HomeMy Public PortalAboutResolution No. 405-12 12-04-2012RESOLUTION NO.405-12 REQUESTING THE BIRDVILLE INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES TO CONSIDER ALTERNATIVES TO CLOSING RICHLAND ELEMENTARY SCHOOL. WHEREAS, the Birdville Independent School District Board of Trustees has appointed a 2012 Citizens Bond Committee; and WHEREAS, the stated purpose of the Citizens Bond Committee is "the collaborative development of a bond referendum recommendation for presentation to the Birdville ISD Board of Trustees and ultimately to the Birdville ISD community in May 2013"; and WHEREAS, the BISD has stated that it is not asking the Citizens Bond Committee to create a bond package that will meet the needs of all students for 2012, but to address the needs of all students for the future, and WHEREAS, one of the proposals being considered by the Citizens Bond Committee is the possible closing of Richland Elementary School and merging it with Birdville Elementary school; and WHEREAS, school-community partnerships are fundamental to creating schools that nurture student wellbeing; and WHEREAS, walkable neighborhood schools influence community involvement and play a vital role in neighborhood sustainability; and WHEREAS, closing Richland Elementary School would have an deleterious impact on the surrounding neighborhood community and the student population from the neighborhood. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RICHLAND HILLS THAT: Section 1. The City Council of the City of Richland Hills seeks to foster student wellbeing within the community and to sustain the community's neighborhoods by preserving the concept of walkable neighborhood schools Section 2. The City Council of the City of Richland Hills has initiated the process of replacing the city's current Comprehensive Plan developed in 1983 by developing a new Comprehensive Plan to guide the development and redevelopment of the community over the next 20 years. 1 Section 3. The City Council of the City of Richland Hills believes that School District Strategies, the demographers hired to project future BISD enrollment, should consider the impact of the city's new Comprehensive Plan prior to making any projections on future enrollment in Richland Hills. Section 4. The City Council of the City of Richland Hills urges the 2012 Citizens Bond Committee to develop viable alternatives to closing Richland Elementary School. Section 5. The City Council of the City of Richland Hills urges the Birdville Independent School District Board of Trustees to delay any decision on the closing of Richland Elementary School until such time as the city's new Comprehensive Plan is developed and the impact of the school's closing on the surrounding neighborhood can be ascertained.
