HomeMy Public PortalAbout11-25-2013 COW Minutes Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on November 25, 2013 In the Boardroom Mayor Collins called the meeting to order at 7:0 0 p.m. Present were : Trustee Peck (7:04 p.m.), Trustee Racich, Trustee Rippy , Trustee Bonuchi , Trustee Fay, Trustee Lamb . Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works D irector; Dean Marquez, Building Supervisor; Traci Pleckham, Management Services Director, and Joh n Konopek, Chief of Police. There were 4 person s in the audience. Trustee Fay moved to approve the Minutes of the Special Meeting and Committee of the Whole Workshop held on October 28 , 2013. Seconded by Trustee Lamb . Voice Vote. All in favor, 0 Op posed. PRESIDENTIAL COMMENTS Mayor Collins wished everyone a Happy Thanksgiving. TRUSTEES COMMENTS Trustee Fay: • Wished everyone a Happy Thanksgiving. • Thanked the Plainfield Moose for collecting 1,390 turkeys and over $8,000. PUBLIC COMMENTS None WORKS HOP #1 ADVISORY TASK FORCE ON ECONOMIC DEVELOPMENT Mr. Tim Stetenfeld , Chairman, gave an update on the activities of the Advisory Task Force on Economic Development. Mr. Stetenfeld pointed out that the Task Force completed an ambitious retention visit schedule with the Village’s major retailers. Retailers across the board were impressed that the Task Force, along with the Village, reached out for their input and the cooperative nat ure of the discussions. Mr. Stetenfeld suggested focusing on smaller retailers next year. Mayor Collins thanked Mr. Stetenfeld for his presentation and thanked the volunteers for all of their hard work on the Task Force. Trustee Racich stated that he ap preciates the work/efforts of the Task Force. Trustee Lamb thanked the Task Force for their positive contributions. Trustee Bonuchi thanked Mr. Stetenfeld for his leadership. #2 WATER/SEWER BUDGET PRESENTATION Mr. Allen Persons gave a presentation regarding the 2014 -2015 Budget Planning and Organizational Analysis for the Plainfield Water and Wastewater Division. Mr. Persons stated that in the past, the Village has taken a conservative approach to dealing with the costs incurred as a result of the City of Chicago water rate increase. While the City of Chicago increased the wholesale purchase rate by 15% earlier this year, the Village was able to find additional ways to reduce our costs and avoided a water rate increase. The City of Chicago will be again increasing the water rates by 15% in 2014 and 15% in 2015. In order to help cover some of the increased in water rates by the City of Chicago, staff is proposing a water rate adjustment to $5.32 per 100 cu feet and an increase to the sewer rate t o $2.95/100 cu feet. The proposed increase amounts to approximately $4.40 to the average monthly bill and $0.95 to the minimum bill.
