Mr. D. J. Sheehan partitioned for a refund of *5.00 covering a building-permit Which he took out several years ago to erect a structure on Lot #35-a Ward 6, this work never having been started, Councilman Slotin moved that it be refunded, Councilman Walsh seconded and the motion passed. There being no further business Council adjourned subject to the ball of the Meyer. Savannah Beach, Tybee Island, Ga., July 6, 1943. The regular meeting_ ©f Council was held today at g 430 P.M. and was attended by Mayor Jones, who presided, and Counoilmen Walsh, Young,. Henry, Biotin and Town Attorney Dutton. The minutes of the meetings of May 31st and June 8th were read and approved. Mayor ;ioneiinformed Council that it is expected that the Treatment Plant would be ready for Fort Soreven to tie into about the latter part of this''month. He, also, informed Council that he was again contacted by Mr. E. H. Abrahams in connection with repairing the groins in front of his property. It was the senee Of Council that with conditions as they are it will be impossible to repair these__groins at this time, but. an effort would be Made to correct the bad condition existing. The Mayor informed'Councii that la ia:necessary to change the oost of the Sewerage System from .176 800..00 to.00ver some un- finished business and also, that the $5,400.00 included in this as a government field expense, had been eliminated making the new total $171,g00.00,_ as shown in the New Grant Offer F.W.A. dated June 26, 1943, &he stated he would entertain a motion for the adoption of the esoltition of this New Grant Offer,. Councilman Biotin moved that the motion be adopted, Councilman Young seoonded and the motion passed. RESOLUTION WHEREAS, there has been filed with the Federal Works agency for and in behalf of the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, herein called the owner, 1 269. an application for federal assistance under the Defense Public Works Program, the United tates of Amerioa, acting by and through the Federal Works Administrator, has transmitted to the owner an offer of federal assistance in connection with the public works referred to in -:mid application and described in said offer; and WHEREAS, said offer has been duly read in open meeting of Council and has been fully considered in every respect in accord- ance with the pertinent rules of procedure and legal requirements; and WHEREAS, said offer has been made a part of the public records of the owner; and WHEREAS, it is deemed advisable and in the public interest that the said offer be accepted; NOW, THErREFOAE,, HE IT RESOLVED by the Mayor and Councilmen of the Town of "`Savannah Beach, Tybee Island, Georgia, 'in Council assembled,and it is hereby resolved by the authority of the same that the said offer of the United States of America, a true and correct copy of which is hereto attached, be and the same is hereby accepted without reservation or qualification. In connection with the completion of the Treatment Plant it was necessary that a change order be submitted by the Attarry Const. Company amounting to 37,331.50 whereupon Gouhoilman1Coung moved that the following resolution be adopted, Councilman Henry seconded and the motion passed.' RESOLUTION WHEREAS, the Engineer's Office has requested an application. for a change order submitted by the Attaway Construction Company for the completion of the treatment plant in connection with the Sanitary Sewerage Project No. Ga. 9 -244 (NF); and WHEREAS, in order for the treatment plant to be completed, it is necessary that the mayor and Councilmen of the Town of Savannah Beach, Tybee Island, request a change order; NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, that the Mayor be and he is hereby authorized to request a change order in the Sanitary Sewerage Project from the Federal Works Agency in compliance with the change order submitted by the Attaway Construction Company for completing the treatment plant. (SEAL) blerk of Council 270 _.. Councilman Walsh moved that the Mayor be authorized and empowered to negotiate a contract with the J. G. Attaway Constr. Company to lay laterals from the sewer mains to the private property lines and that the following resolution be adopted, Councilman Henry seconded and the motion passed. RESOLUTION WHEREAS, the Mayor and Councilmen of th,Town of Savannah Beach, Tybee Island, Georgia, on the eth day of July, 1943, accepted an offer from the Federal Works Agency on and in behalf of the municipality offered for Federal assistance in oonneotion with Public Works referred to in said offer and known as Savannah Beach Sewer Project No. Georgia 9 -244 (NF), and WHEREAS, under the terms of said offer the private property owners of said Municipality were required to have laterals laid from the sewer main line to the individual private property line, and WHEREAS, the cost for the laying of these laterals was not included in the offer of the Federal Works Agency, and WHEREAS, it is the individual private property owner's responsibility to pay the cost for laying of the said laterals from the sewer main line to their individual property line. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled, that the Mayor be and he is hereby authorized and empowered to negotiate a contract with the J. G. Attaway Construction Company to lay laterals from the sewer Chain to the private property line. CONTRACT This oontraot made this 19th day of July 1943, by and between J. G. Attaway Construction Company, of Statesboro, Georgia, here- inafter called t%eContraetor, and the Town of Savannah Beach, Georgia, hereinafter called the Owner. WITNESSETH: That the Contraotor and Owner, for the hereinafter named considerations, do agree as follows: The Contractor shall furnish all labor, tools and equipment, supervision, and shall perform the work of installing some 600 house connections, which includes some 18,000 lineal feet of 6" sewer pipe running from the new Ede sewer mains to the individual property lines. This work shall be done in accordance with the specifications of the contract known as Ga. 9 -244 NF, which the Contraotor and Owner have already executed. The Owner shall furnish all materials delivered to the site of the work at no expense to the Contractor. The Contraotor shall commence work, under this contract, immediately after the signing of this contract and shall complete said work within 150 days from beginning. The Owner shall pgy to the Contractor for the performance of this contract, in current funds, monthly as the work progresses, 1 the sum of .65$4 per .lineal foot of sewer in place, less 10% retained until completion. Final payment on account of this contract shall be made to the Contractor within 30 days after final completion and accept- ance by the Owner of the work''covered by this contract. Before final payment is made the 'ontraetor shall submit evidence to the Owner that all payrolls, and other indebtedness for which he is liable, connected with this work, have been paid. Councilman Walsh moved that the.oharge for auditing the Towns books for the fiscal year ending April 30, 1943 submitted by the Auditors, George H. Miller Co. of $250.00 be paid,- Council- man Henry seconded and the motion passed. Mayor Jones appointed the following committee consisting of Councilmen Slotin, Young and himself to meet with the Clerk, with the view toward getting the house numbering completed. The Mayor informed Council. that garbage disposal was un- satisfactory and still° a problem and that a closed container to hold garbage would be one of the main solutions, but that with conditions as they are it is almost impossible to obtain the proper type. Councilman Slotin stated that he would take the matter up with Mr. Chevington in an effort to get some garbage cans to be disposed of through the retail stores on the island. Councilman Henry moved that the Salary of Pat Mock, driver of the garbage trunk be raised to $90.00 per month effective July lst, Councilman Walsh seconded and the motion passed. The Mayor informed 0ouncil that he had received a report from Dr. C. C. Hedges relative to the Clinic conducted on the island each Monday at the Town Hall and it showed that they are doing an excellent job, examining food handlers, giving Wasserman tests etc. Councilman Slotin stated to Council that he had been informed that a special bus is being operated by the Atlantic Stages haul- ing a very small amount of summer residents to the city exclusive of the General Public and that he fa3.t_:that this was very unfair, 271 272 after discussion it was decided that the Mayor will handle the matter with Mr. J. A. Booker with the view to correcting this. Mr. Dutton stated that he had recently given a dinner for the Military Police who had been assisting the Police Dept., at Hotel Tybee and requested that he be reimbursed for this expende- ture,after;:eome dieoneeion Council deoideduVhe expendeture- :was no P authorized,dnd the town was not liable for the expense incurred. J. G. Attaway Company offered to sell to the Town a