Acct. # NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: The proposal from CME Associates for surveying and engineering services related to the Whittier Sheet Area Improvements —NJDOT FY22 Local Aid Grant at a cost not to exceed $87,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department, the Borough Director of Engineering and CME Associates. We understand that the Borough is the recipient of a $712,000 NJDOT FY2022 Municipal Aid Grant to fund these improvements, This project will generally consist of the reconstruction and /or resurfacing of the following roadways: • Linden Street (Washington Avenue to Hermann Avenue) • N. Whittier Street (Washington Avenue to Blanchard Street) • Blanchard Street (N. Whittier Street to Emerson Street) • Irving Street (Matthew Street to Pershing Avenue) We note that the grant application's original scope included a portion of Louis Street which has since been included in the limits of the County's Improvements at the intersection of Washington Avenue, Cypress Street, and Louis Street, Accordingly, we will request a scope modification from NJDOT to shift the limits to include Irving Street, as noted above, which has been identified as being in need of curb and roadway rehabilitation. The cost estimate for the above - mentioned scope of work is approximately $915,000. With this being said, we anticipate that the following tasks will be required: A) Survey and Base Map Services Work in this phase will include preparation of base mapping for use in the design of the construction plans for these roadways. Our survey field work will include cross sections along 50' stations where necessary, as well as within the intersections to ensure positive gutter flow and for the design of the ADA curb ramps. Approximate property lines will be established utilizing located property markers and tax map information. B) Design Phase Services This work will also consist of the preparation of construction plans and quantities, The services have been divided into tasks as detailed below: 1. Perform site visits and collect existing site information and assess conditions; 2. Preparation of Construction Plans, Including: 1. Construction Plans ii. Grading Plans ill. Storm and Sanitary Sewer Plans and Profiles (as required) iv. ADA Curb Ramp Plans v. Traffic Striping and Signage Plan A. Soil Erosion and Sediment Control Plans and Details vii. This phase will Include preparation and submission of a permit application to the District for approval. Application fees will be requested from the Borough prior to submission to the District. Work in this phase will also Include the coordination with the NJDOT Local Aid Office in order to comply with their requirements prior to bidding. D) Bid Phase Services Work in this phase will provide the following services to publicly bid the project in accordance with the Local Public Contracts Law: 1. Provide bid documents to prospective bidders as needed; 2. Answer prospective bidder's requests for information; 3. Provide addenda for clarification of project specifications; 4. Attend bid opening; and, 5. Analyze responsible bids and recommend contract award E) Construction Phase Services — Generally, we prefer to quote services for construction phase upon the completion of the Bid Phase as the ultimate cost for our services will depend upon a number of factors including the final design, the contractor to whom the contract Is awarded and the desired level of construction observation required. The following services will be provided under this phase: 1. Contract preparation including review of bonds, insurance certificates, and project manning reports; 2. Attend preconstruction meeting; 3. Provide assistance with interpretation of the contract documents; 4. Review shop drawings for site - related items; 5. Provide construction observation services and prepare contractor punch lists; and, 6. Review and approve monthly progress pay estimates We would recommend that the fee outlined below be budgeted for this purpose.
