AUTHORIZING A PROFESSIONAL SURVEYING & ENGINEERING SERVICES CONTRACT WITH CME ASSOCIATES, NORTHERN WATERFRONT REDEVELOPMENT AREA BLOCK 304, LOTS 2.01, 2.02 & 4 WHEREAS, the Borough of Carteret is in need of specialized surveying and engineering services in connection with the Northern Waterfront Redevelopment Area, Block 304, Lots 2.01, 2.02 & 4; and WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731, possesses tine requisite experience and expertise to provide said services; and WHEREAS, CME Associates has submitted a proposal to provide said services at a total cost not to exceed $60,000.00; and WHEREAS, the Mayor and the Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. Acct. # NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: The proposal from CME Associates for surveying and engineering services related to the Northern Waterfront Redevelopment Area, Block 304, Lots 2.01, 2.02 & 4 at a cost not to exceed $60,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. Introduction Based on meetings with your office and the Borough's redevelopment team, It is our understanding that the Borough is interesting in advancing the conceptual design of an ambitious waterfront redevelopment of three (3) former industrial parcels along the Arthur Kill between Noes Creek and Waterfront Park, identified herein as the Northern Waterfront Redevelopment Area (NWRA). All lots are included in the HI -B Heavy Industrial zone. The tract in question is inclusive of the following properties on Block 304, totaling approximately 41.84 acres: A. DUPOnt/ACIrico Site (Lot 2.02 / 30.711 acres) This vacant site makes up the majority of area of the NWRA and sits as a blank slate for redevelopment. Our office has been involved with conceptual design meetings with a potential redeveloper for the site who is proposing a multi -story movie studio and hotel complex on the northern end of the site. The property has recently been capped by the responsible party with all remedial action overseen by DuPont's LSRP, GeoSyntec Consultants. This cap includes processed dredge material from the Marina, crushed construction debris from a former landfill operation, 18" thick DGA surface treatment, and riprap revetment from shoreline stabilization. We understand that due to on -site contamination, the site has restrictions prohibiting residential uses: however, It could potentially be developed for commercial and hotel uses, as well as public recreation and waterfront access and attractions. This basin measures approximately 100 feet in width and 1,500 feet in length (approximately 3.4 acres in total area including side slopes), and provides water quality treatment for the site under the assumption that 100% of the property to the west of the basin would be utilized as motor vehicle regulated Impervious surface. We understand the Borough wishes to minimize the footprint of this and future water quality best management practices (BMPs) employed throughout the site, B. Basin Holding Corporation (Lot 4 / 5.61i acres) Lot 4 is located at the northeast corner of the NWRA at the confluence of Noes Creek and the Arthur Kill. We understand the Borough is in the process of acquiring the site for residential development. As part of the remediation work on the adjacent DuPont parcel, the Basin Holdings site was cleared and graded to facilitate runoff. It is our understanding that any existing environmental areas of concern have not been addressed and would require remedial action. It is anticipated that the LSRP overseeing the DuPont/Agrico site will be retained by the Borough to continue oversight of both the DuPont /Agrico and Basin Holding sites moving forward. C. Carteret Ferry Terminal (Lot 2.02 / 5.62t acres) This parcel was subdivided out of the larger DuPont/Agrico site and set aside for the proposed Ferry Terminal, waterside docking and bulkhead improvements, and associated parking lot or structured parking to accommodate approximately commuter vehicles. As it was subdivided from the DuPont property, it has also been capped In a similar manner to Lot 2.02. Our office has reviewed NJDEP permit plans prepared by T &M Associates dated August 21, 2020 and understands that coordination with the T &M design team may be necessary regarding the site plan's connection to a future waterfront boulevard as well as extended access points from the Memorial Boulevard access road, currently under design by our office. The certified boundary survey will be prepared in accordance with the State Board of Professional Engineers and Land Surveyors Administrative Rules and Regulations 13:40 -5.1 "Preparation of Land Surveys ". This survey will serve as a basemap for future development residential development planning on the site. Phase II: Preliminary Geotechnical Investi-gation — Basin Holdings & Ferry Terminal Based upon our review of geologic literature, and our experience In the vicinity of the site, the site is underlain by Tidal Marsh estuarine deposits and Rahway Till. The Tidal Marsh consists of peat and muck underlain by laminated and thinly bedded fine sand and silt underlain by Rahway till. It is anticipated that due to the nature of the site's surFlcial geology, pile foundations will likely be required to support significant structures proposed as part of the redevelopment, It is planned that four (4) borings to a depth of 49 feet will be drilled as a part of the preliminary subsurface investigation on each of the two (2) above- mentioned parcels. Based on information gained from these borings and laboratory testing, our office will prepare detailed geotechnical report including soil boring logs, location plans, soil bearing capacity, and foundation design recommendations. Phase III: Constraints Mappina, Permitting Review. and Grant Applications This phase of work will include conducting a due diligence review and preliminary mapping of all available environmental and regulatory constraints on the property to establish the developable area and identify any issues that may be present which may affect the development of the site, This initial review will include the following: a, Field locate freshwater wetlands and associated buffers, if applicable. Our environmental professionals will conduct a full onsite assessment using the methodologies prescribed in the Federal Manual (1989) as required by the NJDEP. In the event wetland features are present, we will locate same with our handheld GPS for plotting on a constraints map; b. FEMA Special Flood Hazard Area (SFHA) mapping; c. Preliminary review of NJDEP permitting requirements. This phase will also include the preparation of a detailed summary and typical timeframe to obtain the anticipated permits and approvals required from outside agencies (to the extent that they may or may not be required), including, but not limited to the following: a.
