The regular meeting of Council was held tonight at 8:30 P.M. and was attended by Mayor Jones who presided, Councilmen Walsh, Henry, Young, Lovell,Siotin, Leopold and Town Attorney Dutton. The minutes of the meeting of August 5th and the recessed meeting of August 12th were read and approved. The Mayor informed Council that the Board of Education had requested the use of the Court room and Auditorium for use as class rooms to take care of the excess of pupils for the 1943 Fall Term. He had given them permission to use these rooms. The Mayor informed Council that the authorities at Fort Sereven had a medium type T'aok- tractor and excavator that was to be sold as salvage and he had had this equipment purchased for the Town for *175.00, it will cost an estimated additional 1 $75.00 to put this equipment in good running order, he requested Council to authorize this transaction. Councilman Walsh moved that the Mayor actions be authorized, Councilman Slotin seconded and the motion passed. The Mayor informed Council that G. R. Vinson, Town Engineer had submitted bills for engineering services rendered for various jobs done by him for the Town amounting to about *1200.00, and asked what action Council wanted to take, after some discussion afeeof Councilman Lovell moved that Vinson be paid/$200.00 per month retroactive to March 1, 1943 which would total $1200.00 for all services rendered to August 31, 1943, and that he be paid1$200.00 per month effective September 1, 1943, on a month to month basis, Councilman Young seconded and the motion passed. 1 28 284 Councilman Slotin moved that the notes in the Banks, $3500.00 in the Citizens Bank & Trust Co. and $3500.00 in the Savannah Bank and Trust Company, be paid, Councilman Young seconded and the motion passed. Councilman Slotin moved that bills for General Government for the month of August amounting to $752.59 , and that bills for the Sewerage account for the month of August amounting to $751.37, be paid, Councilman Walsh seconded and the motion passed, Lt. Col. Freeman of the U. S. Marines, Paris Island, offered to send three Military Police to be on the Island during the Labor Day week -end if the Town would take care of them, Council- man Leopold moved that the offer be accepted, Councilman Walsh seconded and the motion passed. Fire Chief Young requested 300 ft. of 2 *" Double Jacket Fire hose for the Fire Department, Councilman Lovell moved that the purchase be authorized, Councilman Walsh seconded and the motion passed. Councilman Young informed Council that the Police Department is using to much gasoline, and that he had instructed Mr. Wall to request the Chief to have the Police Car and Motorcycle at the Lot every Tuesday so that they could be serviced, but that this had not been done by the Police Department, the Public Works Department will not be responsible if these vehicles are not brought in for servicing, he, also, stated that one man should be responsible and have the keys to the gasoline storage tank. Councilman Lovell moved that two Fluorescent Lamps be purchased for use in the Clerk's office, Councilman Leopold seconded and the motion passed. A letter was read from Capt. Frank W. Spencer protesting against one of the Town's policemen ordering a negro off of the sidewalk on the Strand, the letter was referred to the Town Attorney for answering. The.Mayor informed Council that he had filed application with the Federal Works Agency in Atlanta, for the following post war Projects 1. Incinerator forldisposal of garbage 15,000,00 2. Storm sewerage by use of pre -cast concrete form lining for bottom of ditches -in order to hold grade in sandy soil. 36,000.00 Development of public park 25,000.00 Maoadam street paving and concrete sidewalk with curb and gutter 288,000.00 5, 1000 feet of concrete sea wall from Fort Screven Military Reserv- ation property line to conneot with present sea wall at First Street 50,000.00 or 60,000.00 Councilman Henry moved that the action of the Mayor be approved, Councilman Young seconded and the Motion passed. It was decided by Council that the Parking Spaces close after Labor Day, but that they remain open on Sundays for the collection of toll as long as good weather prevailed. The Mayor informed Council that the Federal Works Agency has requested that the Town adopt the corrected offer as follows: UNITED STATES OF AMERICA FEDERAL WORKS AGENCY GRANT OFFER Washington, 25, D. C. Project No. Ga. 9 -244 Dated August 26, 1943. 1 285. 286 Town, of Savannah Beach, .Georgia,. Savannah Beach, Georgia. Subject to the Terms and Conditions (FWA Form No. CE 100, dated August 1, 1942, revised February 16, 1943) attached hereto and made a part hereof, The United States of America (Herein called the "Governments) hereby offers to make you a Grant of $134,958 to aid in Financing the acquisition and construction of Public Works consisting of Sewerage Facilities, including necessary land (Herein called the UProjeotn), at the presently estimated cost to you of $138,558: Provided, however, that if the actual cost to you of the Project upon completion, as determined by the Federal Works Administrator, is less than the presently estimated cost specified above, the Grant shall be reduced to an amount which bears the same ratio to said actual cost as the amount of the Grant specified herein bears to the said estimated cost. This Offer is subject to the special condition that you shall install all _laterals for House Connections as rapidly as each portion of the oollection system Facilities of the Project is sufficiently complete to permit such installation. The Offers dated June 26, 1943 and April 28, 1943 made by the United States of Amerioa to you are hereby revoked unless they have. been previously accepted by,you in which event your ahcept- ance of this Offer shall effectuate a cancellation of the Contracts created by said acceptances Provided that the cancellation of such contract or contracts shall not impair or vitiate any acts per- formed or proceedings taken thereunder prior to such cancellation, but such acts or proceedings may be continued under the contract created by the acceptance of thei Offer. 287 UNITED STATES OF AMERICA Federal Works Administrator By Baird Snyder Assistant Administrator Councilman Biotin moved that the following Resolution accepting the above Offer be adopted, Councilman Walsh seconded and the motion passed. RESOLUTION WHEREAS, there has been filed with the Federal Works Agency for and in behalf of the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, herein called the owner, an application for federal assistance under the Defense Public Works Program, and the United States of America, acting by and through tie Federal Works Administrator, has transmitted to the owner an offer of federal assistance in connection with the public works referred to in said application and described in said offer; and WHEREAS, said offer has been duly read in open meeting of Council and has been fully considered in every respect in accordance with the pertinent rules of procedure and legal require- ments; and WHEREAS, said offer has been made a part of the public records of the owner; and WHEREAS, it is deemed advisable and in the public interest that the said offer be accepted; NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council- men of the Town of Savannah Beach, Tybee Island, Georgia, in Council assembled, and it is hereby resolved by the authority of the same that the said offer of the United States of America, a true and correct copy of whioh is hereto attached, be and the same is hereby accepted without reservation or qualification. Councilman Biotin moved that the following Resolution be • adopted, Councilman Walsh seconded and the motion passed. .RESOLUTION BE, IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, and it is hereby resolved by the authority of the same that after the passage of this resolution Third Avenue, as designated on the official map of the Town of Savannah Beach, Tybee Island, Georgia, shall be changed and will be known as Jones Avenue on account of the outstanding and meritorious service rendered to the said To of Savannah Beach, Tybee Island, Georgia, 288 by the Honorable Roland R.
