Councilman Slotin moved -that the collection of Tolls at
the Parking - Spaces be discontinued until next April lst, .Council-
man Henry seconded and the motion passed.
Councilman Slotin moved that effective with the November
meeting the hour be changed from S:30 P.M to 5:00 P.M, the first
Thursday in each month, Councilman Lovell seconded and the motion
passed.
Councilman Young informed Council that at the present time,
the number of Convicts at the Camp were less than the.number of
white Men employed at the Camp, and asked what he should do, it
was the opinion of Council that the matter be left to the Chair-
man of the Public Works committee. The Mayor stated he would
see Judge Houlihan in an effort to get some more men.
There being no further business Council adjourned subject
to the call of the Mayor.

The regular meeting of Council was held today at 5:00 P.M.
and was attended by Mayor Jones who presided, Councilmen Walsh,
Henry, Young, Slotin, Lovell, Leopold and Town Engineer.Vinson.
The minutes of the meeting of October 7th were read and
approved.
The Mayor informed Council that most of the Streets at
the present time are in bad shape, caused in most cases by
the laying of the sewer lines for the Sewerage System, and

due to lack of rains the streets are dry, and vehicles cannot
go through some of them, quite a number of the people were complain -
ing,every effort was being made to get oyster shells with the view
to paving some of these streets.
Mr. Vinson informed Council that nothing had been done as yet
to commencing work on the groins and seawall at the north end of the
<I sland.
The Mayor informed Council that he had not heard from the
Supplemental" Application requesting additional pipe needed in
connection with the Sewer System. The application, he was advised
had been forwarded to Washington, and that it was expected that it
would' be approved, Senator George and Congressman Petersen had
expressed interest and approval.
Mr. Vinson was asked what would be the approximate cost to
pave the strand parking areas, he stated that'the J. G. Attaway Co.
could do the work for 65fG per square yard.
Councilman Henry stated that he had noticed sever r1 large holes
in the streets around the island, that had neither barricades or
lights to protect the public. The J. G. Attaway Co., who are doing the
work of constructing the Sewerage System, were responsible for
this bad condition. He was informed that they would be instructed
to correct this bad situation at once.
Mr. Vinson asked what was going to be done about repaving
the streets, 14th through 18th, Councilman Slotin suggested that
we hold off four or five months before paving them. Mr. Vinson
stated that the Town did not have a contract with the J. G.
Attaway Co. to replace the streets where the tap had been cut,
thy} Mayor stated he was under the impression that the Town did,
Mr. Vinson stated that the J. G. Attaway Co. would pave the streets
if the Town would buy the material. Councilman Siotin stated
the curb should be replaced at the .same time that the streets

are repaired. Mr. Vinson was requested to make a survey as to the
cost etc. paving 14th through 18th streets. It was slim brought
to the attention of Council that the through drive parrelling and
west of the parking areas should be repaired at the same time. Mr.
Vinson was requested to furnish data on this also.
Councilman Young informed Council that he had hired one man
to help on the garbage truck, as there were no convicts available
at the camp. He stated that it would be necessary to hire
additional labor if conditions don't improve.
The Mayor then called Councils- attention to some of its
employees making purchases of materials without getting the
proper authority, and stated that this should stop.
The Mayor informed Council .in in connection` with the lifting
of the Lighting Restrictions by the War Department, that as far
as he knew Savannah Beach was included in the lifting of these
restrictions, also.
Councilman Young informed Council that the maximum number
of Street Lights were not being used, he was requested to ascertain
the number that were being used with a view to having those which
should be lighted placed at the locations where they would serve
best.
Councilman Siotin moved that Bills for the month of October
for materials purchased for the general government amounting, to
$ 298.16 be paid, Councilman Walsh seconded and the motion
passed.
Councilman Siotin moved that the old Sewer Account be
closed out, that the balance be transferred to the General fund.
Councilman Walsh seconded and the motion passed.
Councilman Lovell asked Fire Chief Young what the situation
was in regards to Fire Hose, he stated that Double Jacketed hose
could be gotten by high priority.

A petition was read from Mrs. Velma N. Purdy, desiring to
acquire that portion of llth street begining at the Western
(Jones)
Side of Third Ave. and extending westwardly to 4th Ave. The matter
was referred to the Finance Committee.
The'residenee of Estill Station requested that something be
done to make McKenzie Ave. passable to vehicles, the matter was
referred to Councilman Young and Mr. Vinson.
The J. G. Attaway Co. requested an extension of time on
their contract as follows:

Sewer Facilities.
With reference to the contract time on the above docket 1 wish
to request that smae be extended 60 days for the following reasons:
For increased amounts of concrete around the g pumping stations
to protect them from a floating tendency. It was deemed necess-
ary by the engineer that this extra concrete be placed around the
bottom and lower sides of the cast iron pumping station boxes to
stabilize them from buoyancy. This required considerable extra
excavation and wellpointing and sheeting. It was necessary that
these stations be constructed before building the manholes end
laterals leading away from the them, therefore this extra work
has slowed down the whole schedule of work on the job. We
request 30 days extension of time on the above account.
For failure of the Chicago Pump Company to ship valves and vent
pipes for the pumping stations. They promise, now, to ship this
material in January 1944, and the stations cannot be completed
nd placed in operation until this material arrives. Also for
failure of the Savannah Electric & Power Co. to place poles,and
transformers at the Disposal Plant for furnishing power to plant.
They now atate that this service can be furnished in January 1944.
-30 days extension is requested on this item.

