Acct. # NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from CME Associates for engineering services related to the Carteret Avenue Bicycle Accessibility Improvements Project at a cost not to exceed $30,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. ' 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department, the Borough Director of Engineering and CME Associates. This project will generally consist of the addition of approximately 1.25 miles of new bicycle and shared use lane mileage along Carteret Avenue between Jackson Avenue and Roosevelt Avenue (CR602). The bike lanes will be designed in accordance with the AASHTO Guide for the Development of Bicycle Facilities and the NACTO Urban Bikeway Design Guide. We are pleased to report that the Borough is the recipient of a $400,000 NJDOT FY2022 Municipal Aid Grant to fund these improvements. Special attention will be paid to the restriping of existing streets and working with the Borough to develop distinctive wayfinding signage throughout the project limits. We anticipate the existing striping on these roads will be removed by grinding and will be replaced to include a combination of treatments including a Bike Boulevard with shared bike lane "sharrows ", dedicated bike lanes, and shared lanes. Also included with this project will be raised crosswalks, appropriate bikeway signage, wayfinding signage and other associated improvements, such as bike racks. It is not anticipated that paving and concrete improvements will be included in the scope of this project. With this being said, we anticipate that the following tasks will be required: A) Design Phase Services — We will prepare a base map to be utilized during the design phase services. The base map will include Geographic Information System (GIS) mapping along with supplemental information, as necessary, to prepare construction plans. This work will also consist of the preparation of construction plans and quantities. Perform site visits and collection existing site information and assess conditions; 2. Coordinate with NJDOT Local Aid for authorization to bid; 3. Preparation of Construction Plans, including: Construction Plans It. Striping and Signage Plans Ill. Traffic Control Plans Iv. Construction Details 4. Preparation of Specifications; and 5. Prepare Construction Cost Estimate B) Bid Phase Services — Work in this phase will provide the following services to publicly bid the project in accordance with the Local Public Contracts Law: 1. Provide bid documents to prospective bidders as needed; 2. Answer prospective bidder's requests for information; 3. Provide addenda for clarification of project specifications; 4. Attend bid opening; and, 5. Analyze responsible bids and recommend contract award C) Construction Phase Services — Generally, we prefer to quote services for construction phase upon the completion of the Bid Phase as the ultimate cost for our services will depend upon a number of factors Including the final design, the contractor to whom the contract is awarded and the desired level of construction observation required. The following services will be provided under this phase: 1. Contract preparation including review of bonds, insurance certificates, and project manning reports; 2. Attend preconstruction meeting; 3. Provide assistance with interpretation of the contract documents; 4. Review shop drawings for site - related items; 5. Provide construction observation services and prepare contractor punch lists; and, 6. Should the final design and other contract factors preclude CME from being able to properly administer the project within this budget, we will inform you immediately. We will provide the necessary engineering services as described above based upon the cost breakdown as noted below: A. Design Phase Services ........ . ............................... $16,500.00 V B. It is anticipated that disturbance will not reach the threshold levels required for the obtainment of a Soil Conservation District permit. If required, a proposal for work under this phase will be submitted under separate cover. - Field survey has been excluded from this proposal. GIS aerials will be utilized to prepare base mapping. - It is anticipated that the project will involve only striping and signage improvements. Handicap ramps, traffic signal upgrades, and intersection realignment have been excluded from this proposal. - Changes to the project that are outside of the original project limits or scope of work will be considered extra and are not included in this proposal. Should the Borough wish to add to or change the scope of the project, we will request authorization in writing based upon a mutually agreed upon price for said extra work. The above fee estimate is based on information provided to us by the Borough. Should the scope of the project change requiring additional professional fees, we will detail same in writing and seek authorization prior to proceeding.
