A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RICHLAND HILLS, TEXAS ADOPTING A
FEE STRUCTURE FOR MEMBERSHIP AND RENTAL
ACTIVITIES AT THE LINK.
WHEREAS, the City of Richland Hills has a goal of meeting recreation and rental needs for
the community at the Link -Event and Recreation Center; and
WHEREAS, the mission of the Link is to bring the community together and promote an
evolved level in quality of life with programs in education, fitness, recreation, the arts and sports. Its
events and facilities will offer residents, businesses and visitors opportunities that are balanced in high
quality service and experience; and
WHEREAS, the vision of the Link is to be an avenue for improved quality of life that fosters
a sense of community. It will be a regional hub for recreational programming and hosting events that
will be a benchmark for others to model; and
WHEREAS, the Link is scheduled to open in April 2017 with pre-sales beginning January
2017; and
WHEREAS, the City Council has a goal of recovering 75% of the operating costs of the Link
by establishing user fees at the facility; and
WHEREAS, the City Council recognizes that the first two years of operation at the Link will
require more flexibility in operating expenses and revenues; and
WHEREAS, the rates provided herein as exhibits `A' and `B' are established as the base rates
for operating purposes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF RICHLAND HILLS, TEXAS:
Section 1: Approval of Link Membership and Rental Rates. The City Council hereby approves the
base rates established in exhibit `A' for membership rates at the Link and the base rates established in
exhibit `B' for rental rates at the Link.
Section 2: Special Promotional Rates. The City Council authorizes the Link Manager to set
promotional and special-event rates and offer discounts with approval of the City Manager.
Section 3: Effective Date: This resolution shall be in full force and effect from and after its
passage and it is so resolved.
