The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING
Carteret, preceding the Regular Meeting June 23, 2022, was held
Thursday, June 9, 2022, at approximately 6:00 p.m. remotely, via
telephone call -in.
The following were noted present: ROLL CALL
Mayor Daniel J. Reiman
Councilmember Vincent Bellino
" Dennis DiMascio
" Ajmar Johal
" Susan Naples
Also noted present were Carmela Pogorzelski, Municipal Clerk and
Robert J. Bergen, Esq., Law Director.
Noted absent was Councilmember Jorge Diaz. NOTED ABSENT
The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE
Pledge of Allegiance led by Councilmember Bellino. OF ALLEGIANCE
Mayor Reiman asked everyone to pray for those in Ukraine continuing
to fight for their sovereignty as well as those suffering from the mass
shootings and those who were killed in those mass shootings in the
pasted couple of weeks across the nation.
The 2022 Annual Notice was emailed to The Home News Tribune, STATEMENT OF
The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE
the Memorial Municipal Building on January 11, 2022. Notice was
published in The Home News Tribune and The Star Ledger on January
14, 2022. All items being voted on tonight were posted on the
Borough's website, www.carteret.net prior to tonight's meeting.
Upon MMS &C, by Couneilmembers Bellino and DiMascio and APPROVAL
unanimous affirmative vote of the four (4) Councihnembers present,
the minutes of May 26, 2022 were approved as transcribed and OF MINUTES
engrossed by the Clerk.

IMPROVEMENT
ORDINANCE
ORDINANCE #22 -15 was introduced and adopted on First Reading
and the Clerk authorized and directed to advertise same for Public
Hearing, upon MMS &C, by Councilmembers Bellino and DiMascio.
Upon individual roll call vote, Councilmembers Bellino, DiMascio,
Johal and Naples voted in the affirmative. Councilmember Diaz was
noted absent.
ORDINANCE #22 -15
"AN ORDINANCE APPROPRIATING $2,785,000 PROVIDING
FOR VARIOUS CAPITAL PROJECTS FOR THE BOROUGH
OF CARTERET FROM THE CAPITAL IMPROVEMENT
FUND AND OTHER RESERVES AND GRANTS
FOR THE COST THEREFORE"
ORDINANCE #22 -14 The Municipal Clerk stated that Ordinance #22 -14 was introduced and
ADOPTING adopted on First Reading on May 26, 2022. It was duly published in
AMENDMENTS the Home News Tribune on May 31, 2022, with notice that it will be
1'0 217 -223 & 237 considered for final passage after Public Hearing to be held on June 9,
ROOSEVELT AVE. 2022 at approximately 6:00 p.m. The Ordinance was posted on the
REDEVELOPMENT bulletin board and copies were made available to the general public
PLAN and according to law, she read the Ordinance by title.
PUBLIC HEARING Upon MMS &C, by Councilmember Bellino and Naples and
unanimous affirmative vote of the four (4) Councilmembers present,
Mayor Reiman declared the Public Hearing to be open.
HEARING CLOSED There being no comments or objections to the Ordinance, Mayor
Reiman declared the Public Hearing to be closed, upon MMS &C, by
Councilmembers Bellino and Naples and unanimous affirmative vote
of the four (4) Councilmembers present.

ORDINANCE #22 -14
"ORDINANCE ADOPTING AMENDMENTS TO
THE 217 -223 ROOSEVELT AVENUE & 237 ROOSEVELT
AVENUE REDELOPEMENT PLAN"
was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED
Bellino, DiMascio, Johal and Naples voted in the affirmative.
Councilmember Diaz was noted absent.

A copy of each Resolution was posted on the Borough's website for
public review prior to the meeting in accordance with the Rules of
Council. Upon MMS &C, by Councilmembers Bellino and Johal and
unanimous affirmative vote of the four (4) Councilmembers present,
the meeting was opened for public input on all Resolutions /Agenda
items and new business.

There being no comments or objections to the Resolutions /Agenda HEARING CLOSED
items or new business, upon MMS &C by Councilmembers Bellino

Mayor Reiman asked for a motion on the Consent Agenda.
Resolutions #22 -132 and #22 -133 were introduced by Mayor Reiman
and referred to the Council for action.

"APPROVING FIREWORKS FOR CARTERET'S
INDEPENDENCE DAY FESTIVAL, LATIN FESTIVAL
& ETHNIC DAY FESTIVAL"
RESOLUTION #22 -133
"APPOINTING SPECIAL LAW ENFORCEMENT OFFICERS"
ADOPTED were adopted. Upon individual Roll Call Vote, Councilmembers
Bellino, DiMascio, Johal and Naples voted in the affirmative.
Councilmember Diaz was noted absent.
PAYMENT OF BILLS Upon MMS &C, by Councilmembers Bellino and DiMascio, all bills
appearing on the prepared list, properly audited and signed were
ordered to be paid. Upon individual Roll Call Vote, Councilmembers
Bellino, DiMascio, Johal and Naples voted in the affirmative.
Councilmember Diaz was noted absent.

2. Inspection of Buildings — May 2022
Upon MMS &C, by Councilmembers Bellino and DiMascio and
unanimous affirmative vote of the four (4) Councilmembers present,
all reports were ordered to be received and placed on file.
