'r A special meeting of Council was held today at 6:00 P.M., in the Council room, and was attended by Mayor Jones, who presided, and Councilmen Walsh, Young, Lovell, Leopold and Biotin, Town Attorney Dutton, G. R. Vinson, John Daniels, and represenatives of the Several parties submitting bids.on the Sewerage System. The meeting was called for the purpose of: 1 Receiving sealed bids on the Sewerage Project. 2 Discussing Tap.and Service Connection charge to property owner. Change meeting.date of Council. Hire full time.assistant in office, of Clerk of Council. 5) Increase salaries of several of the Towns Officers. 6) Receive report.on the matter of the Tybrisa encroachment, in connection with the leasing of Tybrisa Pavillion. (7) Discussing the.collection of 1943 licenses. (8) Pass ordinance.regulating dancing in bathing suits in any public dance hall. Bids were received as follows: John Monaghan Co. Inc., Pelham,Gn. Espy Paving & Constr. Co., Savannah, Ga. S.P. Alexander & Associates, Thomasville, Ga. J. G. Attaway Co., Statesboro, Ga. $120,729.75 102,091.66 105,669.20 78,491.75 Mr. Daniels ot,thei FWAtstated: the.t'°the successful bidder would not be announced until all the bids had been tabulated and checked and appro- ved by the Atlanta Office of the FWA. The J. G. Attaway Co. was apparant- ly the low-- bidder, and the Espy Co., second low. The representatives of the several bidders were thanked for the interest and informed that the successful bidder would be notified when the FWA had completed its checking of the bids. The matter of the Tap and Service connection charge to property owners was submitted by the Sewer Committee but it was decided to post -pone action at this time. Councilman Slotin moved that the regular meetings of Council be changed to 8:30 P. M. on the first Thursday of each month Councilman Leopold seconded and the motion passed. The Mayor informed Council that with the additional duties entailing the handling of funds for the Sewerage Project plus the extra work required in connection with the TapAng and Service Charges to property owners, cit ,wculd-ibe necessary for the Clerk to have a full time assistant in his office. Councilman Slotin moved that the Town employ,,: an assistant in the Clerks office on a full time basis, at the present salary paid now, Councilman Young seconded and.the motion passed. Councilman Young moved that the Salary of Henry M. Buckley Clerk of Council and Ex- officio Trregsurer be increased $25-.00: per month, in addition to his present: salary;, effective June 1st, 1943, Councilman Slotin seconded and the motion'passed. Councilman Lovell moved that the fee paid to Town Attorney Edward A. Dutton be increased to $500.00 per annum payable monthly, 1 263 effective June 1, 1943 and also the salary of Recorder be increased to $500.00 per annum effective June 1, 194+3, Councilman Young seconded and the motion passed. The Mayor informed Council that relative to the matter of the Tybrisa encroachment they submitted a counter offer of $3000.00 cash and the Town to have the use of Tybrisa Pavillion for three years, the Town to maintain the property in first class condition, no taxes are to be levied on.the Pavillion properties used by the Town for the duration of the lease, the Town to pay half. the insurance cost. It was the opinion of Council that this offer was not acceptable. As a number of the business places on the Island have not paid their 1943 licenses Council decided that they be given through Tuesday June Sth 1943 to pay up or else docket cases will be made against them -. The Chief of Police was instructed to notify them of this. Councilman Slotin moved that the following ordinance be adopted,Councilm € n Young seconded and the motion passed. AN ORDINANCE 4° AN ORDINANCE TO REGULATE DANCING IN ANY PUBLIC PLACE OR. BUSSINESS WHERE AN ORCHESTRA IS EMPLOYED OR A MECHANICAL VICTROLA IS USED WITHIN THE CORPORATE LIMITS OF THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND; TO FIX THE PENALTY FOR THE VIOLATION; AND FOR OTHER PURPOSES. SECTION 1. Be it ordained by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in Council assembled, and it is hereby. ordained by the authority aforesaid that it shall be unlawful for any person to dance in a bathing suit in any public dance hall where an orchestra is employed or a mechanical victrola is used. SECTION 2. It shall be unlawful for the owner and /or operator of said public dance hall to permit any person to dance in a bathing Suit in said place of business. SECTION 3. Any person, firm or corporation violating any of the provisions-of this ordinance shall, upon conviction in the Recorder's Court of said municipality, be subject to be fined in a sum not to exceed One Hundred Dollars 0100.00) or imprisoned for a period of time not to exceed thirty (30) days, neither or both or any portion of either of both, in the discretion of•the court. SECTION 4. All ordinances or parts of ordinances conflicting with the provisions of this Ordinance be and the same are hereby repealed., 'There being no further business Council adjourned subject to the call of the Mayor.
