The regular meeting of Council was held today at 5:00 P.M. in the Council room and was attended by Mayor Jones who presided, Councilmen Walsh, Henry, Young, Slotin, Lovell, Town Attorney Dutton and. Town Engineer Vinson. Mr. Vinson submitted the following estimate covering the Paving of certain are from 14th to 18th Streets es follows: PAVING ESTIMATES - SAVANNAH BEACH, GEORGIA. J.B. MCCRARY CO. Councilman Slotin asked when the Paving would start on the Streets and if the Curbing would cost extra, Mr. Vinson stated that the work could start now, and the curbing would be extra. The Town Attorney was asked if competitive bids would be neeeesery he " he stated that it would. Councilman Lovell moved that Mr. Vinson's estimate of $2614.15 for paving 14th, 15th, 16th 17th & 18th Streets from Butler Ave. to Strand, and the West side of Strand near the buildings from 16th to 18th Streets be accepted and that the work be authorized, Councilmen Henry ;seconded and the motion passed.See Resolution on next -page (page2 ?). The Mayor asked Mr. Vinson about the Groirs and See Wall in the Tilton Street Area, t "_r. Vinson stated that the Govern- ment had agreed to the Tilton" Street Groin. -. Mayor Jones informed Council that Dr: C. C. Hedges the Health Officer had tendered his resignation due to his leaving the City, whereupon, Councilman Siotin moved that Dr. C. A. Henderson be elected Health Officer to fill the unexpired term of Dr. Hedges. Councilman Henry seconded" and the motion passed. Mayor Jones stated that he had gotten the water situation straightened out with the Twhee Water Works in connection with furnishing water for the Diving School, also, since the light- ing restrictions -were lifted the Savanne.h.Tlectric & Power Co. was removing the paint from the Street Lights. The Mayor informed Council -that several months ago Officer Utley took a group of witnesses to- Savannah to arnepr t:- A Grand -Jury .: trial at the Superior Court, he was driving the Police Car (Pontiac), and upon returning to the Island had hnd - a collision at Jefferson and Jones Streets with a truck owned by the Tease Produce Co. nrd apparently Mr. Utley was responsible for the accident, the Town car was considerably damaged and was sent to a garage in Savannah for repairs, the cost of which will be about $250.00. v RESOLUTION WHEREAS, The J. G. Attaway Company has offered to furnish the labor to surface certain streets in the Town of Savannah Beach, Tybee Island, previded the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, will purchase the materials; and WHEREAS, the said streets hereinafter named are the main streets and thoroughfares in said municipality and are in need of being resurfaced; NOW, THEREFORE, BE IT RESOLVED by the "ayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, and it is hereby resolved by the authority of the same, that the Mayor be and he is hereby directed to enter into a contract with the J. G. Attaway Company to single surface with bituminous treatment, at a cost net to exceed the .swu of $2,61+.50, the following streets; 14th Street from Butler Avenue to the Strand; 15th Street from Butler Avenue to the Strand; 16th Street, from Butler Avenue to the Strand; 17th Street from Butler Avenue to the Strand; 18th Street from Butler Avenue to the Strand; the Strand from 16th Street to 18th Street (west side, near buildings); and the Strand from 16th Street to 18th Street (west side of parking lot). 1 The minutes of the meeting of November 4th were read and approved. Councilman Lovell moved that the following ordinance be adopted, Councilman Slotin seconded and the motion passed. AN ORDINANCE .N ORDINANCE TO BE ENTITLED, "AN ORDINANCE TO AMEND•THAT CERTAIN ORDINANCE ENTITLED, IAN ORDINANCE CREATING -THE OFFICE OF PLUMBING INSPECTOR; TO PROVIDE FOR HIS APPOINTMENT, SALARY, DUTIES AND QUALIFICATIONS; TO PROVIDE FOR n BOARD OF PLUMBING EXAMINERS; TO PRESCRIBE THEIR DUTIES, ETC.; TO PROVIDE FOR INSPECTION FEES; TO PRESCRIBE THE KIND AND SIZE OF PIPES AND MATERIALS USED IN PLUMBING CONNECTIONS AND PLUMBING; TO PRE - SCRIBE THE KIND AND SIZE OF PIPES AND MATERIALS TO BE USED FOR WATER PIPES AND WATER CONNECTIONS; TO PROVIDE A PENALTY- FOR THE VIOLATION THEREOF; AND FOR OTHER PURPOSES, BY STRIKING SECTIONS 2 & 3 FROM SAID ORDINANCE