A RESOLUTION CANVASSING THE RETURNS AND DECLARING
THE RESULTS OF THE SPECIAL ELECTION FOR THE OFFICE OF
CITY COUNCIL PLACE 4 AND A PROPOSITION REQUIRING A
MINIMUM PAY SCALE FOR ALL FIRE AND POLICE OFFICERS
WHICH IS NO LESS THAN THE AVERAGE PAY OF THE
EQUIVALENT POSITIONS IN THE CITIES OF FORT WORTH, NORTH
RICHLAND HILLS, HURST AND HALTOM CITY, SAID ELECTION
BEING HELD NOVEMBER 7, 2017; AND DECLARING AN EFFECTIVE
DATE.
WHEREAS, the City of Richland Hills (the "City") is a home rule city acting under its
charter adopted by the electorate pursuant to Article XI, Section 5, of the Texas Constitution and
Chapter 9 of the Local Government Code; and
WHEREAS, the special election of 2017 was held in the City on the 7th day of
November 2017, for the purpose of filling the unexpired term of City Council Place 4 and
submitting a proposition asking "[s]hall the City of Richland Hills require by ordinance that all
police officers and firefighters be paid no less than the average of all salary and benefits paid to
equivalent positions in the Cities of Fort Worth, North Richland Hills, Hurst, and Haltom City";
and
WHEREAS, it is hereby found and determined that notice of the election was duly given
in the form, manner and time required by law, and said election was in all respects legally held
and conducted in accordance with applicable laws of the State of Texas and the proceedings
governing the holding of such election; and
WHEREAS, the Mayor and City Council duly canvassed the vote of said special election
on the 13th day of November 2017; and
WHEREAS, such canvass showed the following results:

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF RICHLAND HILLS, TEXAS, THAT:
SECTION 1.
RECITALS FOUND TRUE
All of the recitals contained in the preamble of this resolution are found to be true and are
adopted as findings of fact and a part of this City Council's judgment.
SECTION 2.
ELECTION CANVASSED AND DECLARED EFFECTIVE
It is further found and determined that the results of the election are as canvassed and
tabulated in the preamble hereof and in Exhibit "A" attached hereto. The City Council further
finds the following, and
1) Roland Goveas has been elected to City Council, Place 4.
2) Having been submitted a proposition asking "[s]hall the City of Richland Hills
require by ordinance that all police officers and firefighters be paid no less than
the average of all salary and benefits paid to equivalent positions in the Cities of
Fort Worth, North Richland Hills, Hurst and Haltom City", a majority of the
resident qualified voters at said special election voted against.
SECTION 3.
CITY SECRETARY TO RECORD ELECTION RESULTS
The City Secretary is hereby authorized and directed to make the appropriate entries of
information appearing in the tabulation of precinct results shown in Exhibit "A" attached hereto
in the election register maintained by the City in accordance with the provisions of Section
67.007 of the Election Code.
SECTION 4.
CITY STAFF TO TAKE NECESSARY ACTIONS TO GIVE EFFECT
The City Manager, City Secretary, and City Attorney are hereby authorized and
instructed to take all actions necessary to give effect to this resolution and the election, as
provided by law.
SECTION 5.
EFFECTIVE DATE
This order shall be effective upon its approval by the City Council.
