My .02 cents....
Since "they" seem to insist that this is going to happen, that boat should be placed so
that they have elbow room, and are out of everyone's hair. Not in the middle of an
already congested area.
My opinion is that boat should be placed way over on the east side of the Lake with the
'other concessions' like jet ski & paddle board rentals. The dock right down from what
was Mountain Monkey Business would be great, as would the dock where the other
pump out was located, near the volley ball court.

Looks like there is a very short window to provide any feedback regarding the paddle boat. Only by phone
or by person to Mr. Wolf tomorrow if I read his response correctly as he says he will be sending out a
document in response to neighbors within 300’ by the end of the week. I would guess that only means
Rick Fereday will get this.
Based on the Boise Dev article, my understanding is the City Council has already voted (3-2) in the favor
of the application, so that train has left the station. The only possibility is to affect the location of the party
boat. As many have raised the issue of restricting the access of marina users access to their slips as well
as possible navigation restrictions and damage. We should focus on convincing Mr. Wolf to change the
location to the west side of the other dock in the park.
McCall Parks & Rec seems to be on a path to monetize the public parks so I doubt that this will not be the
last commercial enterprise who will be moored on the dock next to the marina in the future if they are
allowed this party boat to moor there.

Kurt: there are a host of issues that various May’s Marina slip
owners have about this proposed concession agreement for a
party-paddle-boat, and I believe they (including me) are
anxious to know when they can convey those concerns, and to
whom those concerns should be conveyed. All of these folks
are hopeful that their concerns can be incorporated into the
process before the City gets close to any decision on whether
to move forward with a contract and, if so, on what
terms. Please let me know how the Marina folks can
communicate their concerns to you/others.

It seems to me there are a few separate questions here.
1: Did the issuance of this concession require a public hearing? If
not, then that’s a nonstarter, if it did, then there is a question to the
city regarding due process if anyone wants to tackle that..
2: Annette Spickard from the city has responded to myself and
others that the party concession is NOT signed off, yet other
sources report it passed on Thursday. Which is true? I have asked
her to clarify.
3: In her response she says Mr. Wolf of P & R is the contact
moving forward. I asked her to clarify who is the contact regarding
issues of Egress. P & R or the city. (Which seems to be the real
issue)
Regarding some of us not liking a party boat being close, or even
on the lake.
I believe Mr. Petty is on point, we many of us like a drink on our
boats and the lake is for all.
Seems to me, we would need to wait and see if there are such
issues or not, and complain, if necessary, to the appropriate party,
at the appropriate time.

It is VERY IMPORTANT that each of us send an email to city hall. Way
more impressive if they get inundated with emails then one with 40
signatures. Also, I agree with Tom A that a copy should be sent to the
Star News editor, this will generate some outside interest in the
underhanded process used so far.

Marina Residence Concerns about McCall City
Council approved a concession agreement for a 16-
person pedal party boat to be moored on the east
side of the Sheriff’s dock.
We, the residents of the May Hardware Marina, were
alarmed to hear that the City Council made this
decision without a public hearing. We request that the
City Council reverse this decision and find alternative,
safer locations for this operation. Following are our
concerns:
Safety & Damage
Adults, teens, and children swim and dive in
the areas surrounding the public beach, public
dock and marina docks: a party boat operating
in this small area poses an extreme danger and
a major liability to the city of McCall.
The proposed docking location of the party
boat will make it very difficult and potentially
dangerous for the marina boats parked across
from this location to safely enter and exit their
slips and the path to the open water,
particularly if party boat operators are under the
influence. The marina boats on the west side
deserve easy, safe egress from the marina
dock. The marina was there and the agreed
upon access obvious.
There will most certainly be damage to marina
resident boats from potential collisions,
vandalism, etc. Similarly, there will most
certainly be damage to our dock and facilities
from inebriated party boat patrons.
This particular location on the lake is very
constrained and used by several emergency
vehicles – the deputy patrol boat and fire boat
both need clear access to this area. This area
is also used for boats using the dump station to
our facility. Multiple departures and arrivals
from a party boat in a high traffic area such as
this will likely cause accidents.
There are several submerged pilings in that
area that can cause severe damage or sinking
if hit. Party boat operators will not know to look
for these hazards.

Who will be responsible for paying damages to
marina boats, docks, and facilities caused by
the party boat? Is the city carrying liability and
insurance given that the party boat is operating
off of a city owned dock?
Family environment
Inappropriate behavior and language is
unfortunately a byproduct of alcohol. Bear
Park and the Marina is largely used by families,
many with young children. We do not want our
families, nor any family, exposed to obnoxious
drinking behavior including language, nudity,
other drug use (marijuana), sexual conduct,
etc.
Bear park will likely become less attractive to
families and ultimately become a party site.
Exacerbate already existing issues
The marina and its residents already have
issues with people trespassing our dock,
facilities, and boats. This will become an even
bigger issue with a regular cadence of people
who are under the influence.
Lack of input from the public on this decision
Commercial operations should be limited to
commercial docks. Temporary public docking
locations are scarce to begin with. By allowing
this, the city is opening the door to additional
commercial requests at the sacrifice of the tax
payers who funded these locations
McCall’s image and the visitors it will attract
McCall has worked hard to clean up its
reputation as a party place. This decision
contradicts the work that has been done. Does
the city want McCall to become the next Lake
Havasu? Is this decision aligned with the
desired visitor profile that McCall seeks to
attract?

Dear Marina Residents,

I am sending this message today to
inform you that the McCall City Council approved
a concession agreement Thursday night for a 16-
person pedal party boat to be moored on the east
side of the Sheriff’s dock. Hours of operation –
noon until 10pm.
I was not aware that this proposal has
been in the mix for 6-8 weeks and had been
advertised in public notices. Just found out about
it Tuesday and no opportunity to comment. There
was no public hearing. We are very concerned
about the impact to you – our patrons.
If you are concerned about this use of
our public park, please let the city know ASAP. I
intend to let The City know of my displeasure over
this decision.