small road grader and Council authorized Councilman Young to negotiate with the Attaway Co. Councilman Biotin moved that Councilman Young be authorized and empowered to sell one old Dodge truck, one old Chevrolet truck and one old Q.M.C. truck for the best interest of the Town, Councilman Henry seconded and the Motion passed. The Mayor informed Council that in connection with the en -. croachment by the Tybrisa Company on lots 91 -92 -93 Ward 4, that the matter is still being handled. Councilman Walsh moved that effective July lst, each Council- man who attended .a regular meeting of - Council..be paid $10.00 per . regular meeting attended, Councilman Young seconded and the motion passed. The J. 0. Blair Co petitioned that their Plumbing License be transferred to the Savannah Beach Plumbing Co, for the ensuing year, Councilman Young moved that it be granted, Council- man Walsh seconded and the motion passed. Councilman Biotin moved that bills covering materials purchased for the month of June amounting to 1654.3g be paid, Councilman Walsh seconded and the Motion passed. Counoilman'Henry moved that the following ordinance creating Boulevard Stops ..lie adapted, Councilman Young seconded and the motion passed. ORDINANCE AN ORDINANCE TO NAME AND DESIGNATE CERTAIN STREETS IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, AS BOULEVARDS AND /OR STOP STREETS; TO PROVIDE THE PENALTY FOR THE VIOLATION THEREOF;' AND FOR OTHER PURPOSES. SECTION 1. Be it enacted by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled, and it is hereby enacted by the authority aforesaid, that it shall be unlawful for any person, firm or corporation to operate or drive any vehicle of any kind across or enter into Butler Avenue, which is hereby designated as a boulevard, in the Town of Savannah Beach, Tybee Island, without first coming to a complete stop, except at such corners where there shall be on duty and acting as traffio officer a Town Policeman, and the said policeman shall have the right to allow the crossing of said street or the entering of said street any vehicle without making the same come to a complete stop. SECTION 2. Be it further enacted by the authority aforesaid that it shall be unlawful for any person, firm or corporation to operate or drive any vehiole of any kind_ across or enter into Third Avenue, which shall be known as a boulevard and/or stop street in the Town of Savannah Beach, Tybee Island, without first coming to a complete stop, except at such corners where there shall be on duty and acting as traffio officer a Town Policeman, and-the said policeman shall have the right to allow the crossing of said street or the entering of said street any vehicle without making the same oome to a complete stop. SECTION 3. Be it further enacted by the authority afore said that Butler Avenue and Third Avenue shall be known as boulevards and/or stop streets in the Town of Savannah Beach, Tybee Island, to all traffic entering into or crossing said streets, .SECTION 4.. Any person firm or corporation violating any of the provisions of this ordinance shall, upon co'nvio- tion in the Recorder's Court of the Town of Savannah Beach, Tybee Island, be fined in a sum not to exceed One Hundred Dollars ($100.00) or imprisoned for a period of time not to exceed thirty (30) days either or both, or any portion of either or both in the diso.retion of the Court. SECTION 5. All ordinanoes or parts of ordinanoes con- flicting with the provisions of this ordinance be and the same are hereby repealed. There being no further business, Council adjourned, subject to the call of the Mayor. 273 Savannah Beach, Tybee Island, Ga. August 5, 1943. The regular meeting of Oounoil was held tonight at 6:30 P.M. in the Council room and was attended by. Mayor Jones, who presided, and Councilmen Walsh, Young, Henry, Siotin, Lovell, Leopold, Town Attorney Dutton and Mr. G. R. Vinson. The minutes of the meeting of July 6th were read and approved. Mr. Vinson was asked what would be the cost to repair the Groins, Bulkhead eto. at Tilton Street, he stated he had made a list of materiel needed, that the approximate cost of material to repair each in, except the Tilton Street groin would be between $500.00 and 700.00, this not including labor, he stated oost of material for repairing Tilton street groin will be about $ 3ao° this not to include labor costa, the mayor informed Council that the Town could get the benefit of this work, now, without cost, but the work must be done now, while the labor oan be utilized,
