A RESOLUTION OF THE CITY OF RICHLAND HILLS, TEXAS,
APPROVING THE SELECTION OF BYRNE CONSTRUCTION
SERVICES AS THE CONSTRUCTION MANAGER-AT-RISK FOR THE
CONSTRUCTION OF A MULTI-PURPOSE ACTIVITIES CENTER,
AUTHORIZING THE CITY MANAGER TO TAKE ALL NECESSARY
ACTION, AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council desires to construct amulti-purpose activities center for
the health, safety, and welfare of the citizens of the City of Richland Hills, Texas; and
WHEREAS, the City Council previously approved the use of the construction manager-
at-risk delivery method for the construction of the multi-purpose activities center as provided by
Chapter 2269, Texas Government Code; and
WHEREAS, the City Council finds that the proposal submitted by Byrne Construction
Services offers the best value for the City based on the published selection criteria and the
ranking evaluation provided in the City's request for proposals; and
WHEREAS, this project shall be financed in whole or in part by the issuance of public
securities supported by ad valorem taxes; and
WHEREAS, pursuant to Texas Government Code Sec. 2269.053, the City Council
previously delegated its authority under Chapter 2269 to the City Manager and authorized the
City Manager to act as its designated representative for all purposes related to this project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF RICHLAND HILLS, TEXAS, THAT:
SECTION 1.
The City Council hereby approves the selection of Byrne Construction Services as the
construction manager-at-risk (CMAR) for the construction of amulti-purpose activities center in
the City of Richland Hills, Texas, and finds that the CMAR's proposal offers the best value for
the City based on the published selection criteria and the ranking evaluation provided in the
City's request for proposals.
SECTION 2.
The City Council hereby authorizes the City Manager to negotiate and execute all
documents necessary to accomplish the purposes and actions provided herein.
SECTION 3.
This Resolution shall be effective upon its adoption.
