HomeMy Public PortalAboutOrd. 22-18C1�rDirt��ce No. #22 -18 of lht 19 orough of dartatf, Councilman Presents the following Ordinance Seconded by Councilman AN ORDINANCE CREATING GUIDELINES FOR IMPLEMENTATION OF COLLEGE INCENTIVE PROGRAM FOR MANAGERIAL AND NON -UNION EMPLOYEES BE IT ORDAINED by the Mayor and Council of the Borough of Carteret as follows: Section 1. In order to retain and recruit qualified, competent and educated personnel, the Borough has decided to provide for a one time incentive payment for employees who attain college degrees that are related to job duties and responsibilities of the title of the employee as well as to provide like recognition for current employees who already possess relevant college degrees under specified conditions, all of which payments are subject to approval by Management; The Borough has determined that the terms for implementation of this program are set forth as follows: Management, Supervisory, Non Aligned employees or others who do not fall under a Collective Bargaining Agreement offer college reimbursement. 1) Employees hired on or after Ul /2017 (new lures subsequently referred to Al employees) who possess a college degree at the time of hire that Management determines receive the appropriate college compensation unless the College Degree was a requirement of hire for the job as is reflected in the salary structure for that job. (PE, PP, CME, ESQ., CFO, P.A., CMA) Example: Would not reimburse a public works employee or clerk for a Criminal Justice Degree or Police Officer/FT for Culinary Arts Degree. 2) Current employees lured prior to 1/1/2017 who possess a college degree (subsequently referred to as B employees) may petition Management for a determination as to whether or not they will receive an appropriate college compensation payment with approval or denial of such petition to be granted on a case by case basis with criteria for determination that includes, but is not limited to, relevance of degree to current job duties and responsibilities; incentive payments made to petitioner in recognition of performance and college degree; non - payment of incentives to petitioner with college degree due to under performance; and significant salary inequity created by implementation of the college incentive program. Payment for such college degree will be effective the first of the month following approval my Management. 3) All college degrees attained from 1/1/2017 must receive prior approval by Management and payment of the appropriate college compensation will be effective upon the date of successful completion of the approved degree program. 4) College Compensation will be a one -time pensionable addition to the base salary of the employee detailed as follows: a) Two (2) year Associates Degree with courses related to the job duties and responsibilities of the title as determined by the Education Review Committee - $1000. b) Four (4) Year College Degree with courses related to the job duties and responsibilities of the title as'deternined by the Education Review Committee - $1500. #22 -18 NO. - PAGE 2 of 12 c) Master's Degree with courses related to the job duties and responsibilities of the title as determined by the Education Review Conrrniltee - $2500. d) College Compensation is not cumulative. Thus an employee who receives $1000 for an AA Degree and subsequently receives a 4 year college degree will receive an additional $500 (not $3500) for a total of $1500. Section 2. All ordinances or parts thereof inconsistent with the provision of this ordinance are hereby repealed limited to the extent of any such inconsistency. Section 3. If any section, paragraph, sub - division, clause or provision of this ordinance is adjudged invalid,.sueh adjudication shall apply only to the section, paragraph, sub - division, clause or provision so adjudged and the remainder of this ordinance shall be deemed valid and effective.
