Staff Members Present: Kurt Wolf and Stefanie Bork Welcome- Dave Petty, chairperson, at 6:00 called the meeting to order. Public Comment- No public comment Agenda Review & Updates- Paul requested pickleball letter of support request, Kurt requested update on concessionaire proposal be added to agenda. Dave seconded. All in favor. Introduction of Guests: Review Minutes: November 2021 minutes were reviewed, Steve motioned to approve, Larry Hauder seconded, all in favor. Business: Masterplan PROS- Stefanie shared that Four companies submitted on December 8th responses to our RFP. The proposals from Greenplay, Logan Simpson, SE Group, and SEJ in Spokane were reviewed by a 5- person committee and scored. The committee consisted of Kurt Wolf Director, Tara Woods Recreation, Stefanie Bork Administrative, Michelle Groenevelt Community Development, and Steven Johnson represented the advisory committee. Following review and score the two top candidates were selected for interview, Greenplay and Logan Simpson the interview was worth a total of 20 additional points. Following the interview process Logan Simpson was selected. Staff will meet with the selected firm to discuss contract terms and scope of work January 20th. Steve Johnson spoke too that both firms were strong candidates and final decision was challenging to select but overall, Logan Simpson final presentation was strong and the best fitting candidate for the department needs. Dave mentioned the cost of the contract and if our current budget will accommodate and if it would be possible to use park requirement funding to cover the cost of master planning efforts. Waterfront Update- Kurt informed the committee additional playground pieces have arrived and the remainder of the project is on hold till spring of 2022 when weather allows for final landscaping with a completion goal of Memorial weekend for a grand opening TBD. Recreation Update- Stefanie shared current winter programs: Youth Basketball, No School Fun Days, Ice Skating Rink open noon-8pm daily and Christmas tree recycling. Upcoming: Indoor Open Gym adult soccer, Tiki Torch Treks, Messy Munchkins Art, Tots & Tykes Movement and Youth Volleyball. Partnerships: PLCA afterschool program 1/27 and 1/28. State Park Ski Free Day, Remastered, McCall Mill Whistle during Winter Carnival. Parks Update: Kurt spoke to the bid opening for some final items for the parks shop. Building is scheduled for delivery February 28th. Granite Excavation finished grading and closed the project. Potential move in date July 7th this will be assessed as the date approaches. Currently the budget is 60% over in cost is due to the continued cost increase in building. Tara and Stefanie plan to attend the Idaho Parks and Recreation Conference to promote the 2023 conference to be held in McCall. Snow Removal: Kurt mentioned the parks crew has been communicating with the Streets department and have found great success this year. Chris Malvich and Ed Heider have coordinated snow removal efforts. The parks staff continues to provide excellent service and taking care of their health in order to stay staffed to meet maintenance needs. Pickleball Letter of Support- Paul spoke to his involvement in the Valley County Pickleball club. The club would like to build public courts on county land. Currently the Valley has over 300 participants. Paul would like to request a letter of support from the Parks and Recreation Department. The advisory committee is in support of the department supplying a letter to the group. Dave questioned using the McCall Tennis Courts but those are funded by the McCall Tennis Club and managed by the MDSD and City Parks and Recreation Department. The department will draft a letter of support. WIF Grant Application- Grant application will be submitted by Grant coordinator Delta James next week. The application scope of work will include additional docks, increased moorage, dredging the launch site. The city has $50,000 match funds and Valley County Waterways has committed $30,000 to the project. Kurt met with the review committee for the grant if awarded City will receive funds in July. Concessionaire Payette Pedal Party Update- Kurt updated the committee that council had concerns and questions when reviewing the Payette Pedal Proposal at City Council December 16th. Sarah the applicant is updating her proposal to include a larger fee and speak to parking concerns. Council will review final proposal next week Thursday the 271h.