Councilman Siotin moved that .the request be granted and
that the following resolution be adopted. Councilman Henry
seconded and the motion passed.
RESOLUTION
WHEREAS, the J. G. Attaway Company was awarded a contract to
complete the sanitary Sewerage system; and
WHEREAS, due to 30 days extension of time for increased amounts
of concrete around the 8 pumping stations to protect them from a
floating tendency;
30 days extension of time requested for the failure of the
Chicago Pump Company to furnish the necessary valves and vents and
the failure of the Savannah Electric & Power Co. to furnish Power
connections promptly as was promised. It•is impossible for the
said J. G. Attaway Company to complete said contract within the
time set forth in the original contract signed and entered into
between the Mayor and Councilmen of the Town of Savannah Beach,
TybeeIsland, Georgia, and the J. G. Attaway Company; and
WHEREAS, the Mayor and Councilmen of the Town of Savanah
Beach, Tybee Island, Georgia, deem it advisable and to the public
interest that the said J. G. Attaway Company be given a sixty(60)
day extension for the completion of the said sanitary sewerage system.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of
the Town of Savannah Beach, TybeeIsland, Georgia, and it is hereby .
resolved by the authority of the same that the said J. G. Attaway
Company be and it is hereby allowed a sixty (60) day 'extension for
the completion of the work and contract heretofore signed and entered
into for the construction of the said sanitary sewerage system.
Councilman Young moved that the contract between the J.B.
McCrary Company and the Town, under FWA Project #Ga. 9 -244 be
approved and that the following resolution be adopted. Councilman
Siotin seconded and the motion passed.

ENGINEERING CONTRACT
- THIS CONTRACT AND AGREEMENT, made and entered into thib 4th
day of November 1943, by and between J. B. McCrary Company, Indorpo.
rated, Engineers of Atlanta, Georgia, hereinafter designated as
ENGINEERS, party of the First Part, and the Town of Savannah Beach,
a Municipal Corporation of the State of Georgia, acting through
its duly authorized officials, hereinafter called the Client,
party of the Second part.
WITNESSETH, that for and in consideration of the mutual
covenants and agreements hereinafter contained, the parties
hereto, for themselves, their successors, and assigns, have
mutually agreed and do agree with each other as follows:

(1) CLIENT desires engineering advice and services in the
designs, plans, specifications, estimates,and supervision of
construction of Sanitary Sewer System, and by reason of the
skilled organization, experience, and ability of the Engineers
in such work, desires to retain them for said services. The
proposed work contemplates construction of a Sanitary Sewer System
and includes the work authorized under Federal Works Agency
Project No. GA -9 -214.
_ (2), THE ENGINEERS agree to furnish all necessary Engineering
services„ more specifically enumerated as follows:
(a). Make surveys and investigations and prepare preliminary
plans, specifications and estimates of cost for the proposed
work.
(b)' Prepare engineering report covering the construction
of sewer system, including preliminary plans, estimates of cost,
etc.
(e) Confer with the State Board of Health on -all matters
pertaining to the proposed work.
(d) Confer with and furnish necessary date to the Federal
Works Agency or other Financing Agencies, and make out such
engineering forms and reports as are required by them.
(e) Prepare construction drawings and specifications cover-
ing the 'work that is to be built, and assist the CLIENT to'such
extent as they may direct in the awarding of actual construction.

(f) Supervise and direct construction work in accordance
with plane prepared by the - ENGINEERS by making regular inspection
trips to the job while the actual construction is in progress;
and where necessary provide supervisory forces to lay out all
work, give lines and grades, make inspections etc; said super-
visory service to meet the approval of the CLIENT.
(3) The ENGINEERS agree that all costs and expenses of
these services will be borne by them, and the CLIENT agrees to
pay the ENGINEERS FOR THESE SERVICES as follows:
(a) For preparing Engineering Report and Estimates of Cost,
Preliminary Plans, Construction Drawings and Specifications, etc.,
and for services in connection with awarding of construction con -
tracts, and for supervisory servicey during the construction and
installation of the work, the sum of EIGHT THOUSAND FIVE HUNDRED
DOLLARS' (98,900.00).
(b) .Payment of the above fee shall be due and payable as
follows:
60% when construction contracts are awarded, 20% as the
work progresses; and the balance upon completion of the work.
The Client may terminate this contract at any time and for
any cause by notice in writing to the Engineers. Upon receipt
of such notice the Engineers shall, unless the notice directs
otherwise, immediately discontinue all' services and work, and

the placing of all orders or the entering into contracts for
supplies, assistance, facilities, and materials in connection
with the performance of this contract and shall proceed to can-
cel promptly all existing orders and contracts insofar as such
orders or contracts are chargeable to this contract.
If the contract be terminated due to the fault of the
Engineers,- no further payments on account of the -fee will there-
after be made. If the Contract is terminated due to no fault
of the Engineers, the Engineers will be paid promptly that pro-
portion of the prescribed fee which the work actually performed
under this contract bears to the total work called for under this
contract, leas such payments as have been previously made.
All completed or practically completed designs, plane and
specifications prepared under this contract shall become the
property of the Owner when and if the contract is terminated.
The provisions of this paragraph governing the amount to -
be paid to the Engineers following termination of this contract
prior to its complete performance shall be controlling notwith-
standing any other provisions in the contract governing the
making of partial payments to the Engineers.
IN WITNESS WHEREOF, the parties hereto have caused this
contrAot to be executed in duplicate by their authorized
officers or representatives on the day and year first above
written.

BE IT RESOLVED by the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, Georgia in Council assembled, and
it is hereby resolved by the authority of the same-that the.Mayor
of said Town of Savannah Beach, Tybee Island, Georgia, be and
he is hereby authorized to sign a new contract with J. B. McCrary,
Inc., with reference to Federal Works Agency Project No.Ga. 9-244.