AND INSERTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS SECTIONS 2 & 3; AND FOR OTHER PURPOSES." SECTION 1. Be it enacted by the Mayor and* Councilmen of the Town of Savannah Beech, Tybee Island, Georgia, in Council assembled, and it is hereby enacted by the authority of the some, that that certain Ordinance entitled, "An Ordinance creating the office of Plumbing Inspector; to provide for his appointment, salary, duties and qualifications; to provide fora Board of Plumbing Examiners; to prescribe their duties, etc.; to provide for inspection fees; to prescribe the kind ?nd size of pipes and materials used in plumbing connections and plumbing; to prescribe the kind and size of pipes and materials to be used for water pipes and water connections; to provide a penalty for the violation thereof; and for other purposes,“ be amended by striking Sections 2 & 3 from said Ordinance and inserting in lieu thereof • a. new Section to be known as Sections 2 & 3 as follows: SECTIONS 2 & 3. All the plumbing done in the Town of Savannah Beech,Tybee Island, shall be under the supervision of a. Board of Plumbing Examiners, which board shall consist of Chairman of Health and Sanitation Committee, Plumbing Inspector and one (1) Master Plumber who shall be appointed by the Mayor end who shall be subject to be discharged at any time by the Mayor for causes. deemed sufficient by the latter. Young be appointed Master Plumber, without compensation and that Mr. J. 0..•Bl?ir be appointed Plumbing Inspector on a basis of plumbing fees collected. Councilman Walsh seconded And the motion pawed. The matter of appointing -a full time Building- and--- Plumbing Inspector on a salary basis was diseueaed, Councilman Slotin moved that the Mayor be authorized to appoint a Building and Plumbing Inspector if he thinks it necessary, on terms agreed upon by him. Councilman Walsh seconded and the motion passed.. Councilman Lovell moved that Bills for purchases made for General rtovernment for the month of November amounting to .304.77 -be paid, Councilman S rain seconder' and the motion nnseer?_. Councilman Slotin moved that the Mayor be authorized to have repaired those portions of the streets in the parking are that have been damaged. Councilman Lovell seconded. and . the motion passed. It being necessary to open the Registration Book in Savannah on December 23rd and keep it open through January 11th for the forth coming election for Mayor. and Councilmen, the Clerk was instructed to maintain the Book in the Clerk'e office of the City Court, in the Court House in Savannah for this period.. The Mayor informed Council during the e rly next of the year, the old J.P.A. had ordered some concrete Wipe from the Scott Concrete Pipe Co. amounting to .1108.93-, and for which the W.P.A. did not pay, the material having been delivRred,. the F.W.A. requested that the Town state that the Bill would be paid out of present Project's-fund. Councilman Slotin moved that the following resolution he adopted covering this transaction, Councilman Young seconded and the motion passed. RESOLUTION 1rH RTAS, it is necessary to purchase certain materiels to be used in the completion of the s` nitercr sewerage system, TWA Project Mo. ^Ta. 9 -244; and, " WHEREAS, it is necessary that the Federal 'iorke Agency approve such chPnre; MOW, THEREFORE, BE TT RESOLVED by the Mayor and Councilmen of'the Town of Stvannah Bereh, Tybee Island, qeorria, a.nd it is " hereby resolved by the authority of the snme, that r contract rnd/or award be the same is hereby made to Scott Concrete Pine Company for the total sum of Eleven Hundred Eight Dollar and Yinety-three Cents (1k109.93) covertnr the purchase of two thousand eight hundred. sixteen (2,816) feet of If, 3 & 9 - pipe delivered to 7.)avannah, Beroh ct Twenty-threo Cents .(27'() per foot, and three hundred seventy-five (375) feet of 81i y 6" Ys delivered to Savannah Bench at One Dollar and Trenty-three Cents ?3) per foot. RESOLVED FURTT- that the Federal Works Agency be and it is hereby requested to approve th rchare of these materials from the Scott Concrete Pipe Comnrny. The Mayor informed -Council that tn oonnection with the Supplemental Annlication of 4)18,164.2 covering the Sewer Project, thrt the Town had agreed to contribute 3865.00.
