Councilman Walsh seconded and the motion passed: ORDINANCE AN ORDINANCE REPEALING the following item in Section #4 of AN ORDINANCE passed by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island in meeting assembled on April 6th 1942 "Any person, firm or corporation selling, offering for sale or giving away intoxicating liquors $250.00 and inserting in lieu therefore the following license; Any person,firm or corporation selling, offering for sale or giving away intoxicating liquors $350.00 And for other pur- poses. SECTION #1- Be it Ordained by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council Assembled and it is hereby ordained by the authority of the same, that the following item in Section four (4) of the License Ordinance passed by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island in meeting assembled on April 6th 1942. "Any person, firm or corporation selling, offering for sale or giving away intoxicating liquors $250.00 be and the same is hereby repealed, and inserting in lieu therefore the following license, "Any person, firm or corporation selling, offering for sale or giving away intoxicating liquors $350.00. SECTION #2- All ordinances or parts of ordinances conflicting with the provisions of this ordinance are hereby repealed. SECTION 1. Be it ordained by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in Council assembled, and it is hereby ordained by the Authority of the same, that the rate of taxation upon real estate and personal property within the limits of the said Town of Savannah Beach, Tybee Island, Georgia for the fiscal year commencing May 1st, 1943 , shall be ONE AND ONE -HALF PER CENT upon the assessed or returned value of same, the value of real estate improvements to be ascertained from the returns of the Committee on Assessments of said Mayor and Councilmen and the valtiation of personal property to be ascertained from the returns of the owners thereof in pursuance of the scheme and plan contained in Section One, Two, Three and Four of the Ordinance to provide for the assessment of taxable property in the Town. of Savannah Beach, Tybee Island, Georgia, and the mode of valuing such property for tazation and to carry into effect the provisions of the Act of. the General Assembly of the State of Georgia, approved August 19, 1922, Section 21, passed in Council assembled October 13, 1922; and it is further ordained that if any person or persons should refuse or neglect to pay the. tax required by this Ordinance within seven (7) months after same shall become due, or shall fail or refuse to pay any DOUBLE TAX assessed as above provided within thirty (30) days after 241 same shall become due, the Clerk of Council, as Ex- officio Treasurer of said Town, shall issue execution therefor and the further sum of One Dollar ($1.00) for costs, and the 6hief of Police and Ex- officio Tax Collector shall proceed with suoh execution in the same manner as now provided by the law in such cases of execution lodged with the Sherriff of Chatham County. SECTION 2. Every person who shall pay one -half (1/2) of his taxes on or before the 15th day of May, 1943, and the balance of said tazes on or before the 15th day of November, 1943, shall be entitled to a deduction of ten.(10) per cent on account thereof, and the Clerk of Council and Ex- offie• Treasurer of said Town is hereby authorized to make such deduction upon receipt of Tax. The provision of this Section shall not apply to licenses for doing business in said Town, the rate for such licenses being net. SECTION 3. All ordinances or parts of ordinances conflicting with the provisions of this ordinance are hereby repealed; provided, however, that so much and such parts of ordinances passed as provided for the execution of any tax assessments,or part thereof, shall continue and remain in force so as to authorize the Clerk of Council and Ex- officio Treasurer to issue executions and the Chief of Police and Ex- officio Tax Collector to collect same until said taxes or assessments shall be fully paid. Councilman Biotin moved that the following Ordinance be adopted, Councilman Young seconded, and the motion passed: ORDINANCE AN ORDINANCE TO PROVIDE FOR THE RATE OF LICENSES FOR DOING BUSINESS IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, FOR THE FISCAL YEAR ENDING APRIL 30th, 1944; FIXING PENALTIES FOR THE VIOLATION; AND FOR OTHER PURPOSES. SECTION 1. In the event any business or calling not specifically mentioned in the above list set forth shall be established in the Town of Savannah Beach, Tybee