OTHERS PRESENT: B.MURPHY , ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; D.MARQUEZ, BUILDING SUPERVISOR; AND J.KONOPEK, CHIEF OF POLICE. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collin s called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 8 persons in the audience. PRESIDENTIAL COMMENTS None . TRUSTEES COMMENTS None . PUBLIC COMMENTS on items not on the Agenda (3 -5 minutes per topic) Vince Fazio complimented the municipal parking lot improvements. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Fay moved to approve the Agenda. Second by Trustee Racich . Vote by roll call. Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes ; Peck, yes . 6 yes, 0 no . Motion carried. 2) CONSENT AGENDA Trustee Bonuchi moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting held on November 18, 2013. b) Bills Paid and Bills Payable Reports for December 2, 2013. c) Approval of the 2014 Meeting Schedules for the Village Board, Committee of the Whole Workshop, Coffee with the Mayor, Plan Commission and Zoning Board of Appeals, Historic Preservation Commissi on, Historic Preservation Commission Subcommittees, Police Pension Board, the Police Commission, and the Advisory Task Force on Economic Development. d) A uthorize the release of the Letter of Credit in the amount of $72,415.00 for Continental properties re lated to the public improvements for the development commonly known as Springs on 127 th Street. Second by Trustee Peck . Vote by roll call. Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes ; Peck, yes . 6 yes, 0 no . Motion carried. Village of Plainfield Meeting Minutes – December 2, 2013 Page 2 3) 2013 TA X LEVY PUBLIC HEARING Trustee Fay moved to open a Public Hearing on the 2013 tax levy. Seconded by Trustee Bonuchi . Voice Vote. All in favor, 0 Opposed. Trustee Racich moved to adopt Ordinance No. 3133 , for the levying and collecting of taxes for the Village of Plainfield, Will and Kendall Counties, Illinois for the fiscal year commencing on the first day of May, 2013. Second by Trustee Lamb . Vote by roll call. Racich, yes; Rippy, yes; Bonuchi, yes; Fay, no ; Lamb, yes ; Peck, yes . 5 yes, 1 no . Motion carried. 4) CORNERSTONE SERVICES GROUP HOME – 15606 S. INDIAN BOUNDARY ROAD (PC CASE#1634 -092613.US) Trustee Fay moved to adopt the findings of fact of the Plan Commission as the findings of fact of the Board of Trustees and to move to direct the Village Attorney to prepare an ordinance granting approval of a special use to permit a group home at the property commonly known as 15606 S. Indian Boundary Road, subject to the stipulations noted in the staff report. Second by Trustee Racich. Trustee Peck expressed concern with the location. Trustee Rippy stated that he is happy to have Cornerstone Services Group Home and stat ed how important the service that they provide is. He wholeheartedly supports. Mayor Collins pointed out that there are several group homes in the community and asked Chief Konopek how many police calls there have been to the group homes. Chief Konop ek stated that the only calls relating to the group homes have been for medical services. Trustee Lamb, Trustee Racich, and Trustee Bonuchi indicated support for the project. Vote by roll call. Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, y es ; Peck, yes . 6 yes, 0 no . Motion carried. ADMINISTRATOR'S REPORT No Report. MANAGEMENT SERVICES REPORT No Report. ENGINEER’S REPORT Mr. Wold presented the Engineer’s Progress Report. PLANNING DEPARTMENT REPORT No Report. POLICE CHIEF’S REPORT No Report. ATTORNEY’S REPORT No Report. Mayor Collins read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Peck . Voice Vote. All in favor, 0 Opposed. OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; D.MARQUEZ, BUILDING SUPERVISOR; AND J .KONOPEK, CHIEF OF POLICE. 2013 TAX LEVY PUBLIC HEARING Mayor Collins called the meeting to order at 7:03 p.m. Present roll call stands. Administrator Murphy stated that the 2013 levy rate is estimated at .4794 and the overall levy request dollar amount remains unchanged at $5,367,321. Based on the 2013 levy request, Village residents on average will not see an increase in the Village portion of their property taxes when compared to 2012. However, some residents individually could see modest decreases or increases. There were no public comments. Trustee Fay moved to adjourn the Public Hearing and return to the regular business meeting. Seconded by Trustee Bonuchi. Voice Vote. All in favor, 0 Opposed.
