PUBLISHED IN PAMPHLET FORM BY THE AUTHORITY OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF PLAINFIELD, WILL AND KENDALL COUNTIES, ILLINOIS, THIS 17 TH DAY OF DECEMBER, 2013. ORDINANCE NO. 3135 AN ORDINANCE AMENDING THE SERVICE CHARGES FOR THE WATERWORKS AND SEWERAGE SYSTEM OF THE VILLAGE OF PLAINFIELD NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF PLAINFIELD, WILL AND KENDALL COUNTIES, ILLINOIS THAT CHAPTER 8, SECTION 8-51 OF THE CODE OF ORDINANCES OF THE VILLAGE OF PLAINFIELD IS HEREBY AMENDED TO READ AS FOLLOWS: Sec. 8-61. Rates; charges. There are hereby established rates or charges for the use of and service supplied by the combined waterworks and sewerage system of the village, as follows: For water usage as indicated by the water meter a. A minimum charge of five dollars and thirty-two cents ($5.32) per month for the first one hundred (100) cubic feet of water or part thereof furnished during the month. b. A rate of five dollars and thirty-two cents ($5.32) for each additional one hundred (100) cubic feet of water or part thereof in excess of one hundred (100) cubic feet of water or part thereof furnished during the month. C. For water service only furnished to customers outside the corporate limits of the village, the rate shall be two (2) times the aforesaid rates in subsection (1) for water furnished to customers inside the corporate limits of the village. (2) For sewer service furnished to customers within the coiporate limits of the village: a. Basic user rate: There shall be and there is hereby established a minimum charge and basic user rate for the use of and for services supplied by the waste water facilities of the Village of Plainfield. A minimum charge of eight dollars and eighty-five cents ($8.85) per month shall be applied to all users inside the corporate limits of the Village of Plainfield whose water consumption does not exceed three hundred (300) cubic feet per month. b. A user rate of two dollars and ninety-five cents ($2.95) per one hundred (100) cubic feet shall be applied to all users inside the corporate limits of the Village of Plainfield for water consumption in excess of three hundred (300) feet per month. C. Reserved. d. The industrial and commercial user charge shall be based upon metered water usage during each quarter. The village or user may elect, at the user's expense, to install a sampling and flow measurement facility and compute all charges based upon quality and quantity of flow. In the event that meter(s) associated with the users manufacturing processes are used in calculating water usage and/or sewerage usage, the user shall grant access to such facility and meter or meters at a time reasonable to the village or its agents and shall bear the cost of ascertaining the validity and accuracy of such meters upon demand by the village. e. Major contributing industrial users, if required by the village, shall install, operate and maintain a flow measurement and sampling facility to meet village requirements and shall pay all sewer charges based upon quality and quantity of flow from this facility. Access to such facility shall be guaranteed the village at all times for monitoring or checking purposes. In addition to those charges based upon quantity of flow, all commercial and industrial users shall pay a surcharge based upon quality of effluent discharged to the village sewer system as follows: B.O.D., nineteen cents ($0.19) per pound for that which exceeds two hundred (200) mg/l on a daily average; Suspended solids, seventeen cents ($0.17) for that which exceeds two hundred M (250) mgA on a daily average; Fats, grease and oil (hexane) solubles or equivalents, fifty cents ($0.50) per mg/I per one thousand (1,000) gallons for that which exceeds one hundred (100) mg/l. 9. For sewer service furnished outside the corporate limits of the village, all of the above charges in paragraph (2) shall be two (2) times the aforesaid rates for sewer service furnished to customers inside the corporate limits of the village. h. The village shall maintain a program of monitoring industrial and commercial effluent as it deems necessary, except that major industries shall be monitored not less than four (4) times annually and any commercial or industrial establishments with a population equivalent of one hundred (100) or more shall be monitored at least once annually. Monitoring shall consist of taking and testing "grab" or composite samples as deemed necessary by the village. If no access to the user's service line is available, the village may require the user to install a control manhole in its service line. (3) A capital improvement charge of eight dollars ($8.00) per month, per account is hereby established for the use of and service supplied by the combined water works and sewer system of the village regardless if they are inside or outside the corporate limits of the Village of Plainfield. The village will offer a ten (10) percent discount, to be applied to the total monthly water and sanitary sewer charges, for senior citizens that qualify for the "Senior Citizens Assessment Freeze Exemption" as defined by the county treasurer. This discount will apply to only one (1) residential account for a qualifying senior citizen. This Ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet form according to law. PASSED THIS 16 TH DAY OF DECEMBER, 2013.
