ORDINANCE OF THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY
ADOPTING AMENDMENTS TO THE 217 -223 ROOSEVELT AVENUE & 237 ROOSEVELT
AVENUE REDEVELOPMENT PLAN
(RARDI AND RARD2)
WHEREAS, the Borough is authorized under the Local Redevelopment and Housing Law, NJ.SA.
40A:12A -1 et seq. (the "Redevelopment Law ") to determine whether certain parcels of land within the
Borough constitute an area in need of redevelopment; and
WHEREAS, by Resolution 18 -127, adopted on June 21, 2018, the Borough designated the area consisting
of Block 402, Lots 24 & 25, and Block 301, Lots 3, 4 & 5 on the Official Tax Maps of the Borough
(collectively, the "Original Redevelopment Area") as an area in need of redevelopment under the
Redevelopment Law; and
WHEREAS, the Borough Council previously adopted an ordinance approving and adopting that certain
redevelopment plan (the "Original Redevelopment Plan "), prepared by Beacon Planning and Consulting,
LLC (the "Planning Consultant "), for the Original Redevelopment Area; and
WHEREAS, on May 26, 2022, the Borough Council adopted a resolution designating the properties
known as Block 402, Lots 11 & 12 (together with the Original Redevelopment Area, the "Amended
Redevelopment Area"), which properties are contiguous to the Original Redevelopment Area, as an area in
need of redevelopment; and
WHEREAS, at the direction of the Borough, the Planning Consultant prepared an amended version of the
Redevelopment Plan, dated May 2022 (the "Amended Redevelopment Plan "), a copy of which is on file
with the Borough Clerk, to incorporate Block 402, Lots 11 & 12 therein and to make certain other changes;
and
WHEREAS, on May 18, 2022, the Borough's Planning Board (the "Planning Board ") reviewed the
Amended Redevelopment Plan, pursuant to N.J.S.A. 40A: 12A -7 of the Redevelopment Law, and found and
concluded that the proposed amendments are consistent with the Borough's Master Plan; mid
WHEREAS, the Borough Council agrees with the Planning Board's findings and has determined that
adoption of the Amended Redevelopment Plan is in the Borough's best interests.
NOW THEREFORE BE IT ORDAINED by the Mayor and Council of the Borough of Carteret, County
of Middlesex, State of New Jersey, as follows:
1. The aforementioned recitals are incorporated herein as though fully set
forth at length.
2, The Amended Redevelopment Plan is hereby approved and adopted.
3. 'Hie sections of the Zoning Map of the Borough that relate to Amended
Redevelopment Area are hereby amended to incorporate the provisions of
the Amended Redevelopment Plan consistent with this ordinance.
4. Ally actions previously undertaken by or on behalf of the Borough in
connection with the redevelopment of the Amended Redevelopment Area
are hereby ratified and approved.
5. This ordinance shall take effect in accordance with applicable law.
