HomeMy Public PortalAbout07-07-22 AgendaJULY 7, 2022 The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING Carteret, preceding the Regular Meeting July 21, 2022, was held Thursday, July 7, 2022, at approximately 6:00 p.m. remotely, via telephone call -in. The following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz Dennis DiMascio Ajmar Johal " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. PRAYER, PLEDGE The meeting was opened with a moment of silent prayer and the OF ALLEGIANCE Pledge of Allegiance led by Councilmember Bellino. The 2022 Annual Notice was emailed to The Home News Tribune, STATEMENT OF The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE the Memorial Municipal Building on January 11, 2022. Notice was published in The Home News Tribune and The Star Ledger on January 14, 2022. All items being voted on tonight were posted on the Borough's website, www.aartercuiet prior to tonight's meeting. Upon MMS &C, by Councilmembers Bellino and Diaz and unanimous APPROVAL affirmative vote of the full membership present, the minutes of June OF MINUTES 23, 2022 were approved as transcribed and engrossed by the Clerk. A copy of each Resolution was posted on the Borough's website for PUBLIC PORTION public review prior to the meeting in accordance with the Rules of RESOLUTIONS/ Council. Upon MMS &C, by Councilmembers Diaz and Bellino and AGENDA ITEMS unanimous affirmative vote of the full membership present, the & NEW BUSINESS meeting was opened for public input on all Resolutions /Agenda items and new business. JULY 7, 2022 (Continued) HEARING CLOSED There being no comments or objections to the Resolutions /Agenda items or new business, upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, the meeting was closed. COUNCILMEMBER Councilmember Diaz asked if Resolution 0-2 was with regard to the DIAZ COVID test kits. Mayor Reiman said the Borough received the COVID test kits last week and were distributed at the Independence Day Festival and will be given out at the Latin and Ethnic Day Festivals. He said the kits had to get in by July 1"; the cost was reimbursed 100% through FEMA. CONSENT AGENDA Mayor Reiman asked for a motion on the Consent Agenda. Resolutions #22 -144 through #22 -153 were introduced by Mayor Reiman and referred to the Council for action. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal and Naples voted in the affirmative. Mayor Reiman said he wanted to amend the Agenda to include an Ordinance to acquire Block 6906, Lot 8, 65 Carteret Avenue, he said it was a last minute addition. He said it is a home on the corner of Carteret and Pershing adjacent to the Blazing Star Arts Center. He said we would be acquiring the property to utilize the backyard as part of the arts center offices, the Central Jersey Arts Council will begin acquisition and asked for a Motion to Amend the Agenda. JULY 7, 2022 (continued) Upon MMS &C, by Councilmembers Diaz and Naples and unanimous AGENDA AMENDED affirmative vote of the full membership present, the Agenda was amended to include Ordinance #22 -16, Acquisition of Block 6906, Lot 8. ORDINANCE #22 -16 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing, upon MMS &C, by Councilmembers Diaz and Bellino. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal and Naples voted in the affirmative. ORDINANCE #22 -16 ORDINANCE #22 -16 ACQUISTION "AN ORDINANCE TO AUTHORIZE THE ACQUISITION ORDINANCE OF CERTAIN REAL PROPERTY WITHIN THE BLOCK 6906, LT. 8 BOROUGH OF CARTERET" Upon MMS &C, by Councilmembers Diaz and Naples, all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal and Naples voted in the affirmative. Reports: REPORTS 1. Clerk's Office — June 2022 Upon MMS &C, by Councilmembers Bellino and Diaz and unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file. There being no further comments or discussion, upon MMS &C, by ADJOURNED Councilmembers Diaz and Naples and unanimous affirmative vote of the full membership present, the meeting was adjourned at approximately 6:04 p.m.
