HomeMy Public PortalAbout06-23-22 CouncilThe Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, June 23, 2022, remotely, via telephone call -in. Upon individual roll call, the following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz Dennis DiMascio Ajmar Johal " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Bellino. Mayor Reiman asked everyone to remember the war victims who continue to fight for freedom in the Ukraine and those suffering fiom devastating earthquakes in Afghanistan as well as those suffering from shootings around the nation. The 2022 Annual Notice was emailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and on the doors of the Memorial Municipal Building on January 11, 2022. Notice was published in The Home News Tribune and The Star Ledger on January 14, 2022. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, the minutes of June 9, 2022 and June 16, 2022 were approved as transcribed and engrossed by the Clerk. JUNE 23, 2022 COUNCIL MEETING ROLL CALL PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE APPROVAL OF MINUTES JUNE 23, 2022 (continued) The Municipal Clerk stated that Ordinance #22 -15 was introduced and ORDINANCE #22 -15 adopted on First Reading on June 9, 2022. It was duly published in the FULLY FUNDED Home News Tribune on June 13, 2022, with notice that it will be CAPITAL considered for final passage after Public Hearing to be held on June IMPROVEMENT 23, 2022 at approximately 6:00 p.m. The Ordinance was posted on the ORDINANCE bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS &C, by Councilmember Diaz and Naples and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Naples ORDINANCE #22 -15 "ORDINANCE APPROPRIATING $2,785,000 PROVIDING FOR VARIOUS CAPITAL PROJECTS FOR THE BOROUGH OF CARTERET FROM THE CAPITAL IMPROVEMENT FUND AND OTHER RESERVES AND GRANTS FOR THE COST THEREFORE" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal and Naples voted in the affirmative. Upon MMS &C, by Councilmembers Diaz and Bellino and AGENDA ITEMS unanimous affirmative vote of the full membership present, the NEW BUSINESS meeting was opened for public input on all Resolutions /Agenda items and new business. There being no comments or objections to the Resolutions /Agenda HEARING CLOSED items or new business, upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, the meeting was closed. CONSENT AGENDA Mayor Reiman asked for a motion on the Consent Agenda. Resolutions #22 7136 and #22 -143 were introduced by Mayor Reiman and referred to the Council for action. JUNE 23, 2022 (continued) RESOLUTION #22 -142 DECOTIIS, FITPATRICK, COLE & GIBLIN, VARIOUS LEGAL SERVICES RESOLUTION #22 -143 COLLIERS ENGINEERING & DESIGN, RE: FERRY TERMINAL BULKHEAD ADMINISTRATION ADOPTED Upon MMS &C, by Councilmembers Diaz and Bellino, all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal and Naples voted in the affirmative. Reports: REPORTS 1. Board of Health — May 2022 Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file. Mayor Reiman said he would be making two (2) appointments, MAYOR REIMAN Historical Committee and Library Board. He said the new CJAC Arts Director normally serves on those boards and asked for a motion to confirm the appointments. Upon MMS &C, by Councilmembers Diaz and Naples, and unanimous APPOINTING affirmative vote of the full membership present, Elham Hussain was ELHAM HUSSAIN - appointed to the Library Board and the Historical Committee.
