WHEREAS, the Birdville Independent School District Board of Trustees has appointed a
2012 Citizens Bond Committee; and
WHEREAS, the stated purpose of the Citizens Bond Committee is "the collaborative
development of a bond referendum recommendation for presentation to the Birdville
ISD Board of Trustees and ultimately to the Birdville ISD community in May 2013"; and
WHEREAS, the BISD has stated that it is not asking the Citizens Bond Committee to
create a bond package that will meet the needs of all students for 2012, but to address
the needs of all students for the future, and
WHEREAS, one of the proposals being considered by the Citizens Bond Committee is
the possible closing of Richland Elementary School and merging it with Birdville
Elementary school; and
WHEREAS, school-community partnerships are fundamental to creating schools that
nurture student wellbeing; and
WHEREAS, walkable neighborhood schools influence community involvement and play
a vital role in neighborhood sustainability; and

the surrounding neighborhood community and the student population from the
neighborhood.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF

Section 1. The City Council of the City of Richland Hills seeks to foster student wellbeing
within the community and to sustain the community's neighborhoods by preserving the
concept of walkable neighborhood schools

replacing the city's current Comprehensive Plan developed in 1983 by developing a

Committee to develop viable alternatives to closing Richland Elementary School.

ascertained.