Island, Georgia, the Mayor and Councilmen reserve the right to establish a license fee for same by Ordinance, which fee is to be of equal dignity as the license specifically mentioned in the above Section, provided, however, that such license shall not be less than $2.50 and not more than the sum of $250.00. SECTION 3. This Ordinance shall be subject-to alterations or repeal in whole or in part at any time during the ficai year beginning May 1st, 1943, should it be deemed advisable, and no such amendment or repeal shall be construed to impair the right of Council to assess or levy•tax for the whole of such year whenever made. SECTION 4. Any person, firm or corporation violating any of the provisions of Section One of this Ordinance shall, upon conviction before the Recorder's Court of said Town, be subject to be.fined in the sum of not more than $100.00 or be imprisoned not more than Thirty (30) days, either or both or any part of either or both in the discretion of the Court. SECTION 5. All ordinances or parts of ordinances conflicting with the provisions of this Ordinance are hereby repealed. 246 Councilman Young moved that the following Ordinance be adopted, Councilman Slotin seconded, and the motion passed: ORDINANCE AN ORDINANCE TO LEVY, IMPOSE AND COLLECT A SPECIAL TAX IN THE SUM OF 161.50 ON ASSESSMENTS OF $1,000.00 OR ANY PORTION THEREOF FOR THE PURPOSE OF MAINTAINING THE SEA WALL AND GROINS; AND FOR OTHER PURPOSES. SECTION1. Be it ordained by The Mayor and Councilmen of the Town of Savannah,Beaeh, Tybee Island, Georgia, in Council assembled, and it is hereby ordained by the authority of the same, that a special tax be levied on all real roperty in the Town of Savannah Beach, Tybee Island, in the sum of $1.50 per thousand on the real estate assessments or any portion thereof. Said special tax shall become due on May 1st, 1943 and shall be kept in a seperate fund and used exclusively for the purpose, of maintaining the sea wall and /or groins. SECTION 2. The Clerk of Council shall notify all property owners on the regular real estate tax notices as to the amount of each levy, and same shall be collected along with the first payment of the ad- valorem taxes of said Town, and there shall be no discount on this special levy. SECTION 3. If any person or persons refuse or neglect to pay the said aforementioned levy within 7 months after same shall become due, the Clerk of Council, as Ex- Officio Treasurer of said Town shall issue execution therefor and the further sum of One Dollar ($1.00) for costs, and the Chief of Police and ExOffieio Tax Collector shall pro- ceed with such execution in the same manner as now provided by law in suoh oases of execution lodged with the Sheriff of Chatham County. SECTION 4. All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed. Mayor Jones said that in connection with the Sewer Project the remainder of the work would be done by private Contractors, and that any work done by the Town prior to the letting of Contracts would be deducted from Lanham Act funds. These funds have been approved except for several small items, Mr. G. R. Vinson and Dr. T. C. Hedges have been to Waehington to see Dr. Parron, Supgeon General of the U.S.P.H.S. in connection with the pro eot. • Councilman Slotin stated that every effort should be made to collect the few out standing amounts owed the Town in connection with Sea Wall #2, he also suggested that an effort be made to get a compromise with Mr. B. 0. Sprague if possible. /Councilman Slotin moved that the Town purchase a Paint Spraying outfit to cost not more than $45,00, Councilman Young seconded and the motinn passed. Councilman Slotin moved that the Town buy the Oyster shells from Mrs. Tommie Figg and J. E. Goette for 7¢ per bushel at the pile, Councilman Walsh seconded and the motion passed. 1 It was decided that the Parking Spaces be re- opened for the collection of tolls on Saturday May 15th. Councilman Slotin moved that Bills for purchases made for General Goverment for the month of April amounting to $3;45_nh also bills for purchases made for the Sewerage Project amounting to $1,068.11, for the month of April, be paid. Councilman Young seconded, and the motion passed. R. Vinson. The minutes of the meeting of April lst, were read and approved. Mrs. A. J. Hutto appeared before the Board protesting against the assessments on her 1943 taxes, after she was excused Councilman Henry moved that her taxes be reduced on land one half of the present assessment,. Councilman Walsh seconded and the motion passed.
