HomeMy Public PortalAbout2013-10-10 HPC Minutes Village of Plainfield Special Meeting of the Historic Preservation Commission Record of Minutes Date: October 10 , 2013 Location: Village Hall CALL TO ORDER, ROLL CALL , PLEDGE Chairman Bortel called the meeting to order at 7:0 3 p.m. Roll ca ll was taken; Commissioners Kachel, Schmidt , Olsen, Derrick , Hendricksen, Hagen , and Chairman Bortel were present. Commissioners Rapp and Buchannan w ere absent. Michael Garrigan, Village Planner and Merrilee Trotz, Recording Secretary w ere present. Chai rman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Hendricksen made a motion approving the agenda. Commissioner Olsen seconded the motion. Voice vote . All in favor. 0 opposed. Motion carried APPROVAL OF MINUTES: Commissioner Hendricksen made moti on to approve the minutes from August 22 , 2013 . Commissioner Kachel seconded the motion. Voice vote - All in favor. 0 opposed . Motion carried. CHAIR’S COMM ENTS: Chairman Bortel mentioned Commissioner Hendricksen presented a p laque to the Mayor and the Village from the American Planning Association on the “Vision on Division”; mentioned a demolition application was once applied for regarding the property known as 15205 S Route 59, this demolition was not successful and recently a BT zoning was approved for a new business, Plainfield Florist, at 15205 S Route 59. COMMISSIONERS COMMENTS: Commissioner Hendricksen stated the plaque was from the American Planning Association, the Village and Civic Artworks were both cited for the ir public outreach and crowd sourcing for the successful and creative way Vision on Division was completed. Commissioner Kachel thanked the staff for their work on Vision on Division. PUBLIC COMMENT: (Items not on the Agenda) No one approached the micro phone. STAFF REPORT: Mr. Garrigan indicated there have been no new landmark applications ; there have been no new demolition applications or permits received; the demolition permit is being issued for the barn on Essington Road; the watch list remains the same; 24108 W. Lockport is being renovated; suggested once there is rehab or restoration for a property on the watch list then that property could be removed from the watch list. Mr. Garrigan mentioned he met with the owner of the streetcar barn; there a re Historic Preservation Commission Minutes October 10 , 2013 Page 2 of 3 preliminary discussions to schedule a meeting with the applicant, his architect and the Village’s building department for a walk -through maybe next week to make a determination on the current condition of the building; there are concerns of code violati ons from the Fire Department ; there is currently no pending development for the streetcar barn. A special meeting can be scheduled for the date and time of the meeting. The work on 24215 W Lockport Street is underway. OLD BUSINESS None NEW BUSINESS Co mmissioner Olsen recused herself. Case No . 1630 -080113.HPC/Landmark Ingersoll House – 24010 W Commercial Street Commissioner Kachel made a motion to open the public hearing. Commissioner Hendricksen seconded the motion. Vote by roll call: Hagen, yes; D errick, yes; Schmidt, yes; Hendricksen, yes; Kachel, yes; Bortel, yes. Motion carried 6 -0 Mr. Garrigan stated this is a public hearing being heard pursuant to public notice being published and in ac cordance with all state statute and applicable local o rdinances. Th e applicant is requesting landmark designation for the property at 24010 W Commercial Street which is currently zoned R -1, Low Density Single Family Residential; this property is located west of Route 59 adjacent to the Pioneer House which wa s previously landmarked. This property was the home of Chester Ingersoll and was constructed circa 1834 ; this property is an excellent example of early Upright and Wing that incorporates Greek Revival elements. The wood was probably milled from the James Walker mill. Mr. Garrigan described the history of the property; and the significance of the Ingersoll plat . The period of significance is from 1833 through 1963. The house was identified in the 2006 Historic Urban Survey as a contributing structure, the property was not identified for a landmark based on the fact that it had synthetic siding; this siding has since been removed when the house was relocated to its present location in 2011. Mr. Garrigan reviewed the findings of fact. Many of the origi nal windows remain ; the eave details are largely intact ; m ost of the original architectural details remain ; and the exterior has been largely unaltered in more than 175 years. Based on the information available prior to the public hearing, staff believes the subject property qualifies for designation under the aforesaid mentioned criteria. Chairman Bortel stated Commercial Street was not part of the original plat of Plainfield; Mr. Ingersoll built 2 houses on Commercial Street and sold the p arcels along Ottawa, Chicago and Lockport Streets north of his property . The applicant proposes to landmark this property in order to take advantage of the tax freeze on the property. A representative from IHPA looked at the house, the plans, and viewed the condition of the house. The house will be restored using the Secretary of Interior Standards to meet the qualification for the property tax freeze. Chairman Bortel swore in Debra Olsen, 14931 S . Bartlett Avenue, owner. Mrs. Olsen indicated she has an interested buyer; has plans for the addition to the rear that will not be visible from the street ; and intends to meet the Secretary of Interior Standards to receive the tax freeze. The Commissioner agreed this documentation was a good idea; the time frame was discussed ; whether it was eligible solely for the architecture. Mr. Bortel said it was history also because Mr. Ingersoll sold the property to his son in law before he moved to California in 1847; Mr. Ingersoll owned the parcel from 1833 – 1847; sold the property to his son -in -law who sold to Schreffler in 1850; then Schreffler took Ingersoll plat and made it Schreffler’s addition. There was discussion r egarding the period of significance and it was determined the period of significance would be narrowed before the landmark plaque was ordered. There was some discussion regarding the alley. Commissioner Kachel made a motion to close the public hearing . Commissioner Derrick seconded the motion. Vote by roll call: Hendricksen, yes; Hagen, yes; Schmidt, yes; Derrick, yes; Kachel, yes; Bortel, yes. Motion carried 6 -0 Commissioner Hendricksen made a motion to recommend approval of 24010 W Commercial Street as a historic landmark based on the criteria outlined in the staff report. Commissioner Schmidt seconded the motion. Vote by roll call: Hagen, yes; Derrick, yes; Kachel , yes; Schmidt, yes; Hendricksen, yes; Bortel, yes. Motion carried 6 -0. CO MMITTEE REPORTS : DISCUSSION: Commissioner s Hendricksen and Kachel suggested the Village place a time certain for a demolition to take place. ADJOURN: Commissioner Derrick made a motion to adjourn. Commissioner Kachel seconded the motion.
