiOn be°rpassed-eot?ering this. WHER.A$,theTown of Savannah Beach, Tybee Island,through the cooperation and assistance of the Works Projects Admini stration, is now in process of completing the Sanitary Sewerage Project which was inaugurated sometime ago when the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island issued bonds in the sum of 32,000.00 in order to match the pro -rata share of the cost of the project; and WHEREAS, due to the war emergency, the Preisdent of the United States, by proclamation, orderedthat all Ferderal works be concluded by June 30, 1943; and WHEREAS, under the Constitution of the State of Georgia, the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, are.unable to call for a bond election in roder to com- plete the "anitary Sewerage Project; and WHEREAS, it is necessary to complete the Sanitary Sewer- age in order to preteict the health and safety of the civilian and military forces located in or adjacent to the said munici- pality; and WHEREAS, the Congress of the United States has appropriated funds under the Lanham Act to assists in the Completion of Fed- eral projects; 230 NOW, THEREFORE BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee? Island, Georgia, in council assembled, that the Mayor, to gether with the members of the Publib Works Committee of Council, be and they are hereby authorized and empowered to talk,- such action as may be necessary to secure funds from the Lanham Act to complete theSanitary Project in said municipality. The regular meeting of Town Council was held $o-day at 5 :30 p.m., in the Council room in the Town Hall, and was attended by Mayor Jones. who presided, and Councilmen Slotin, Henry, Young, Lovell and Town Attorney Dutton. The minutes of the meeting of January 5th were read and approved. The matter of selling the 3 mules owned by the Town was discussed Councilman Biotin moved that they be sold and that the Chairman of Public Works Committee be authorized to handle the sale for the best interests of the Town. Councilman Henry seconded.and the motion passed. The Mayor informed Council that under the liquidation of WPA the Library would be closed on th 24th as far as WPA is concerned, the set -up has been good and it has been of great assistance to the school, he hated to see it closed, but that that to maintain it would cost at least $100.00,per month, he'had written Miss Wyeth of the Savannah Public Library to ascertain if some plan could be worked out. If necessary the childrens and reference books could be placed in the school for use there. It was decided to hold off taking action until the meeting. Caundilman Lovell moved that the Representatives from Chatham County and the Senator from this districe be requested have the following amendements made in the Town Charter at this session of the Georgia Legislature; (1) Increase advalorem tax from 15 mills to 20 mills. (2 Assess charge for sewer connection and disposal. (3) Elbmination of primary in the Towns elections for for officers. Councilman Slotin seconded and the motion passed. 1 The Mayor informed Council that application had been filed for Lanham Aot funds for the oompleltion of•the Sewerage System.
