A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RICHLAND HILLS, TEXAS DELEGATING ITS AUTHORITY TO
DETERMINE BEST VALUE IN PURCHASING TO THE CITY
MANAGER; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Richland Hills is a home rule city acting under its charter adopted by
the electorate pursuant to Article XI, Section 5, of the Texas Constitution and Chapter 9 of the Local
Government Code; and
WHEREAS, Chapter 252 of the Texas Local Government Code and Chapter 2269 of the
Texas Government Code both provide for methods of purchasing for municipalities; and
WHEREAS, Section 252.02I(c) of the Texas Local Government Code permits a city council
to delegate its authority to determine best value in purchasing if a method other than competitive
bidding is used; and
WHEREAS, Section 2269.053 of the Texas Government Code authorizes a city council to
delegate its authority under that chapter; and
WHEREAS, the City Council deems it appropriate to delegate authority under both statutes
to the City Manager or his designee.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF RICHLAND HILLS, TEXAS:
SECTION 1
The City Council hereby delegates its authority to determine which purchasing method
provides the best value to the City to the City Manager or his designee for all purchases made under
Chapter 252 of the Texas Local Government Code.
SECTION 2
This resolution shall be in full force and effect from and after its passage and it is so
resolved.
