CITY OF RICHLAND HILLS RESOLUTION NO. 404-12
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RICHLAND HILLS, TEXAS, APPROVING THE ANNUAL TRANSFER
OF OBSOLETE, EXCESS OR DAMAGED LIBRARY MATERIALS TO
THE FRIENDS OF THE RICHLAND HILLS PUBLIC LIBRARY;
APPROVING THE SALE OF SUCH MATERIALS FOR THE BENEFIT
OF THE CITY OF RICHLAND HILLS LIBRARY; PROVIDING FOR
RETURN TO THE CITY AND ITS LIBRARY OF ANY MATERIALS NOT
SOLD; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Friends of the Richland Hills Public Library is anon-profit group
formed to provide support to the Richland Hills Public Library; and
WHEREAS, the Friends of the Richland Hills Public Library hold used book sales, the
proceeds of which are used for purchase of library materials and equipment and to fund special
projects for the City's library; and
WHEREAS, the City of Richland Hills, Texas (the "City") desires to avoid the cost of
storing, destroying or otherwise disposing of its obsolete, excess or damaged library materials,
including donated materials ("Surplus Materials"); and
WHEREAS, the City of Richland Hills desires to allow the Friends of the Richland Hills
Public Library to sell such materials and use the funds realized from such sale to benefit the
library.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF RICHLAND HILLS, TEXAS, THAT:
SECTION 1.
The City Council for the City hereby approves the annual transfer of Surplus Materials to
the Friends of the Richland Hills Public Library, to be sold at its used book sales. The Library
Director is granted authority to determine which library materials qualify as Surplus Property,
when and as needed.
SECTION 2.
The above approval is granted with the understanding that all proceeds realized from the
sale of the transferred materials shall be used solely on behalf of the City's library for the
purchase of library materials and equipment or to fund special library projects.

SECTION 3.
The above approval is granted with the understanding that any or all of the transferred
materials not sold at the Friends of the Richland Hills Public Library book sales, shall be
transferred back to the City and returned to its library.
SECTION 4.
This Resolution shall become effective from an fter its passage.
