HomeMy Public PortalAbout2022.02.03 AAC MinutesCity of McCall -- Airport Advisory Committee (AAC) Legion Hall below City Hall Meeting Minutes February 3, 2022 AAC Members present: Charles Jones, Shawn Walters AAC Members absent: Mike Weiss Staff present: Emily Hart, Airport Manager Consultants present: Kevin Bissell, TO Engineers Others present: Jeff Edwards Remote participants: AAC Members Rick Fereday, Mark Thorien, Chair Jones welcomed Board and new Airport Manager and called the meeting to Order at 12:04p.m. Public Comment: Jeff Edwards, aviation consultant, McCall resident, and hangar owner expressed safety concerns about development south of the airport in conflict with aviation. AAC members agreed with these concerns. Mr. Edwards will put together a list of action items and recommendations and the Airport Manager will request an Agenda Bill be added to the next regular council meeting. Unanimous approval. ,fir art Sewer t n. ate formati Item Mr Bissell reported that plans for the construction of sewer extension under Parallel Taxiway "A" had been reviewed by the Payette Lakes Water and Sewer District (PLWSD). Review comments have been addressed and returned to the PLWSD for approval. Mr. Bissell also said Knife River is hesitant to bore due to concerns about moraine boulders and would likely have to trench anyway. AIP 028 - Airport Master Plan update (In,fo:rmation Item) Mr. Bissell reported that the Airport Master PIan (AMP) narrative is complete and was reviewed by the FAA. The draft Airport Layout Plan (ALP) is complete and ready for review. Once the AMP and ALP have been reviewed, they will be presented to the city council and the mayor. The mayor signs the drawing set, and the drawings are sent to the FAA for final review and acceptance letter. Chairman Jones asked about additional opportunities for public comment and stated there is an agreement to work with Wayne Reiter (TO Engineering) to allow for more public comment and another chance to review prior to sending to mayor and FAA. Discussion ensued about merging a public comment opportunity with the annual summer event, but all members ultimately agreed to allow for the final comment period to occur as soon as possible. AIP 031— EastlWest Taxiwa +y_undate_{Informatgn Item) Final plans for the E-W Taxiway have been approved for bidding by the FAA. Bid documents have been available on the T O Engineers online plan room since January 261h. Project was advertised in the Idaho Statesman on January 26t` and will be advertised again on February 9"'. Pre -bid conference is scheduled for February 17" at 2:00 pm. Bid opening is scheduled for February 24" at 2:00 pm. FAA has indicated that this will be a Tier 1 grant, meaning it will be in the first round of grants offered. We anticipate construction alter the 4" of July lasting for about two months. Airport will remain open during the entire project. Project cost is approximately $1.SM. The East-West Taxiways are now known as D and E Taxiways. AIP 032 - Runway_ 16-34 Rehabilitation proiect update (Information Item) Final plans for the Runway 16-34 rehabilitation project were incorporated into the plans for the East/West Taxiway and submitted to FAA for final review. Will be bid as a separate schedule within the E-W Taxiway project. We anticipate this work will be done after the E-W Taxiway is complete. Runway will need to be closed for 3 to 4 days. Project cost is approximately $167,000. Mr, Fereday asked if there is a way to only close half the runway at a time, allowing small aircraft to take off and land. Mr. Bissell stated it might be possible to close the runway intermittently during crack repair or allow openings in mornings and evenings. Chairman Jones stated that at South Tahoe, the runway was closed, but the taxiway remained open, and then shifted back to the runway. NOTAMS were issued. Mr. Bissell stated that in the past at MYL, the taxiway has been used, but the current FAA manager will not allow it. Discussion contilnUed around pushing the work to the fall, to which Mr. Bissell stated the bids treed to be reviewed first. Forest Service also needs to be considered. Mr. Walters stated the USFS can plan accordingly. AIP 033- Bipartisan Infrastructure Law 131E(Information Item McCall Municipal Airport is scheduled to receive $159,000 in stimulus funding under tite'Bil,. Guidance on when the grant will be issued or what the funds can be spent on is unknown at this time, Infield flangar development update !Information Item! Design of the McNichols -Berge hangar (424) is underway (by T O). Lot has been staked and lease is in place. Geometry and utility plans are complete. Grading and drainage plan is 70%. Anticipate spring 2022 construction. irport Snow Remoyaj equi mt� ent update nformation_Ite�r 1 Purchase of the 1998 Oshkosh snow broom truck can be made with the Airport Fund. Airport Superintendent Jerry Bisom and the City Mechanic inspected the truck and say it's in great shape. When fluids samples testing; is complete, the determination to purchase will be made. Items for Future AAC agenda: Obstruction Removal Plan --Mr. Fereday recommended the Obstruction Removal plan be moved to an Agenda item for the next meeting. The Committee and staff concurred.
