A RESOLUTION OF THE RICHLAND HILLS CITY
COUNCIL FOR THE CERTIFICATION OF LOCAL MATCH
AND FUNDING COMMITMENT
WHEREAS, the City of Richland Hills has a goal of meeting the transportation and
recreation needs for the community; and
WHEREAS, the mission of the City is to bring the community together and promote an
exceptional level in quality of life through parks, trails, fitness, recreation, the arts and sports; and
WHEREAS, the vision of an off-road hike & bike trail provides an avenue for improved
quality of life that fosters a sense of community. The proposed trail will create a seamless north-south
active transportation connection from the northern border of Richland Hills to the Trinity Railway
Express (TRE) Richland Hills station. This connection will include ashared-use path within a utility
easement, on-street bikeway infrastructure, enhanced intersection crossings, and widened sidewalks. If
the project is constructed, the rail station would be accessible by cyclists and pedestrians, providing
residents of Richland Hills with additional transportation choices for their daily commutes; and
WHEREAS, the City Council understands the local match for this project and commits to
fund a minimum local cash match of 20% of the total project cost in addition to cost overruns; and
WHEREAS, the City of Richland Hills will serve as the public sponsor and lead project
contact on this project. The City of Richland Hills agrees to designate a single point of contact for the
project; and
WHEREAS, the City of Richland Hills confirms that the City, not the Regional
Transportation Council, will be responsible for any cost overruns; and
WHEREAS, the City of Richland Hills understands and acknowledges that all awarded
funding is provided on a reimbursement basis; and
WHEREAS, the City of Richland Hills confirms the project timeline is realistic and commits
that if the project is selected for funding, an agreement will be executed within one year of selection
and the project will advance to construction within three years from the date of selection.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RICHLAND HILLS,
TEXAS DOES HEREBY RESOLVE AS FOLLOWS:
The City of Richland Hills does hereby formally authorize to sign this Resolution to provide for the
Certification of Local Match and Funding Commitment for the 2017 Transportation Alternatives Set-
Aside Program Call for Projects for the purpose of designing and constructing a hike and bike trail in
Richland Hills.
